00:06Today I am announcing that Canada will match the United States tariffs, dollar for dollar, rate for rate.
00:15Effective September 8, Canada will impose counter tariffs of up to 15%, 25% or 50% on $27.6
00:25billion in imports from the United States of America.
00:28For each product, our tariff would match the American tariff on the same type of Canadian good.
00:37Our existing counter tariffs, including those on automobiles, will remain in place.
00:43Canada's remission framework will also remain available to mitigate unintended consequences for Canadian businesses.
00:53Canada's counter tariffs are designed primarily to provide protection for Canadian industry impacted by U.S. tariffs
01:00and allow them to compete against U.S. products in the Canadian market.
01:06It's all about fairness, it's all about level playing field, it's all about supporting Canadian workers and Canadian businesses.
01:14And so our government is introducing a $7.5 billion package of new enhanced measures.
01:20So this package includes a lot of support through different agencies.
01:26So, if you're a small business right now, you have to contact either your regional development agency or the BDC,
01:34which you're potentially already working with.
01:37Small businesses, through the regional development agencies, will have access to $3 million of non-repayable loans,
01:46so basically grants for $3 million, and up to $2 million of interest-free loans.
01:53And the businesses that will be able to have access are around those that will have $1 million in revenues.
02:02For many of you watching us right now, you may ask yourself, what can I do?
02:07What can I do to help?
02:08This morning, I had the chance to talk with many associations of retailers to really have them on board
02:15to make sure that at your grocers, at your local shop, that you understand what are the Canadian products.
02:22And I have their support to make sure that's the case.
02:25And we will push them to make sure that that's the case, because that's really how you can help.
02:32If you see a Canadian product, please support it.
02:35Because what is really important from this new chapter of the trade war is that actually when you choose a
02:43Canadian product,
02:44you're not only putting pressure on the U.S.
02:48Right now, you're protecting jobs.
02:52When we're looking at the counter tariffs, we're looking first at protecting the businesses that are affected here.
02:59Because if they were exporting to the U.S., we need to make sure that the competitors don't have access
03:04to the Canadian market
03:06in a better way than their own, you know, products.
03:09And that's why the retailers need to show that the product is from Canada.
03:15For a second, we're also targeting products that will target states in the U.S.
03:21And so we're being wise and strategic to put political pressure.
03:26And that's why we think it's the right thing to do right now.
03:29And that's why I think Pastor Phillips' approach is just the perfect one for now.
03:34Ontario Premier Doug Ford called the president a loser.
03:38He called him the king of bankruptcies and used some other colorful language to describe the president.
03:43I'm wondering if you think that hurt the relationship and if anyone in the federal government asked him to tone
03:48it down.
03:49Listen, we have seen this for a long time.
03:54Minister Jolie and I have been both foreign ministers of Canada.
03:57We have been engaging with the U.S. administration for a long, long time.
04:02And one thing I've learned is not to comment on every remarks that is being made on either side of
04:08the border.
04:09My job, our job here this morning is to fight for Canada.
04:14Well, first of all, just to answer the question in French, we love Canadians, we love Quebec, it's not a
04:21question of love, it's fundamentally a question of sovereignty.
04:25Being able to have a country that is able to protect its culture and its French culture.
04:33So, I'm not going to go into the details of the negotiations.
04:36My role in the negotiations was, via my minister, to provide all the information to negotiators on the impact of
04:43the tariffs and the impact, potentially, of the agreement.
04:46But what I can tell you, by the way, is that all countries in the world who respect us have
04:52protections on their culture,
04:55have forms of politics culture.
04:59And in the context of the negotiations with Europe, Europe has never allowed its sovereignty, its sovereignty culture and its
05:08sovereignty numeral.
05:09So, it's also important that we do it and we're going to continue to do it.
