00:00 In 37 barangays of Maco, Davao de Oro,
00:03 6 are considered to have a very high susceptibility rating for landslides.
00:07 This is based on the data of the Mines and Geosciences Bureau in 2022.
00:11 And this includes Barangay Masara in Maco,
00:14 where there were previously reported isolated landslides.
00:17 In 2007, 7 were killed.
00:20 And in 2008, 25 were recovered.
00:23 And here in Martes, landslides occurred again.
00:26 In Barangay Masara, 11 were confirmed dead.
00:31 More than 100 were lost.
00:34 In Silat, I am Justonie Humamil of Jimmy Wignon TV.
00:39 One minute now.
00:40 Justonie?
00:41 Fia, out of the 47 missing,
00:49 the number of missing people was almost tripled due to landslides.
00:53 110 were found, based on the latest data of Maco MDRRMO.
00:58 Rescuers from various towns are helping.
01:03 A few windows were broken by a bus that was hit by a landslide
01:10 in Barangay Masara, Maco, Davao de Oro, in Martes.
01:14 Around it are the houses that were covered with mud.
01:19 From the roof, you can see the width of the landslide
01:22 and the cracks left in the mountains.
01:25 At 8 a.m., the search for the missing people started again.
01:30 It was stopped for a few hours due to the shaking of the land.
01:34 Up to 11 were found.
01:36 Kathryn Ragas hopes that the missing people are still alive.
01:39 I was expecting that I would be alone here.
01:42 But I was not.
01:43 I was there when the landslide happened.
01:45 The man, Mr. Necrestina Cordero,
01:48 was still home in Inaupahang
01:51 and called his wife before the landslide happened.
01:53 He is still missing.
01:55 I am so sad that he is still alive.
01:57 I was surprised.
01:59 According to Maco MDRRMO,
02:02 110 more people are being searched.
02:04 I think we are hopeful for that.
02:06 Hoping that there are still a lot of individuals and survivors.
02:11 The members of the UP Nationwide Operational Assessment of Hazards, or NOAA,
02:16 used artificial intelligence and the help of volunteer mappers
02:20 to create a GPS map
02:22 where they can see the exact locations of each house in Barangay Masara.
02:26 They hope that this will help in the continued search for the victims.
02:30 The heavy rainfall can be seen at the roots of the hill.
02:33 And according to UP NOAA,
02:35 the strongest rainfall was from January 31 to February 1.
02:39 The town of Maco,
02:40 NOAA's flood warning forecast was also on January 30.
02:44 In fact, the threshold that we set for the forecast
02:46 was a minimum of a 75-year rain return.
02:49 That means that this type of rain is only repeated every 75 years.
02:54 It takes a long time for this type of rain to happen again.
02:58 And it did happen.
03:00 And the unstable slopes,
03:03 when you are at the sea and you build a sandcastle,
03:07 it can be built but it is unstable.
03:10 So there is a little push,
03:13 like a heavy rainfall,
03:16 for it to change.
03:17 It was also revealed in their survey
03:19 that there was a landslide in Barangay Masara in 2008
03:22 that caused more than 20 high-rise buildings to collapse.
03:26 The first reason is that the area is very tight.
03:30 We all know that gravity never sleeps.
03:33 The gravity pulls continuously on the hill,
03:38 which makes that area unstable.
03:43 And that's why it is prone to landslide hazards.
03:48 The Mako MDRRMO confirmed that more than 1,000 families
03:52 were affected by the landslide
03:55 from Barangay Masara,
03:57 Mainit, El Ezalde and Tagbarus.
03:59 Resident Joe Ancagas
04:01 witnessed many landslides in their area,
04:04 especially when it rains heavily.
04:07 But despite that,
04:09 he will still return to his area
04:12 because that's where they live
04:14 and even if their house was destroyed by the landslide.
04:17 This is also what other affected residents want to happen.
04:20 I'm scared.
04:21 For now, not yet.
04:23 But we'll be back when it's okay.
04:25 I want to live here.
04:27 This is where I will live.
04:29 They are comfortable here in the evacuation center.
04:32 According to the residents,
04:34 they were not deprived of food during the evacuation
04:37 because the help of the LGU and other organizations
04:39 was not enough.
04:42 What else do you need here?
04:43 Food, sir. That's okay.
04:45 Since this morning,
04:46 the help for the evacuees continues.
04:49 The Minds and Geosciences Bureau 11 continues to investigate
04:52 to find out if the residents of Barangay Masara
04:54 have returned safely.
04:56 We will first look at what will be the recommendation
04:59 of the so-called agency.
05:02 Lagmay believes that if it is not practical
05:05 to evacuate the barangay from the landslide prone area,
05:07 there should be a system of evacuation for the residents
05:10 whenever there is a forecast of heavy rain
05:12 and a sincere safety assessment before they return.
05:15 We are still monitoring the results of the search and retrieval operations
05:24 for those who were rescued there.
05:26 We will not go into the area where the landslide happened
05:30 because it is still dangerous and there are still people who feel the movement of the land.
