Germany's Foreign Minister Guido Westerwelle has warned the violence in Egypt could turn into a civil war.
After meeting with his Qatari counterpart, Mohammad Al Attiyah, Westerwelle urged Cairo to find a political solution.
Qatar is seen as backing Egypt's Muslim Brotherhood and Islamist protesters.
