00:02China has completely revised its National Defense Mobilization Law.
00:05This revision further clarifies the legal basis for mobilizing not only the military,
00:08but also all civilian resources in times of war or national crisis.
00:11At the 24th meeting of the Chinese Standing Committee,
00:13the amendment to the National Defense Mobilization Law was discussed.
00:16What stands out in this amendment is that the concept of National Defense Mobilization has been newly defined.
00:19National Defense Mobilization is defined as the activity of quickly shifting from peacetime to wartime
00:23and converting the capabilities of the economy and society into national defense capabilities.
00:27when the country's sovereignty, unity, territorial integrity, security, development, or interests are threatened.
00:31In particular, the system that identifies resources available for mobilization in advance
00:34and ensures they can be immediately utilized in wartime was emphasized.
00:37This involves identifying in advance not only military and local government resources,
00:40but also the personnel, equipment, and production facilities held by companies and research institutions
00:44and establishing a structure that allows for their mobilization at the national level when necessary.
00:47Researcher Shen Ming-shi of Taiwan's Institute for National Defense and Security Research said
00:51that the most important thing in the process of transitioning from peacetime to wartime
00:53is identifying what resources and supplies exist and where they are located.
00:57Accordingly, civilian drones, transportation vehicles, and factories capable of producing
01:00certain semiconductors and military parts are now more likely to be treated as important resources
01:04within the national defense mobilization system.
01:07Instead of searching for necessary supplies after a war breaks out,
01:09a system is being established to identify mobilizable resources in advance
01:12and use them immediately when needed.
01:13Advanced technology has also been included within the scope of national defense mobilization.
01:17The revised bill newly states that advanced technology will be promoted for use
01:20in national defense mobilization and that capabilities in emerging areas will be developed.
01:23Although specific technologies are not specified,
01:25there is a high possibility that technologies such as artificial intelligence,
01:28drones, robots, and satellite communications will be integrated into the national defense
01:31mobilization system in the future.
01:32Also, the roles of the military and local governments have been defined more clearly.
01:35Local governments at the county level or higher in military institutions are responsible for
01:38national defense mobilization, according to their respective positions,
01:40and the national and local defense mobilization committees are tasked with organization,
01:43guidance, and coordination functions.
01:45Since, China has been promoting the reform of the national defense mobilization system
01:47since 2019 and has established national defense mobilization offices in each province,
01:51city, and county since 2022.
01:53This revision also serves to incorporate the organizational restructuring that has taken
01:56place so far into the legal system.
01:57It also includes provisions that national defense mobilization is under the leadership of the
02:01Communist Party of China, and that Xi Jinping's thought on strengthening the military and the
02:04holistic national security concepts guide the implementation of the military strategy for the new era.
02:08Experts point out that while it is difficult to say that this revision directly targets
02:11conflicts in specific regions, it does strengthen the institutional foundation for mobilizing
02:15civilian resources in the event of a military conflict in the Taiwan Strait.
02:18This is because it assumes a prolonged situation involving external forces, and resources such
02:22as commercial ships, cargo vessels, and civilian communication networks could also be used
02:25to support military operations.
