Delhi's air quality deteriorated sharply at the onset of Diwali week, with several monitoring stations recording severe pollution levels, including Wazirpur at 424 and Jahangirpuri at 417. The citywide average Air Quality Index breached the 300 mark, prompting authorities to consider invoking GRAP Stage 2 measures. Implementation of the winter action plan faced compliance challenges across commercial hubs like Connaught Place and Lajpat Nagar, despite restrictions on non-compliant BS6 vehicles entering from neighbouring NCR areas, bans on non-emergency construction, and fuel supply restrictions for vehicles lacking valid PUC certificates. Meanwhile, Gurugram announced anti-pollution curbs, including construction bans and a 50 percent work-from-home mandate for offices. The bulletin also covered Rahul Gandhi's open debate challenge to Prime Minister Narendra Modi over alleged foreign backing, Reliance Foundation's unveiling of the 100-acre Anant Ashray care township in Karjat, and the political fallout in Uttar Pradesh and Punjab following recent developments.

00:00Rahul Gandhi has responded to Prime Minister Modi now.
00:03Mr Modi, he says, and I quote him now,
00:06Stop lying to the nation.
00:07You became Prime Minister because of foreign help.
00:09You remain PM because of foreign help.
00:11Your financial system is fully controlled and supported by foreigners.
00:14Foreign social media fully backs you.
00:17I challenge you to an open debate about this.
00:19Any stage, any time, come if you have the guts.
00:23You won't dare because you are terrified of what I know about you.
00:27So that's the comment coming in from Rahul Gandhi,
00:33putting it out in an all-out attack at the Prime Minister,
00:36directly saying that he came to power because of foreign help.
00:40In fact, there is a response that has come in as well.
00:44Let's quickly listen in.

02:17alright so that was a specific
02:20comment that the prime minister had made
02:22to which rahul gandhi has now responded
02:24to that speech where prime minister
02:26is alleging that there is a foreign hand
02:28saying that congress is the one behind it
02:30without naming them of course
02:31and now the response from the congress is coming
02:34with a very direct manner saying that
02:36prime minister modi is actually backed
02:38and he became a prime minister because of foreign
02:40help and he will remain or he remains at the moment
02:43a prime minister because of foreign help as well
02:45rahul gautam joins us for more details on
02:48the story uh rahul uh interesting comment there what exactly is rahul gandhi implying here
02:57you know this is not uh you know something which rahul gandhi is saying for the first time
03:02rahul gandhi has been saying
03:04that uh that uh that the current ruling dispensation enjoys the pleasure of you know foreign government and in fact
03:11uh you know in in in in in in in in in a very clear terms now he's saying that
03:15the prime minister nendramodhi was installed by foreign powers and he continues to uh remain seated because of foreign powers
03:22in fact he said that uh that the foreign social media is also helping the current ruling dispensation in fact
03:29uh possibly for the first time he has he has dared
03:32the prime minister nendramodhi to come in a debate uh and discuss all these allegations that the prime minister nendramodhi
03:39is leveling against rahul gandhi or congress party saying some obstructive forces are trying to destabilize our country rahul gandhi
03:47uh you know in a very terse manner you can say saying that you know you can come and and
03:54we can have a discussion about this as to how who is actually supporting who and how you uh how
04:00the current ruling dispensation of the ruling party
04:02bjp is having support of foreign power uh so and in fact we all know that how he has been
04:07calling prime minister nendramodhi a compromised prime minister uh you know somebody who's being compromised uh you know by by
04:15donald trump uh and uh in fact how the indian interests are being uh this is coming at the cost
04:21of indian interest this is something which he has been saying but possibly for the first time he is saying
04:26that uh you know let's have a debate on this and in fact we also the very last line
04:31got it that i know uh you know something about you uh which can actually damage uh you know pm
04:37modi so you know all right rahul gandhi they're talking about that entire comment that has come in from rahul
04:43gandhi in response to prime minister's comments earlier so who's being funded by foreign powers the bjp says it's the
04:50congress the congress says it's the bjp at the moment rahul gandhi has invited prime minister for a debate a
04:57one-on-one debate specifically on this matter
05:03all right diwali week has barely begun and delhi is already gasping for its breath the pollution nightmare is back
05:11and just look at the numbers let's start with vazirpur today which recorded an aqy of 424
05:16jangir puli followed with about 417 while vivek vihar stands at 415. punjabi bark not very far behind 398 rohini
05:26is 397 mundka is about 376 even ito
05:30at 349 now these are not isolated pockets from industrial areas to residential neighborhoods from busy city centers toxic air
05:39is now spreading across the national capital
05:43and remember diwali is still ahead crackers are still ahead every year delhi finds itself trapped in the same cycle
05:52pollution rises restrictions are announced firecrackers bans are debated and emergency measures come into focus and yet we land at
06:01these numbers again and yet again eight years of our lives are going to be stripped yet again
06:13and talking about emergency measures the capital's new pollution action plan began yesterday and today marks the second day of
06:19the implementation the first working day in fact the first monday of that winter action plan which will remain into
06:25force until the 28th of february now what exactly is it comes at this point it comes at a particularly
06:32sensitive time diwali week has begun festive shopping is underway and traffic movement across the capital is expected to remain
06:37heavy
06:38first first let's talk about restrictions no puc no fuel rule delhi without any vehicle in delhi without a valid
06:46pollution under control certificate will not be allowed to refuel will not be given any fuel by any of the
06:52fuel stations
06:53second no bs6 vehicles and this is a big one no bs6 vehicles coming from outside delhi face restrictions on
07:01entering the capital this is particularly important during the festive rush remember when people from neighboring ncr
07:06cities from noida from ghazibad from merat from other places on the other side of the haryana border from gurgaon
07:13and the rest of them and faridabad are trying to get inside as well ncr cities traveling uh and you
07:20know vehicles from there traveling to delhi for shopping and other activities if they are bs6 they will be restricted
07:27there are stringent checks happening at the border third construction dust comes under sharp surveillance ai enabled cameras have been
07:34monitored i have been you know deployed
07:36and are monitoring construction sites to identify dust related violations and strengthen enforcement and fourth the government is emphasizing on
07:4450 percent work from home arrangements for reduced daily commuter traffic and ease of pressure on denny's roads and finally
07:51there is a push towards public transport as well
07:53but the real test is not just in what this scheme actually says the real test is on what is
08:00actually implemented ask yourself look around has your office really gone for 50 percent work from home ask yourself are
08:08people those with bs6 vehicles are still on the road ask yourself has this really deterred people from coming out
08:15and uh you know using their cars with festive shopping office commutes interstate travel adding to the road congestion how
08:22effective really are these implementations are these restrictions really from fuel stations to delhi's entry points construction sites to corporate
08:30offices multiple agencies will have to work together but is this really happening at the moment the plan is in
08:37motion it is day two now delhi will be watching for results can these measures make a difference the capitals
08:43worsening air quality this winter
08:45or will it be another plan on paper
08:55in fact we are now getting updates with the levels going above 300 and 400 as well in certain places
09:02the caqm will be imposing grab two in delhi ncr the aqi has breached 300 is an average of delhi
09:11and that means that's the body caqm
09:14uh which met today is taking a decision on whether or not to impose a grab two and orders will
09:21be issued shortly we are told let's take that question quickly and cut across to our reporters and mol bali
09:27joins us from canard place
09:28shivani sharma uh live from laj patnagar both places busy in this festive season and will be seeing a lot
09:36of crowds as well so let me begin with shivani there shivani talk to me a little bit about the
09:42enforcement
09:42enforcement of bs6 vehicle restriction on the ground what exactly are you seeing are the number plates and the car
09:49models telling you a story and how exactly is the festive spirit uh and the mood of delhiites in light
09:55of these
09:59so now see this is diwali week and every year when the diwali week approaches we also tackle with the
10:06pollution levels getting higher and now even as we speak the grab two will be imposed in the national capital
10:13when we talk about the grab two the enforcements will be stricter the measures will be higher and you see
10:20this is large patnagar market one of the busiest market that's bustling just before diwali
10:25we saw that there were a number of cars while coming to this place sonal we were expecting that there
10:31would be a lesser crowd today but no we saw the roads jammed with vehicles and all sorts of vehicles
10:38have been there on the ground there have been enforcement claims but uh no such impact is visible here in
10:46the national capital we see a lot of people here who are traveling here for shopping uh there are people
10:52who are using metros
10:53and other public transport but we see a lot of cars also on ground and when we talk about the
11:00bs6 vehicles non-bs6 vehicles are not permitted inside delhi which are not registered in delhi there are many more
11:09measures that will be enforced the construction work other than the emergency work will not be allowed there will be
11:15no coal usage uh to handle this situation here but you see that every year we talk about these figures
11:22going up
11:23300 is the limit when the grab two is enforced and grab two has come into being so at multiple
11:30places even today sonal we saw that the air quality index was higher than 400
11:35you see this is the market area we do not see any lesser crowd today even after the enforcements have
11:41been brought in the measures that have been brought in we saw a lot of vehicles on roads
11:47uh there were checking points uh there are rules that uh the fuel will be given only after the puc
11:52is checked but uh still we need to uh see whether this is enforced properly as we speak every time
11:59when the pollution levels go up
12:01so diwali the crowd and this impact and the aqi all is going hand in hand the claims from the
12:09government are there that the enforcements are going on
12:12but there is no visible effect or impact on the ground the vehicles are on the roads as usual and
12:19uh you see the this is a marketplace where people are there for shopping
12:24and if i try and speak to uh some people uh ma'am pollution ho ra hai delhi mein aapko
12:31lag ra hai jo winter action plan bana ya oska kuch impact hai ya hapa
12:35um to be very honest i am not very much aware of the plan but yeah i think there might
12:40be the things
12:41and uh do you see any impact on the diwali shopping or on the roads when you were moving
12:48no uh i think the crowd is still the same and in fact the shopping and the market and everything
12:53is still
12:53going the same because i can see you know there is a lot of people and a lot of uh
12:58you know crowd in the
12:59market so people are still shopping and coming are you worried about the pollution levels yes definitely
13:04definitely in fact i myself have the uh dust allergy so i'm currently facing a lot of challenges and issues
13:10so um i i do uh scare it a lot that you know if the pollution increases in fact after
13:17diwali
13:17because that effect will be increased a lot right so thank you so much for sharing your experience
13:22so sonal there are a lot of people on ground who fear that if this pollution level goes up what
13:28will
13:29happen how they will deal with it but as uh the viewer told us that there's no change on ground
13:35and that's what we've been
13:37seeing that the people are out they have to do their diwali shopping the measures have been imposed but
13:42we have to see again that how strictly they are enforced and what happens to the pollution levels
13:48after the grab too is also into uh it has been imposed all right details over there shivani actually
13:56telling us interesting how one of those bystanders didn't even know what the interaction plan is
14:00leave alone following it so that gives you a clear picture of what really is happening on the ground
14:05before i move on let's also quickly take you through the updates coming in from gurugram now
14:16gurugram has imposed strict pollution curves from november 5th to 28th construction and demolition has
14:21been banned 50 percent work from home for government and private offices has been imposed with the aim of
14:26reducing vehicular traffic and pollution on the roads and administration has mandated that only 50
14:32percent of the workforce will be present in government and private offices over there all
14:37right so that's the big update coming in from gurugram uh just to sort of take you through that story
14:44gurugram does not apply when you say a grab measures are imposed it's only in delhi ncr always does not
14:51follow in its ambit and more bali now joins us on more details on that story uh and more 50
14:58percent
14:58work from home uh for gurugram does that mean that there could be a bit of a relief when it
15:05comes to
15:06the traffic and a lot of people go you know work in gurugram stay in noida or delhi that could
15:13have a
15:14visible impact but i also understand that you are currently in cannot place it looks beautiful and
15:19festive it breaks my heart to be asking you questions on pollution at the moment but take me
15:23through how exactly are people responding at the moment are they even aware of the winter action plan
15:35as you know after national capital delhi now gurugram has also imposed a ban on the construction and the
15:40demolition activity and 50 percent of the employees will be asked to work from home to reduce the
15:46vehicular pollution vehicular movement on the roads because gurugram is one of the major it hub of the
15:51delhi ncr and currently i am here at delhi's cannot place where i'll show you the festive season the
15:56streets are bustling with the people those who have come from the various corners of the national
16:00capital even from the other states for their festive shopping but i am here joined by two of the
16:04shoppers who were here in the national capital as the main market cannot place sir you have to come
16:10here shopping for you have to come here but in Delhi it is in Delhi that the non-compliant
16:15guardian entry is banned in Delhi and you cannot give you the fuel to the fuel to the Delhi
16:22measures in Delhi you have to know that the measures of Delhi you have to know about them
16:24Yes, I know, sir. I'm looking at it because it's very important, sir.
16:29It's very important. The pollution, which was done before, was very better. It's very much control.
16:34But now the AQI is 300.
16:36Sir, look, AQI is 300. But when our eyes were opened, we had to put our eyes with water.
16:43We had to put a straw in our eyes. We had to put a straw in that way, sir.
16:47We had to put a straw in that way, sir.
16:49Look, the government is doing what the Delhi government is doing, I'm saying, it's very better.
16:52First of all, I'm also joined by one of the locals from the Knot Place.
16:59So, what's the difference, sir?
17:01I've seen that the restrictions have been put in November.
17:04What are the restrictions that have been put in Delhi, which have been put in the non-BF6?
17:08Basically, everything is planned.
17:11There are water sprinklers, new air purifiers, in the area, and in Delhi also.
17:20There are lots of things that the Delhi government is doing well for me.
17:27But the production has also been showing up now.
17:29The production has already been done.
17:30The production has already been done.
17:32The production has already been done.
17:33The Delhi government is still working on it.
17:35There is no lack of production in Delhi.
17:37At this time, there is no lack of production.
17:39The work from home has already been done.
17:42But eventually, there is a shopper in the market.
17:45So, clearly, it was one of the locals who joined me from the Knot Place who has a shop here.
17:50He clearly said the shoppers are coming to the Knot Place.
17:52But still, we are also seeing that AQI has breached the 300 mark.
17:56And soon, Sonal, we will be seeing that Grab 2 will be implemented in the national capital.
18:00And already, we have seen that winter action plan has been implemented by the Delhi government
18:04because demolition construction activities have been banned.
18:06And even no fuel will be given to the vehicles with no PUC.
18:10But still, we are seeing that pollution is increasing.
18:12But on the other hand, the markets are bustling amid this festive season.
18:15All right.
18:17Great plan.
18:18Question mark on the implementation.
18:21That's what I'm taking away from both what Shivani and Anmol are showing us on the streets of the national
18:25capital.
18:26A on the question of awareness and B on the question of implementation.
18:30Both places, this entire plan seems to be lacking at the moment.
18:34Thank you both for joining us and giving us a perspective on how this is actually working on the ground.
18:40But there are more updates on this story.
18:43Today, Delhi woke up to its worst air since February.
18:47AQI above 300.
18:49On an average, that is, it was much worse in other places.
18:51And the first very poor reading of the season.
18:55Jangir Puri touched 417.
18:57But just for perspective, last Friday after the rain, the same city was just 60.
19:04And today, the same day, our pollution figures have hit the poor levels.
19:09Supreme Court has said the Delhi NCR can burst crackers this Diwali.
19:15Green crackers only, they said.
19:18November 7th and November 8th, 6 to 7 in the morning and 8 to 10 at night.
19:23Nothing within 300 meters of the hospital, a nursing home, a health center, an old age home, a school or
19:29a silent zone.
19:30On November 9th, the ban comes back, remember.
19:34Four days ago, Supreme Court had asked the center and Delhi what they actually did after last year's permission.
19:40And let me quote the judge's words to you.
19:43It said that without enforcement, these orders become a mere mockery.
19:47Four days later, the permission has been granted again.
19:51And look at how we really got here.
19:54Because for 10 years now, Delhi has been banning and unbanning, banning and unbanning.
19:59Giving permission to crackers and then green crackers.
20:02Then banning it again and then going back to green crackers all at the same time.
20:07So over the next few minutes, let's look at the timeline of what exactly Delhi has done when it comes
20:13to crackers.
20:14We'll start with 2015.
20:15In 2015, three small children went to the Supreme Court in a petition led by a child named Arjun Gopal.
20:23They asked for a ban on firecrackers.
20:262016, Diwali AQI was again 4.31.
20:29Next day, 4.45, November 11th, the court suspended firecracker sale licenses across Delhi NCR.
20:382017, in September, the court lifted that order and called for a complete ban, an extreme step.
20:46Then 10 days later, for Diwali, it brings the sale ban back.
20:53Let's see one Diwali without crackers, it says.
20:55But only selling is stopped.
20:58If you already have the crackers, you can continue to burn them.
21:02That was an order back in 2017.
21:04What were the figures then?
21:06Diwali, it was 3.19.
21:08The next day after Diwali, it was 403.
21:112018, now this is a big year.
21:13October 23rd, no total ban, says the court.
21:16Bursting from 8 to 10 at night.
21:19Only low emission green crackers.
21:22Barium solves out one small problem.
21:24Pollution board officials and traders said green crackers weren't even in the market yet.
21:30That year, when they allowed green crackers for the first time, on the day of Diwali, AQI was 281.
21:36The next day, it jumped to 3.19.
21:392019, the government's science labs roll out green crackers.
21:43Limited use in Delhi, it said.
21:45Police on grout struggled to tell them apart from the regular ones.
21:50Many still struggling.
21:532020 was COVID year, of course.
21:55Delhi banned all crackers from November 7th.
21:57The National Green Tribunal banned them across the NCR from November 9th.
22:01Green crackers included.
22:03And that made, you know, difference.
22:06A little bit at least.
22:092021, complete ban in Delhi till the 1st of January.
22:132022, a ban came back again.
22:16A plea reached the Supreme Court.
22:18The court said, let people breathe fresh air and spend your money on sweets instead.
22:24In 2023, third straight year of the Delhi ban on the day of Diwali 2018 was the AQI.
22:32The best in eight years after rain, you know, days earlier.
22:38Next day, as crackers flew anyway, despite that ban, we almost touched again about 360 over there.
22:452024, there was a ban back again.
22:48Diwali day, 3-28.
22:50Supreme Court says the ban was hardly implemented and then it pushed the same ban across the whole NCR.
22:562025, this is where it gets dizzying.
23:00On the 3rd of April, a two-judge bench bans the crackers all year round across NCR.
23:06It refuses to exempt what is so-called green crackers.
23:11Come back, it says, when their pollution is down to the bare minimum.
23:15October 15th, a different bench relaxes it for Diwali.
23:19The reasoning?
23:20The ban hasn't stopped bursting and the smuggled conventional crackers do more damage than green ones.
23:26An honest word on those numbers really is that ban years and permission years both go up and down
23:33because wind and rain move the air too.
23:36The court itself recorded the AQI between 2018 and 2024 was not very different.
23:41Covid aside, of course, that was a different year.
23:44And crackers are not the biggest source, remember, of Delhi's winter pollution.
23:47Vehicles, dust, stubble do most of the work.
23:49Crackers land on top of it.
23:52All at once.
23:53We saw what happened with the Shera in 2026.
23:56So what's the conclusion here?
23:5810 years in, we still can't say what a ban really does or what a permission really does.
24:04Because neither has properly been enforced and then properly measured.
24:09Even at the time when the courts have banned, there have been ample bursting of crackers.
24:15Even when they said only green crackers, there were enough and more which were not green being burst.
24:20The implementation is the biggest question.
24:23And now we're trying it again.
24:25Let's see if that works.
24:36All right.
24:37Leave India notice actor Imran Khan has tendered unconditional apology,
24:41giving undertaking to the Bombay High Court that he would not take part in any protest.
24:45Imran Khan, remember, a US citizen was told to leave India.
24:48And then there was a pause on that order.
24:50Imran Khan had participated in the anti-CEC protest that led to that order of him to leave India.
24:57And now we understand that he has given an unconditional apology,
25:00also giving an undertaking to the Bombay High Court that he would not take part in any protest.
25:06So looks like relief for Imran Khan.
25:08And he can indeed stay in India for now, as long as the undertaking says he does not participate in
25:14any protest.
25:17All right.
25:18On the 1st of November, Reliance Foundation started a new project.
25:21Founder and chairperson of the foundation, Neetha Mukesh Ambani,
25:24and the Reliance Foundation director, Isha Ambani,

27:33Bureau Report, India Today.
27:37Alright, the battle for Uttar Pradesh is heating up with the BJP building its booth machinery,
27:43mobilizing its top brass and taking the flight to the ground.
27:46The BJP has rolled out a mega-campaign strategy.
27:48In this time, the party is not banking on big rallies alone.
27:51It is planning a massive, multi-led campaign to reach every region, every community and every polling booth.
27:56The party's November-December blueprint has one clear objective.
27:59To strengthen its ground network and build a stronger connect with the voters.
28:04And leading the charge are Prime Minister Narendra Modi and Home Minister Amit Shah.
28:08Prime Minister Modi will build momentum through major regional rallies,
28:11while Amit Shah will oversee the strengthening of the organization at the district level.
28:15As part of BJP's plan now, weak polling booths will be identified and targeted.
28:22Local organizational units will be strengthened and the party will focus on grassroot mobilization to ensure that its campaign reaches
28:28the last mile.
28:29The BJP has also planned a dedicated outreach amongst youth, backward classes and the Dalit communities.
28:34First-time voters are also on the party's radar.
28:37So, the BJP wants to take its election campaign beyond the stage and deep into the streets, communities and the
28:42polling booths of Uttar Pradesh.
28:43The big question now is, will this micro-level strategy translate into a macro-level electoral advantage?
28:55Meanwhile, the political war in UP is escalating.
28:58From Gonda, Uttar Pradesh Chief Minister Yogi Adityanath has launched a sharp attack on the Samajwadi Party's previous government.
29:04Now, Yogi has branded the Samajwadi Party a curse for Uttar Pradesh.
29:08He accused the SP regime of pushing UP into darkness, alleging widespread destruction, hunger and unemployment during the SP rule.
29:16This comes after the SP Chief Akhilesh Adhav trained his guns on the BJP in the opposition rally in Delhi's
29:22Rambi Lamedan yesterday.
29:23Now, Akhilesh said the BJP will be defeated in the state, adding that those who came via UP will also
29:30leave via UP.
29:32Listen in.
29:37The BJP will be defeated in the Uttar Pradesh's process with us, while the SP degree of war is not
29:45paid since it was on the other level of Shabbat and the war.
29:49This is the same rule.
29:53This is the same rule that the SP bucking on the Shabbat has been defeated in the Jews and the
30:00Jews of the West,
30:00and the other leaders of the Odessa Pradesh.
30:01Probably this will be defeated in that same rule.
30:02The Shabbat and the and the war man are defeated.
30:05And we want to say that
30:08The people who came to U.P. from here
30:11They would go to U.P.
30:14And if they are good good
30:18They are better
30:22They are better
