00:00If I try to summarize the developments that we have like last one or two years the dialogue is quite
00:07active and the general atmosphere during this dialogue is very positive and it's not only meetings between the leaders or
00:19the ministers of foreign affairs now we have multidimensional talks which involves different line ministries when we're speaking about cultural
00:28heritage transport
00:29infrastructure. So the escape of dialogue increased rapidly and the visit of vice president to Armenia ended was historic. We
00:46have different concrete topics that we are currently talks ongoing. First is on technical level discussions on
00:59reconstruction of Kars Gümri railway. We already had several talks on Markara bridge when both sides were preparing for opening
01:11of a border for third country citizens and people holding diplomatic passport. Unfortunately the agreement is not realized yet but
01:21technically I know that both sides are ready and Turkish side
01:25also finished the necessary infrastructural development where Armenian side did it much earlier two years ago. We also had quite
01:35symbolic signing of a memorandum on the reconstruction of historic Ani bridge.
01:42Another area that we have talks now ongoing is possible cooperation on electricity. Armenia has a quite big surplus of
01:54electricity which we can also try to export to Turkey. There is also the parliamentarian dimension of talks which our
02:09speaker of parliament but also different members of parliament
02:11are involved. So generally the dynamics are involved. So generally the dynamics is quite positive and hopefully we are very
02:21close to concrete actions, tangible actions on the ground.
02:28challenges is the time passes but we still don't have concrete actions on the ground and which is hindering some
02:43competitive advantages especially on connectivity that we have nowadays when the whole logistical chase and supply chains are disrupted in
02:52the world. I believe that now the connections
02:56connections between the South Caucasus three countries, Armenia, Turkey, Armenia, Azerbaijan, Georgia and Turkey on the other side can play
03:06a vital role for the world and become a real game changer and push for our economies. This is a
03:14decision which is enforced by law because the parliament of Armenia adopted a law on launching accession process to the
03:23European Union last March.
03:26And in fact we are drastically developing relations with the European Union. We have quite major events very frequently and
03:36despite the frequency of these meetings every time we are registering new milestones. So today we have EU Armenia summit
03:44which was historic and it was the first time we were having it with the European Union. The last milestone
03:51that I can recall for example was only in December.
03:55When Armenia and the European Union adopted a strategic agenda on EU-Armenia partnership. And so it's very actively developing
04:07relations between Armenia and the European Union.
04:09And Russia?
04:15We don't do foreign policy steps to contradict with any third party. We just believe that it is good for
04:26Armenia to develop relations with the European Union both from philosophical point of view, from political beliefs point of view,
04:36from democratic point of view.
04:38So we are not trying to create any tensions there.
04:44Well the issue related to the constitution I believe is our internal issue and I would not like to comment
04:52on this but as the question about Armenia-Azerbaijan relations popped up just to comment that after August 8 we
05:00have quite dynamic and huge developments.
05:03We have meetings we have meetings of our delimitation commissions or even travelling to each other countries.
05:12We have our civil societies meeting in Armenia and Azerbaijan. What is also very important we have already the opening
05:20of communications in action and now some goods are coming through Azerbaijan and Georgian rail to Armenia.
05:29We have already established direct trade links with Azerbaijan. We have already established direct trade links with Azerbaijan importing gasoline
05:38and diesel from them and now we have concrete ideas what we can also export to Azerbaijan and our business
05:46community.
05:48representatives met just recently a couple of days ago. So to sum up and to compare maybe with Armenia-Turkia
05:55relations much more is on the ground is happening on Armenian-Azerbaijani track to compare with Armenia-Turkia.
06:02And lastly, US has growing interest in here and Washington and Yerevan has growing relations between each other because of
06:18trip, because of other kind of projects.
06:21And on the other hand, US war against Iran is going on and Iran is a border neighbor of Armenia
06:33and as far as I know you have balanced and balancing foreign policy approach.
06:39And I would like to ask how do you define all these dynamics between having good relations with US and
06:50having good and being a neighbor with Iran and how do you arrange?
06:55As you rightly mentioned, we have strategic partnership established with United States in January 2025. We also announced about the
07:07intention to upgrade our
07:09relations to strategic partnership level with Iran last summer when President Pezashkian was visiting Armenia. And we are maintaining the
07:20channels of communication open with both of our partners trying to share our views on the ongoing situation.
07:30And I believe there is general understanding on both sides of the position that the Armenian government is taking. Of
07:40course, we do hope that the diplomatic solution could be found to the conflict and the situation rather sooner than
07:49later.
