00:10Anyone who gets positive can be suspended or removed from their positions.
00:15Tina Pangliban-Perez has the story.
00:17Mandatory random drug test.
00:23Every 6 months, Davao City Rep. Paolo Duterte urges for a mandatory random drug test for all elected and appointed officials of the government, including the President.
00:34In House Bill 10744, Duterte said he will do it by mentioning hair follicle and urine test.
00:43Anyone who gets positive can be suspended or removed from their positions.
00:51Candidates for the election can voluntarily undergo a random drug test within 70 days before the vote.
00:59Duterte said in a statement to the Constitution that the public office is a public trust and that those who serve the government should be responsible and have integrity.
01:11Illegal drugs are still a problem in the country.
01:15In 2022, almost 4,000 were admitted to various rehabilitation centers in the country.
01:22That's why it's important for drug testing to become commonplace in order to control the problem.
01:28The House Committee on Dangerous Drugs has already referred the issue to the House Committee on Dangerous Drugs.
01:34House Deputy Majority Leader Margarita Nograles said,
01:38It will go through the process. I just hope that she will show why she's doing this and that it's not for any vindication of anything.
01:51It's not to single out someone because that will be unconstitutional.
01:57We tried to get an interview with Congressman Duterte, but we were not able to get any.
02:03For the GMA Integrated News, Tina Panganipan Perez, Nakatutok 24 Horas.
02:10The Foreign Affairs Department sent a noteworthy note to China
02:15against the removal of the flares of the China fighter jet in Bajo de Macinlok.
02:21The Armed Forces of the Philippines, although not yet in power, is ready to fight and fight for their duty.
02:29Chino Gaston was appointed.
02:34The removal of the flares of the China fighter jet in front of the patrol aircraft of the Philippine Air Force in Bajo de Macinlok this August 8,
02:42was formally protested by the Philippines.
02:45The department also sent a note verbal.
02:47The essential points of all of these statements were the strong condemnation of the incident
02:52and the fact that the Philippine Air Force jet or plane posed no threat to the PLA Air Force.
03:01Manalo also said that Bajo de Macinlok is inside the Exclusive Economic Zone of the Philippines.
03:06That's why if China is going to invade our airspace.
03:11They're within our rights and they entered over our airspace.
03:15So they were undertaken over our airspace.
03:18The Armed Forces of the Philippines said that China is causing tension.
03:22Although the Philippines is not yet in power, they are ready to fight and fight for their duty.
03:30All these illegal, unsafe, unprofessional actions increase the risk for any untoward incident.
03:37We have our partners and allies.
03:39We are showing the world with the transparency initiative all the actions that the PLA is doing.
03:45If only to increase the deterrence.
03:47We don't want to get to a situation that there would be a downward spiral of escalation.
03:52Those flares simply flared up the sense of patriotism in every member of the Armed Forces of the Philippines.
03:59They will not be deterred.
04:00The AFP said that the fighter jets of China came from a military base and not from an aircraft carrier in the West Philippine Sea.
04:08The AFP also doesn't know how many Chinese aircrafts are currently flying in the West Philippine Sea.
04:15Our aircrafts cannot float in the air for a period of time.
04:19They have to land.
04:20So monitoring them cannot be asserted to a particular date or period.
04:26Maybe if there is a change, then we can be informed for our monitoring.
04:30According to the AFP, the additional air assets of the Philippine Air Force are needed in the face of the growing clashes of China,
04:37not only in the sea but also in the Pacific.
04:41This July, President Bongbong Marcos approved the purchase of 14 new multirole fighter jets.
04:48According to the source of GMA News, the supplier chose one but there was a problem with the supply of the aircraft.
04:55For GMA Integrated News, Chino Gaston, 24 Hours.
05:01Deputy Secretary Sani Angara doesn't know if there was a mishandling or wrong handling of the funds by the government.
05:07That is the issue.
05:08Vice President Sara Duterte mentioned last week that one of the reasons for his departure from the President's Cabinet
05:15is that he tried to correct the mistake he saw in the visa but he didn't get any support and he didn't see any change.
05:23Angara said that the Commission on Audit or COA is the only one who knows if there was a mishandling because it can be seen in their reports.
05:31But he said that there is no lack of administration, especially in education.
05:38We can see it in the COA reports. It's the COA who really knows if there was mishandling.
