00:00This is an extraordinary ruling and it's really unusual because normally we don't see sitting governors actually stopping extraditions.
00:10And essentially what this federal judge did was deferred to the governor of Texas who said that he has the
00:19right to review Christian Castro's eligibility for extradition.
00:24And there was no evidence of bad faith and so therefore Texas gets to decide.
00:30That almost never ever happens.
00:34If one state asks for extradition, the other side almost in a perfunctory fashion says, if you want them, you
00:42got them, come get them.
00:44We're seeing this, for lack of a better word, a schism between states where one state doesn't cooperate with another.
00:53This really is extraordinarily rare.
