00:00Public consultations and anti-political dynasty measures are underway as lawmakers, students and civil society groups weigh in on how
00:08to level the playing field in Philippine politics.
00:12While opinions remain divided, officials stress that broad reforms, including campaign finance, electoral modernization and stricter qualifications for public office,
00:22are key to ensuring fairer and more transparent governance.
00:26Vel Custodio tells us more.
00:30Residents of Cavite and Laguna, the students and civil society groups expressed divided opinions as they joined the first-ever
00:38public consultation on anti-political dynasty measures held in Carmona City, Cavite.
00:44As proposed in the bill, most of the students expressed opposition to the political dynasties.
00:50According to one senior high school student, many municipalities and cities in the country are controlled by political dynasties.
00:57Pagod na ho akong mamuhay sa Filipino virtue na utang na loob. Competencies are not inherited, so as positions.
01:09Another student suggested that aspiring leaders should be given a chance, even if their surnames are not yet well known.
01:16Meanwhile, a member of a civil society organization said that while they may not be experiencing the problem of political
01:23dynasty in Carmona City, they have seen problems occur in other areas of the country.
01:28Hindi ito usapin sa pagiging kontra sa isang pamilya. Ito po ay usapin na pagdibigay ng patas na pagkakataon para
01:38sa lahat ng Pilipinong makapaglingkod.
01:41She added that they should be a clear and concrete law dismantling political dynasties.
01:46She believes that ordinary citizens are capable of serving as a public leaders.
01:51While one resident amended the discussion.
02:24According to him, political dynasties proven to be corrupt should face stricter measures and the qualifications of those in power
02:32should be raised.
02:33However, some oppose the passage of an anti-political dynasty law.
02:38Several residents believe that corruption, not dynasty, is the country's main problem.
02:44They said it should be the people's vote that regulates political dynasty by refusing to elect corrupt politicians.
02:50They also called for a closer scrutiny of anomalies within government agencies.
02:56They stressed that sound projects, quality public service, and transparency among leaders should be the basis for governance.
03:04House Committee on Suffrage and Electoral Reforms Chairperson Zia Alonto Adyong, for his part,
03:11emphasized that simply passing an anti-political dynasty law is not enough to broaden the political participation.
03:17He said campaign finance policies must be also reviewed, noting that funding has a significant impact on a candidate's ability
03:25to run and win.
03:26Representative Adyong underscored the importance of leveling and playing field between candidates with vast resources and those with limited funds.
03:35Kung gusto natin na mas maging mature ang ating political system, I think we also need to revisit other laws
03:45that pertains to how we can improve not only elections, electoral system, but improve on the quality of our politics
03:56in itself.
03:56Adyong also said Congress should tackle other reforms, including proposals under Legislative Executive Development Advisory Council or LADOC, such as
04:06amendments to the Part Lease Act, and other proposed Anti-Terncoatism Act.
04:10He also believes it is time to revisit the long-standing omnibus election code to modernize election policies, including campaign
04:17financing and electoral education.
04:19We have to update our electoral system, and that also includes campaign financing.
04:26Meanwhile, public consultation on the anti-political dynasty measures will also be held in Cebu and Cagayan de Oro next
04:33week.
04:33The goal is also to clarify the issue on which civil relationship will be covered under the proposed anti-political
04:40dynasty measures.
04:41This issue has become contentious among the 24 versions of the bill filed in the Congress.
