U.S. Secretary of State Hillary Clinton met Finnish Prime Minister Jyrki Katainen and Foreign Minister Erkki Sakari Tuomioja on Wednesday in Helsinki.
The meetings begin the first of a three nation tour that will see her meet with Russian Sergei Lavrov in St Petersburg.
Syria is high on Clinton's agenda, with the U.S. looking for a clear agreement on the political transition in the country.
Russia, along with China, has thus far used its Security Council veto to block Western and Arab backed moved for tough U.N. action on Damascus.
