00:55Therefore, I want to make the following announcements.
01:00First, we will raise the departmental public calamity as appropriate.
01:08and we will adopt the necessary national measures in response to the magnitude of this emergency.
01:16The economic emergency I have declared will allow us to address the damage caused by the earthquake.
01:24and we will move forward with the appropriate extraordinary measures
01:30facing the environmental disaster caused by the fires.
01:36The economic emergency that I have declared will allow us to address the damage caused by the earthquake.
02:01Here are criminal hands setting our land on fire.
02:07This is not just an environmental emergency, dear friends.
02:11We have all the information and technical reports.
02:15which indicate that a large part of these fires
02:20They have been deliberately caused by criminal hands.
02:24They are using fire to destroy the countryside, attack our farmers, and wipe out crops and animals.
02:32and sow fear in our people.
02:35We will pursue those criminals with the full power of the State.
02:41The enemies of the Republic had already sworn to set the country ablaze, and they are doing so.
02:47I have ordered the immediate formation of a special elite group
02:54with intelligence, research and operational capabilities
02:58to identify, pursue, and capture each of those responsible for starting these fires.
03:07This elite corps will be made up in a combined way by all, by all of our public force.
03:18Starting today, we will begin offering a reward of up to 50 million pesos.
03:26for each of those responsible for these fires.
03:31Who is deliberately setting fire to Alto Lima?
03:34He needs to know that we are going to find him and that he will have to answer to the authorities.
03:42Remember, for truthful information that will allow us to capture these wretches
03:47We are going to offer 50 million pesos.
03:51But while our farmers and the Colombian state emergency agencies
03:59They are fighting the flames; narco-terrorists are taking advantage of this calamity.
04:05to commit their terrorist acts, to intimidate the population
04:10and carry out drone attacks in the south of the department.
04:14That is why I want to announce two priority objectives for our public force.
04:20Andrés Calambas, alias Yamaha or Iván, and Florentino Boyocue, alias Leonel or Amazonas.
04:29Accused of belonging to the Jerónimo Galanos front, a criminal structure of the General Staff
04:34alias Iván Mordisco, who commits crimes in southern Tolima.
04:39I have ordered that a reward of 500 million pesos be offered for each of these bandits.
