10:05so that's why we don't need to shift to any alternatives
10:13Ukraine's ambassador Taras Kachka speaking to Sasha Vakulina
10:17Montenegro wants to become the European Union's next success story
10:21after years of negotiations
10:23Plotgorica is presenting itself as the frontrunner
10:27among the Western Balkan candidates
10:29but the final stretch may prove the hardest
10:31judicial independence, corruption and the rule of law
10:35remain key tests
10:37and questions remain about whether the EU itself
10:40is politically ready to welcome new members
10:42to go deeper into this topic
10:45I'm now joined in our studio by Montenegro's ambassador
10:47to the European Union, Peter Markovic
10:50good morning and welcome
10:51good morning, thank you for having me
10:52so Montenegro has repeatedly presented itself as the frontrunner in the EU enlargement process
11:00why should people believe that this time membership is just around the corner?
11:05well because it's not Montenegro presenting itself as a frontrunner
11:09it's the European Commission and just in the last year
11:1314 times all EU member states agreed with the commission that we are the frontrunner
11:19because that's how many chapters we close between the last report and the incoming one coming
11:24well being published tomorrow
11:26so that means that all EU 27 member states and the institutions of the EU repeatedly claim Montenegro is the
11:36frontrunner
11:36and we indeed are
11:37because we have been working around the clock for years now
11:42and this summer we didn't even have a summer break
11:45we were really working around the clock to fulfill 150 deliverables in the rule of law area
11:52so when you say it's now the test of fighting corruption and boostering our rule of law
11:58this is not now the test
12:00this test has been passed
12:01we have forwarded to the commission the reports
12:06claiming and showing evidence by evidence that we have fulfilled these 150 deliverables
12:11you have said 2028
12:13that's not that far away
12:14as your target for EU accession
12:17now is this still a realistic deadline or has it become a political slogan?
12:23no not at all
12:24it's very much realistic
12:26just a few weeks ago the president of the commission
12:28Madame von der Leyen
12:29was in Podgorica and she said
12:31we believe in Montenegro becoming the 28th member by the end of 2028
12:35so it is on track not just by Montenegro's standards
12:39but by those who actually are deciding
12:42what are the two or three biggest obstacles Montenegro still needs to overcome
12:49before it can close the accession process?
12:53so but there is now an ongoing process to amend our constitution for the second time in just a few
13:02months
13:02as part of the obligations in chapter 23 on judiciary and justice
13:08it is a process which is lengthy because our constitution cannot be changed at once
13:13it's a three-prong process and we are now halfway through it
13:17and we expect to do it within this month
13:19so this is the biggest domestic obstacle we are facing
13:23we are also facing the intensified talks with our closest EU member state
13:31and neighbour Croatia
13:32to resolve some open questions of mutual interest
13:37which we are confident will be done satisfactorily for both sides
13:41also record quickly in order for the process to not stall
13:47and how much of the remaining work is in Montenegro's hands
13:51and how much depends on decisions made in Brussels and in EU capitals?
13:56so there's 33 negotiated chapters at this point
14:01we have submitted all the reports and done all the homework
14:04testifying that we have not only adopted legislation
14:08but employed people, changed things on the ground
14:11all this has been done some 10 days ago
14:14so Montenegro has finished its homework
14:17at this stage of our accession saga
14:20and it's really in the hands of the EU member states now
14:25yeah, it is a saga, when did it first start?
14:27we applied for, well, the negotiations really started in 2012
14:32and I might remind your viewers that we are the only member states
14:36among 10 of them now, candidate countries
14:39that has had to negotiate to open each chapter separately
14:43before the French new methodology
14:45so we have done the double work compared to other candidates
14:48all right, Peter Markovic
14:51Montenegro's ambassador to the European Union
14:53thank you so much for coming on this morning
14:56and now, America is heading into a crucial political test today
15:00and for Donald Trump, the stakes could hardly be higher
15:03the economy, immigration and Trump's own popularity
15:06have been dominating the midterm election campaign
15:09so is this a referendum on the president?
15:12and what happens to the Republican Party
15:14if voters turn against him?
15:17let's bring in Republican strategist and owner
15:20and president of consultancy firm
15:21Klink Campaigns, Matt Klink
15:23who joins us from Los Angeles
15:25good morning, or rather good evening
15:28great to have you on
15:29thank you, good morning
15:31so with Donald Trump's approval ratings at 30%
15:35is he a liability for Republican candidates
15:38in today's elections?
15:39well, let's put it this way
15:42the Republicans were always going to face headwinds
15:45heading into this election cycle
15:47the party that holds power
15:49his party tends to lose 22 seats
15:52in the House at a minimum
15:53so that would give the Democrats
15:55a strong majority in the House
15:58but Donald Trump's unpopularity
16:01that you just pointed to
16:02that's a further drag
16:03and the affordability issue
16:05the war with Iraq
16:07or Iran, excuse me
16:08those are the
16:09and the tariffs
16:10are the three main issues
16:12that have really caused
16:13Republicans across the country
16:15to really struggle this election cycle
16:18yeah, you mentioned the tariffs
16:19traditionally the economy
16:21is one of the biggest factors
16:23in midterm elections
16:24why should Americans give Republicans
16:26another mandate
16:27if they remain unhappy
16:29about the cost of living?
16:31well, I think that's the whole point
16:33of what the election
16:34is ultimately going to be fought on
16:36is, you know
16:37look, the memories of Biden and Harris
16:40are not that far
16:41in the rearview mirror
16:42when we did have 9% inflation
16:45under Joe Biden
16:47and everything costs more
16:48and Donald Trump promised
16:50that he was going to bring
16:50those numbers down
16:51and some are down
16:53but frankly
16:54a lot of them
16:54aren't down enough
16:55and some are actually up
16:56like gasoline prices
16:58and I think the voters
16:59are going to take that
17:00anger out on
17:02Republican candidates
17:03across the country tomorrow
17:05if Democrats win back one
17:07or both chambers today
17:08would this mark
17:10the death knell
17:11for the Republican
17:12legislative agenda
17:13and what would happen
17:14to the Republican Party then?
17:16well, the Republican Party
17:17itself is absolutely strong
17:19I mean, don't forget
17:20you know, Donald Trump
17:22is still the president
17:23for two more years
17:24I do think that it would
17:26if the Democrats
17:28take one or both houses
17:29it will certainly put
17:31the squash
17:32on any
17:34Republican agenda
17:35for the last two years
17:37of the president's term
17:39but that would
17:40frankly, that happens
17:41every time
17:42that parties
17:44switch power
17:45so, you know
17:46again, Donald Trump
17:47will rule by executive order
17:49and veto
17:50and if the Democrats
17:52win one or both
17:53they're not going to win
17:54by massive majorities
17:56so I would think
17:57gridlock will be
17:58the word of the day
18:00for 2027
18:01and 2028
18:03yeah, Trump has said
18:04he'll be Mr. Veto
18:06in that case
18:06and then maybe strike deals
18:08now, Democrats
18:09are already
18:10threatening investigations
18:12into the Trump administration
18:13should Republicans
18:14be worried about
18:15subpoenas, hearings
18:17and potentially damaging
18:19revelations
18:20well, I think there always
18:22is the possibility
18:23I mean, look
18:23when your party
18:25controls the executive
18:26and the legislative branches
18:27let's just say
18:28that the oversight
18:29responsibility
18:30that Congress has
18:31isn't a top priority
18:33it's moving
18:34the president's agenda
18:35forward
18:36now that the House
18:37and if the Senate
18:38goes Democrat
18:39the Senate
18:40they will exert
18:41that oversight
18:42and that means
18:43holding hearings
18:43on the Iran war
18:45on the tariffs
18:46on some of the
18:48president's finances
18:50so yeah
18:51there will be
18:52some
18:54revelations
18:54and some things
18:55that will be
18:55quite shocking
18:56frankly
18:57I wouldn't be surprised
18:58if the House
18:59impeached the president
19:00for a third time
19:01it's doubtful
19:02that they will get
19:03the requisite
19:04two-thirds vote
19:05in the Senate
19:06to formalize
19:07that impeachment
19:08and don't forget
19:09Donald Trump's already
19:10been impeached twice
19:11and it didn't hurt him
19:12he got re-elected
19:13for office
19:14all right
19:15Matt Klink
19:16political consultant
19:17and Republican strategist
19:18thank you so much
19:19for your insights
19:20thank you
19:21all the fun stuff
19:22happens tomorrow
19:23to the end
19:23of today's episode
19:24thank you for watching
