00:00What would your message be to dangerous or reckless e-bike riders who ride on pavements,
00:05ride while drunk, or sort of break the rules?
00:09What would your message be to them?
00:10Well, don't do it, to start off with.
00:12The vast majority of people who are cycling in London do so responsibly,
00:16and that's whether they're riding their own pushbike or whether they're riding on a shared rental e-bike.
00:23What the government is doing through the consultation that we're launching today
00:27is giving local leaders, in the case of London, Transport for London,
00:31the power to introduce the licensing regime, which would require the operators of these schemes
00:36to have not just plans for how to better manage parking, but how to tackle antisocial behaviour.
00:43I do think the vast majority of people who are using a forest bike, where I am today,
00:48or a line bike boy or Bolt, most people do so responsibly because it's a really convenient way
00:54of getting around the city. It's quick. It can often fill in the gaps where there aren't
01:00public transport routes. And so what we want to do is ensure that these schemes can grow,
01:05but we also know that it can be a real nuisance when these bikes are left strewn around pavements
01:10and people are having to navigate around them. And so in some locations, there's really strict rules
01:16in place which use geofencing technology so that you can't end your ride unless you're parking in a
01:23designated bay. And it might be that the licensing authority in future wants to set those sorts of
01:28conditions more widely so that we can bring a little bit more order to the chaos, because I know
01:33some people say it feels a little bit like the Wild West at the moment.
