00:00 Thank you, Mr. Speaker.
00:04 Last Congress, and again on May 17, 2023, I introduced articles of impeachment against
00:10 Secretary Alejandro Mayorkas.
00:13 We have been waiting for regular order for six months, and the Committee of Jurisdiction
00:18 and Congress has failed to act.
00:21 My articles of impeachment sit collecting dust with the others while Americans die every
00:27 single day.
00:28 The American people support impeachment.
00:31 Members of Congress support impeachment.
00:34 And even our esteemed Majority Whip Tom Emmer has endorsed this impeachment resolution.
00:40 Secretary Alejandro Mayorkas has aided and abetted the complete invasion of our country
00:45 by deliberately flooding our nation with drugs, terrorists, and illegals from over 160 countries.
00:53 How many more will he allow to invade our country?
00:57 Rather than adhering to an oath he took to defend and secure our country and uphold the
01:02 Constitution, Alejandro Nicolas Mayorkas has engaged in a pattern of conduct that is incompatible
01:08 with the laws of the United States.
01:10 Since assuming office, he has allowed approximately 10 million illegal border crossers to invade
01:16 our country, 1.8 million of whom are known gotaways and have evaded U.S. authorities.
01:25 Because of his open border policies, he's allowed more than 280 people on terrorist
01:30 watch lists to be caught while attempting to cross the border between ports of entry,
01:36 as well as approximately 73,000 special interest aliens who are aliens from a nation that promotes
01:42 terrorist activity, harbors terrorists, or poses a security threat to the United States.
01:49 These numbers do not even account for the approximately 1.8 million known gotaways who
01:55 are roaming the interior of our country.
01:57 How many of them are terrorists?
02:00 Just last fiscal year alone, CBP arrested almost 18,000 individuals with criminal convictions
02:06 and over 110 MS-13 gang members.
02:10 How many of the 1.8 million gotaways are gang members?
02:16 Just last week, two constituents of mine were killed in a human smuggling pursuit caused
02:23 by Secretary Mayorkas' open border policies.
02:27 Jose and Isabel Lerma's family will never get to see them again.
02:33 His policies allow for approximately 300 Americans to die every single day from fentanyl poisoning.
02:40 How many more days will this continue?
02:44 His open border policies have allowed unaccompanied children to be exploited, and now 85,000 of
02:51 them are completely missing.
02:54 Tens of thousands of illegal children have been forced into slave labor.
02:59 Thousands of others are being recycled by predatory illegal border crossers who use
03:03 these children to become fake family units so they can receive expedited release into
03:09 the interior of our country.
03:12 Secretary Mayorkas has violated the law by directing DHS to mass parole illegal aliens
03:17 into the U.S. when federal law specifically prohibits this.
03:21 And he's been providing bus tickets, plane tickets, and hotel rooms at the expense of
03:27 the American taxpayers for these illegal aliens.
03:31 He's violated the Secure Fence Act of 2006 by not maintaining operational control of
03:36 the border as required by law.
03:39 He has violated the Guarantee Clause as set forth in Article 4, Section 4 of the Constitution,
03:45 which requires the federal government to protect states against invasion.
03:50 The Guarantee Clause clearly dictates that the federal government has a constitutional
03:54 duty and obligation to protect each of the states from invasion.
04:00 As Secretary of Department of Homeland Security, he has violated his oath to uphold this constitutional
04:06 duty by allowing the invasion of approximately 10 million illegal aliens across our borders.
04:13 He has encouraged asylum fraud, abused the credible fear standard, and exercised mass
04:19 catch and release policies.
04:22 Article 2 of the Constitution requires the executive branch, which includes the Secretary
04:27 of Homeland Security, ensure the laws passed by Congress and signed into law by the President
04:33 are faithfully executed.
04:35 Alejandro Nicolas Mayorkas, in his inability to enforce the law, has engaged in a pattern
04:42 of conduct that is incompatible with his duties as a civil officer of the United States.
04:48 Alejandro Nicolas Mayorkas thus warrants impeachment and trial, removal from office, and disqualification
04:56 to hold and enjoy any office, trust, and profit under the United States.
05:02 While some of my colleagues have argued that we need to proceed through regular order to
05:06 pursue impeachment proceedings, the committee in jurisdiction and Congress has failed to
05:12 act on the overwhelming evidence to impeach Secretary Mayorkas.
05:18 I urge my colleagues to support my legislation to impeach Secretary Alejandro Mayorkas.
05:25 The American people are ready.
05:27 Thank you, Mr. Speaker, and I yield back.
