00:00 The Department of Information and Communications Technologies National Cyber Security Plan
00:05 can be summed up in three simple words. Awareness is protection and each and everyone who uses a
00:12 computer, laptop, tablet, smartphone or any communications or device needs to know how
00:18 to protect themselves from malware, ransomware, denial of service and Trojan horse attacks,
00:25 among others as part of the program. Again our Alan Francisco tells us more in this report.
00:31 The Department of Information and Communications Technology or DICT will conduct an awareness
00:39 campaign regarding the serious dangers that lurk in cyberspace. According to DICT Secretary Ivan
00:44 Uy, this is part of their National Cyber Security Plan 2024 to 2028 which was presented to President
00:51 Ferdinand R. Marcos Jr. The plan also involves collaboration among government agencies on how
00:57 to respond in case there are attempts to compromise the country's cyber security.
01:01 The government continues to strongly protect the nation's cyber security infrastructure
01:06 following the President's directive. Since even before we came into office,
01:12 we've been monitoring regular probing, regular threats coming from all sectors,
01:21 from criminal organizations and many threat actors in the world. So we take those things very
01:31 seriously and we actually have built up more competencies in detecting early on any of those
01:48 attempts to hack into not just government systems but also private corporations.
01:55 Secretary Uy advised the public to visit the DICT's online platforms to stay informed about
02:01 modern ways to avoid online scams. Several government agencies including the Philippine
02:06 Coast Guard and even the private website of President Marcos have been targeted by cyber
02:11 criminals. Initial investigations reveal the hackers are based in China.
02:15 Sir, based on our initial investigation, are we going to be able to prosecute China based on
02:21 this recent attempt of hacking or are we going to be able to contact China to help us prosecute them?
02:28 Yes, actually they have reached out to us if we can do some cooperation. It's actually both ways.
02:40 Cooperation has to come as a mutual activity. So they are willing to help.
02:54 Secretary Uy mentioned that government is taking steps to address other scams perpetrated on the
03:00 public by way of their social media applications. Meanwhile, the DICT has job openings for
03:05 cybersecurity professionals that is also part of their plan for capacity building and upskilling.
03:11 In line with President Marcos' directive, the DICT has generated over 50 million digital IDs
03:17 in collaboration with the Philippine Statistics Authority and PhilSys.
