00:00 On this vote, the yeas are 352, the nays are 65.
00:10 One present.
00:11 Two-thirds being in the affirmative.
00:12 The rules are suspended.
00:13 The bill is passed.
00:14 And without the objection, the motion to reconsider is laid on the table.
00:22 Our intention is for TikTok to continue to operate, but not under the control of the
00:26 Chinese Communist Party.
00:28 Secondly, this divestment requirement is not new.
00:32 It's not without precedent.
00:34 When the app Grindr, a popular LGBTQ app, was acquired by a Chinese company and the
00:40 United States government determined that sensitive data of LGBTQ members of the military and
00:46 U.S. government officials got into the hands of the Chinese Communist Party, they required
00:51 divestment.
00:53 This happened quickly.
00:54 Why?
00:55 Because Grindr was a very valuable social media company.
00:59 The same is true with regard to TikTok, and there will be no disruption to users, just
01:04 as there was with Grindr.
01:05 Thank you, Mr. Speaker.
01:06 I want to emphasize this bill does not ban TikTok.
01:09 It simply would require the Chinese Communist Party-affiliated ByteDance to sell TikTok
01:15 and divest their interests.
01:17 I was asked, does this just affect TikTok?
01:20 And no, it's any foreign adversary or any app that is uncontrolled or unduly influenced
01:27 by any foreign adversary.
01:29 We must protect our national security and help keep America's private data out of the
01:33 hands of our foreign adversaries.
01:35 I urge support of this bill.
01:36 I actually believe data is a private property right.
01:42 It belongs to you as an American citizen.
01:45 The problem with our design here, it's really well-meaning, but it doesn't get at the structural
01:52 problem.
01:53 So you have an entity over here, they divest.
01:57 What makes them not then take the data, sell it to a data broker, and it gets washed and
02:04 ends up still in the bad actors' hands?
02:07 You got to understand, there's even articles out this week of even our own three-letter
02:14 agencies buying their data now from data brokers instead of doing the tracking.
02:21 We need to think dramatically more globally.
02:24 Your data is a private property right.
02:29 That will be the only way we end up protecting ourselves from bad actors and sometimes even
02:36 our own selves.
02:37 I don't use TikTok.
02:39 I think it's ill-advised to do so.
02:42 Users of this body are famous on TikTok, and I think that's unwise.
02:47 But I respect the choices of 170 million users in the United States.
