00:07Welcome to El Espectador Interviews. Today we are joined by Vanessa Velasco, secretary of
00:15Habitat, who joins us to talk a little about housing policy, territory and
00:23The city's development. At this time, also a bit about housing policy.
00:29From the administration of Carlos Fernando Galán. Doctor, good morning, welcome.
00:33Good morning, Alex, and good morning to all the viewers and those who are listening.
00:37And seeing this note. And thank you for the invitation.
00:41You're always welcome. Doctor, is Bogotá facing a supply problem today, or is it a problem of access to housing?
00:49We see that the market is moving, yes, but one feels that not everyone is accessing the offer.
00:58housing
00:58that is happening in the city.
01:00Well, I think we can look at it in three ways. The first is that compared to the Nation
01:06Bogotá,
01:06Their indicators across the board, including new business, launches, and sales, are performing much better.
01:14than what is happening in the nation. So I think that's an incentive to keep working.
01:19to accompany the people of Bogotá. The other issue is that we knew, and that is part of the genesis of
01:25housing plan
01:25In my house in Bogotá, not all Bogotans want the same things or can do the same things.
01:31So, in that line of thought, we launched programs within the housing plan that were for acquisition,
01:37Improvement and leasing. And in that sense, when we are launching improvement programs,
01:43We also understand that there are families who need subsidy support.
01:49But others need incentive support. The same goes for leasing.
01:53Some families use renting to save a little bit and then go out and buy something.
01:56Others who definitely need it is rental assistance because that is their only option today.
02:02Because things can always change, obviously only for lease.
02:06And for acquisition we were very clear, let's say in our exercise,
02:12in advancing the acquisition programs that will accompany the two issues.
02:16Attention to demand, but also from the acquisition programs
02:19It would be possible to promote the supply, the greater supply of housing.
02:23So, for example, a program with preferential offers allows us to move forward in that not only
02:28families have the opportunity to save for a while while they generate their down payment
02:33and then access the housing, but it allows projects that are in a pre-sale phase.
02:38And those that are still being considered for launch, so they can have certainty that there will be someone.
02:42that they will acquire and therefore be able to have a launch exercise.
02:46So, there you have a preferential offer: reactivate your purchase, reduce your payment, and save for my home.
02:52And I believe that, following that line of thought, it wasn't just about creating demand-driven programs,
02:56but demand programs that would help it move supply.
02:59However, we also know that this is a complete exercise in a housing value chain.
03:05And in that order of ideas, there are specific exercises that have to be done; there are several stages that have to be completed.
03:10so that Bogota residents have a reliable housing option.
03:14There has been a significant effort made by the administration,
03:16headed more by the Planning Secretariat, of all that urban planning regulation
03:20that has been adopted, strategic actions,
03:25the commitment that District Planning has made to Metropolitan Waves
03:28and an important exercise in urban planning regulations that has emerged to increase the supply of housing.
03:34For our part in Habitat we have the whole set of subsidies and incentives for financing
03:38which even accompany this entire process that I have previously mentioned.
03:43And also in terms of supporting the offer,
03:47We have been making progress with a land management process
03:50which includes, among other things, calls for proposals to obtain land for my house,
03:57which includes, among others, the Declaration of Priority Development and Construction,
04:00the possibility of generating participation from the renewal company
04:06also in schemes involving fiduciary or real estate rights
04:11in order to guarantee and further increase the supply.
04:14So, to sum it up, Bogotá is behaving better.
04:18The effort of the "My House" housing plan in Bogotá exceeds the demand exercise
04:21and has created programs that increase supply based on demand.
04:24and the district administration is committed to generating the supply,
04:28including urban planning exercises,
04:32headed by the Planning Secretariat,
04:34that have been rapidly advancing urban regulations
04:37in order to increase the supply of housing in Bogotá.
04:39Secretary, one finds various offers from the administration,
04:45But let's consider the capabilities of the people of Bogotá.
04:49Do you have any studies that could, for example,
04:52to truly classify that ability to acquire a home
04:56for those seeking social housing or owner-occupied housing,
05:01the group that isn't even big enough to even think about having it
05:06and suddenly how it has deteriorated in recent years
05:09that ability to acquire housing in these towns of the capital?
05:15Well, I think what we have clear
05:17It's because there's a strong appetite among Bogota residents to own homes.
05:20And our effort has been to reach those who need it most.
05:24with the variety of programs we have.
05:25For the first time in Bogotá, I believe we have served families
05:31which are even below the current legal minimum wage of 1.6 times,
05:35That didn't happen in the city.
05:37The city usually served the families that were cared for
05:39For acquisition programs, the salaries ranged from two to four.
05:42Our programs offer up to four salaries
05:44And what we have done is precisely to make them,
05:47through the concurrence of subsidies
05:49and between the specific calibration we do for each program,
05:53We have managed to reach families for the first time
05:55that are between 1.6 current legal minimum wages
05:58by family income.
06:00That's the first message I want to give.
06:01And obviously it's very nice to see the results
06:04which for the first time in Bogotá, after so long,
06:07is occurring with subnational policy
06:09the possibility of families in that segment arriving.
06:12However, we also know that families
06:15They won't necessarily have a chance
06:18or an acquisition interest
06:19And that's why I mean that we have programs
06:23ranging from 0 to 2, 2 to 4 salaries and from 4 to 6
06:26and the bulk of our programs, of course,
06:29They are in the range from 0 to 4,
06:31which is where we know the need is.
06:33for the purposes of social housing
06:34and priority housing.
06:36Even 64% of our total programs
06:39They are serving the segment that ranges from 0 to 4,
06:43That is, the majority, those who are in need.
06:46But our emphasis has also been
06:49in those that are between 0 and 2.
06:51And why am I talking about this?
06:53Because we really know that there are leasing programs.
06:55which are very important as a joint lease
06:58where families have to arrive
07:00that are in that segment
07:01who needs much more support than all of them.
07:03Home improvement programs
07:06It's not just a focus, either.
07:08in the areas designated for neighborhood improvement,
07:11but they are in the families that are
07:13about those segments that need the most support.
07:15And of course, having arrived through acquisition
07:17in 1.6 salaries, because evidently
07:19It is demonstrating that families can acquire,
07:23but also that the programs must reach
07:25to those types of households that were previously unreachable.
07:28I think that, let's say,
07:32It also has a much more important aspect
07:34And it's not just about reaching a market
07:37that has a formal income reality.
07:40We have been very concerned about also attending
07:42to families in Bogotá
07:44who also have an informal income.
07:46We do not exclude anyone from the prioritization process.
07:48of our family programs
07:50who have this type of income.
07:52On the contrary, we expanded our range of services
07:54so that even financial entities
07:57that they weren't necessarily entering
08:00because they are much more tightly bound
08:02to families with a formal income,
08:04Well, they're starting to come in.
08:05In other words, we have broadened the spectrum.
08:07For example, with Reduce Your Fee
08:09We already have more than 14 financial institutions
08:11which include cooperatives, funds,
08:15banking entities,
08:17that are even reaching families
08:18which have segments and are informally funded
08:21much wider.
08:22So I also think that in that sense
08:25We understand that the admission condition
08:27It is not necessarily formal, but informal.
08:29And that, of course, we are open
08:31and we have been extremely broad
08:32so that we can have the highest quality
08:34and the largest supply
08:36for the people of Bogotá.
08:38And I would like that, I think it's beautiful
08:41to tell this story using proper names.
08:44And that's when we're already delivering,
08:49for example, housing,
08:51It has been very satisfying to see
08:54that there are families who are left
08:56a loan payment of 80,000 pesos
08:58of a social housing unit
09:00or a priority housing unit.
09:01And one wonders, how does that happen?
09:03The first reason is because we
09:05we have prioritized
09:06for the purposes of all programs
09:09acquisition for vulnerable populations.
09:12And that includes victims of the conflict,
09:15women, heads of household.
09:16I've even been told about single-parent households.
09:17Because there are many men who tell me,
09:19Please keep me in mind
09:20which is not only
09:21I am in charge of my children.
09:22So, single-parent household,
09:24victims of the conflict, young people.
09:27And we have an important goal.
09:30And it is, of course, to attend to
09:32the reduction of these victims of the conflict
09:35and the phenomenon of displacement.
09:36That's something we've taken into account.
09:39We have specifically organized trade fairs.
09:41for vulnerable populations,
09:42But my story goes
09:43that we have successfully
09:45seen cases of help
09:47towards families
09:48in which efforts can be combined
09:50because they have reached, for example,
09:53concurring programs
09:54like the one about reducing your fee
09:56with savings for my house.
09:58Reduce your fee,
09:59which is the one that goes to the credit aid,
10:01allows summation
10:03of subsidies
10:04in order to reach the most vulnerable.
10:06And that's why we were able to hook up
10:07to 1.6 salaries.
10:08Additionally,
10:09We join forces
10:10with the compensation funds
10:11who have been a fundamental ally.
10:13And also in this opening
10:14to look at different financial institutions,
10:18well, obviously
10:19families have
10:19the possibility
10:20to acquire your credit
10:21where they best create it
10:23and convenient.
10:24So,
10:24I believe those efforts
10:25to add alliances and aid
10:27because it has allowed
10:29which is real.
10:30And if someday
10:31That would be nice.
10:32Pau,
10:32see how to tell Alex
10:33which would be the case
10:34and to the people of Bogotá
10:35well, from these families
10:38that have had
10:38really a quota
10:39credit of 100 thousand
10:39for your home.
10:41Well,
10:42those cases
10:43They will be very interesting.
10:44explore them
10:45and know
10:45How do they do the math?
10:47But there is also another sector
10:49That's what's going to happen
10:50to my next question
10:51They get their hopes up,
10:53they go,
10:54they are looking for,
10:54receive the subsidy,
10:56but in the middle of the process
10:57they end up giving up
10:58because it doesn't give them
10:58the financial closing.
11:00What analysis have they done
11:02of those families
11:04that after accessing
11:06to a subsidy
11:07or to a concurrency
11:09of subsidies
11:09finally
11:10They have to give up
11:12of that dream
11:13because it doesn't give them
11:15account?
11:16Yeah,
11:16I think that
11:17It would be impossible to say
11:19that those cases
11:19they don't pass
11:20because I believe
11:21that the withdrawal
11:21is something that
11:24It really exists,
11:25But I think
11:26that we
11:26we have been
11:26supremely
11:29rigorous
11:29in proposing
11:30different stages
11:31to achieve
11:32that this
11:33be the youngest
11:34possible number
11:36And I believe
11:36that there is a part
11:37what's happening
11:37And it's because of the issue
11:38financial education
11:39because I believe
11:40that we all got excited
11:41And it's true,
11:42I'm telling you,
11:43with having the possibility
11:44of a house
11:44but most importantly
11:46at the beginning
11:46And that's why we are
11:47so emphatic
11:48throughout the topic
11:49from the virtual school
11:50of the habitat
11:51and the habitat school
11:53because that's what
11:54Let's say we understand
11:55It is necessary
11:56to have knowledge
11:57of the duties,
11:58rights,
11:58the capabilities,
11:59how to achieve
12:00a capacity
12:01savings
12:01for one of these families
12:03and above all
12:03understand where we are
12:04in terms of financing
12:06and what we can access.
12:07So,
12:08in that line of thought
12:08for us
12:09that the families
12:10have a real chance
12:12to know
12:13their rights and duties
12:14through studies
12:15financial education
12:16and above all
12:17from the virtual school
12:18of the habitat
12:19Well, it's a first step.
12:20The second
12:21It has to do with
12:22for each calibration
12:23of the program,
12:24What we have done
12:25is understanding
12:26the type of population
12:27which we are going to access,
12:28to whom we are going to give
12:29the possibility
12:30of the program
12:31and above all
12:32how to combine efforts.
12:33Clear,
12:34Resources are finite,
12:35What more could I want?
12:36Resources are finite,
12:37But what we do
12:38It's a form of attention.
12:39in which
12:40we give them,
12:41of course,
12:41a possibility
12:44within each program
12:45have the capacity
12:46to be able to be
12:47adding
12:47different kinds of help
12:49and alliances.
12:51and of course
12:52in the exercise
12:53in the end
12:54what we expect
12:55is that in that
12:55each dwelling
12:56that we deliver
12:57have the family
12:58a satisfaction
12:59that he has been able to
13:00to have a
13:02a sum
13:03of efforts
13:03if possible
13:04and the other
13:05It's the best service
13:06in order to do it.
13:08Obviously
13:08There are some topics
13:09later
13:10that have to do with
13:10with the ability
13:11of permanence
13:13employment
13:13or no employment
13:14in families,
13:14We know,
13:15but we also know
13:16that's an effort
13:18that we need to look at,
13:18not only
13:19as secretary
13:20but as administration
13:21district
13:22and it is to guarantee
13:23that these families
13:24have a
13:26a possibility
13:27future
13:27employment.
13:29Now then,
13:30There is an important issue
13:31And that's because
13:32This is us,
13:33let's say,
13:33this situation
13:34Well, it can happen
13:35to anyone.
13:36What we
13:36What we do is
13:37that at the moment
13:38in which they have
13:39your delivery
13:40housing
13:41is achieved
13:42the best option
13:43to treat
13:44of arriving
13:44to the minor,
13:46let's say,
13:46to the greatest support
13:47that they have
13:48and above all
13:49to that families
13:50that minor
13:50possibility
13:51before
13:52of income,
13:53let's say,
13:54acquisition
13:54they had because of their level
13:55low income
13:55so they can have it.
13:57What more could I want?
13:58This is also a topic
13:59that we have worked
14:01lot
14:02with own resources
14:03from Bogotá
14:05and concurrently
14:06with the boxes
14:06compensation.
14:07Hope
14:08It's just that now
14:09that we have
14:09a line
14:10of the national government
14:11I hope he comes back
14:12the authorization
14:13acquisition
14:14to Bogotá
14:15Because imagine
14:15if we have achieved this
14:16without the efforts
14:18sets
14:18as a nation
14:19well, upon arriving
14:20to the nation
14:20we could arrive
14:21to many more.
14:22More or less
14:23how much
14:24the process takes a while
14:25since
14:26to a family
14:26is assigned
14:27the subsidy
14:28so far
14:30in which
14:30is delivered
14:31the house
14:32or you can occupy it
14:33really
14:33And what happens?
14:35with those
14:35that on the way
14:36they stay
14:37without arriving
14:39to that point?
14:40I think that
14:41That's the beauty of it.
14:41of this plan
14:41housing
14:42which depends
14:43of the need
14:44of the family
14:44And that's something.
14:45that I want to go back
14:45to point out
14:46and it is
14:47what we think
14:48It wasn't in a single
14:49program that would attend
14:50to a family
14:50but what we did
14:51was to teach
14:52a housing plan
14:52that he/she would attend
14:53different needs
14:54of the family
14:54at different times.
14:56There are families
14:56that they need
14:57It's a support
14:59to be able to begin
15:00to save
15:00and maintain
15:02the possibility
15:03of your down payment
15:04for your home
15:05be delivered to them
15:05in a year and a half
15:06or two years.
15:07That is their preferred offer.
15:08There are families
15:09that they need
15:09It's the financial closing.
15:11in order to be able to register the deed
15:12the same year
15:12who receive the subsidy.
15:13That's reactivating your purchase.
15:15There are families
15:16that what they tell us
15:16look
15:17I'm about to
15:17to disburse
15:18But I need it
15:19in order to be able to disburse
15:21that loan
15:21help
15:22in order to guarantee
15:23the financial closing
15:24and be able to guarantee
15:25my installment payment
15:26during the next
15:27four years.
15:28That's reducing your fee.
15:29There are families
15:30what do you tell me?
15:30Look what I need
15:31It really is power.
15:32start saving
15:32the initial payment
15:33but I can't pay
15:34at the same time
15:35the lease
15:35and the savings from my house.
15:37That's savings.
15:37for my house.
15:38I'm making this clarification for you.
15:39because really
15:40changes
15:41in relation
15:42to the allocation
15:43with the delivery
15:44of the house
15:44depending on the program.
15:45If we're talking
15:46of a reagent
15:47to your purchase
15:47or reduce your fee
15:48between the moment
15:49allocation
15:50and the delivery
15:50of the house
15:51they may be happening
15:51four to six months.
15:53If we're talking
15:54of a preferential offer
15:55which is a little
15:56what you're asking me
15:57that's when we arrive
15:59And that's a nice topic.
16:01I think that
16:02There are programs
16:03and there are aspects
16:04that were
16:06but what was missing
16:07adjust them
16:08some more.
16:09We found
16:10a preferential offer
16:11that in its genesis
16:13It worked well.
16:14but in practice
16:15I wasn't being
16:16so effective.
16:17What we did
16:18was one
16:19guarantee
16:20that we had
16:21more offers
16:21housing
16:21of social interest
16:22and priority
16:23in the calls
16:23because before
16:24Very few arrived.
16:26Two
16:27make flexible
16:27some more
16:28the requirements
16:29so that more construction companies
16:30and more families
16:31could enter
16:31and three
16:32force it a little
16:34kindly
16:35invite
16:35to the builders
16:36to comply
16:37with the schedules
16:38of the deliveries
16:39for purposes
16:40to keep moving forward
16:40with the subsidy.
16:42So
16:42in that line of thought
16:43we managed to reduce
16:44the times
16:45of an allocation
16:45of a preferential offer
16:46when we arrived
16:47that we found
16:48of 2020, 2021
16:49and it was the 24th
16:50and they still haven't received
16:50your subsidy.
16:51So
16:52got engaged
16:53to those families
16:54that came from behind
16:55had a real option
16:56to have a subsidy
16:58on preferential offer
16:58which is what has been happening
16:59And the other thing is
17:00got engaged
17:01together with the builders
17:03to what times
17:04of the schedule
17:05of the entire exercise
17:07of the execution
17:07housing
17:08could be reduced.
17:09In that line of thought
17:10Well, today we can be
17:11talking about
17:12about two,
17:13two and a half years
17:14in the matter
17:14in which they are pre-selected
17:16until they are assigned
17:17the subsidy
17:17and at the moment
17:18of the allocation
17:19of the subsidy
17:19once,
17:21more or less
17:21six more months
17:22for purposes
17:23to have their own home.
17:24Of all those programs
17:25There's one that calls me
17:26a lot of attention
17:26and it is the reagent
17:27to your purchase
17:28because many families
17:30they think that at that point
17:31where they can no longer continue
17:33Well, they already have to
17:34to give up on that dream
17:36But that program comes on.
17:37like to rescue them
17:39in a way.
17:40What are the results?
17:41to date
17:42of that specific program?
17:44I was there suddenly
17:47I'm going to have to stop
17:48in seeing the figures
17:50Because I have that.
17:51present in the total
17:52but I think the most effective
17:54has been reactive.
17:55We have today
17:56to date
17:57we are
17:58about
17:5835,885
18:01It's a counter.
18:03that has a habitat
18:04that if you
18:04smile at the page
18:05And they're going to see the counter
18:08the whole
18:09of the subsidies
18:09that we have assigned
18:10in this administration.
18:11Of these
18:12the highest percentage
18:14of these 35,000
18:15more or less
18:15we are around
18:16of some
18:1933,500
18:20approximately
18:21we are
18:22in
18:24acquisition
18:24and lease
18:25and those for acquisition
18:26and lease
18:27the largest proportion
18:28has been
18:29in reactive
18:30reduce
18:30and offer.
18:31In savings
18:31for my house
18:32not so much
18:32because the program
18:33He left much later
18:35the program aired
18:36really
18:36does
18:38one year
18:39long
18:39a year and a half
18:40long
18:40so
18:41the application
18:42It's been a little bit
18:43less
18:43in less time
18:45of which they have had
18:45the other two programs
18:46But gladly
18:47I can pass it to you
18:47the details
18:48now
18:48more expeditious.
18:51As to
18:52dwelling
18:53of interest
18:54social
18:54and priority
18:55towards where
18:56are focused
18:57all programs
18:58of the goal
18:59with which they arrived
19:00in this administration
19:01what percentage
19:03Has it been fulfilled?
19:03What was the goal?
19:04and less remains
19:05year and a half
19:07to conclude
19:07It will be fulfilled
19:09the overall goal?
19:10Yeah
19:10I think that
19:13when we
19:14we arrived
19:15We had a goal
19:16which was
19:17draw up the plan
19:18housing
19:19of the subnational
19:21or a housing plan
19:22town
19:22only
19:23that had not been given
19:24in the country
19:25because it's clear
19:26that we are talking
19:27offer
19:27demand
19:28information systems
19:29education systems
19:31and above all
19:32that involves everyone
19:34and that he/she would attend
19:34to the families
19:35in all your needs
19:36the goal
19:37that remains
19:39in the plan
19:39developmental
19:40finally
19:42let's say that
19:43I insist
19:44an ambitious goal
19:45so much for us
19:45as part
19:46of the council
19:47whom I thank
19:47deeply also
19:48because that billion
19:49of pesos
19:50that in principle
19:50They gave us
19:51from the plan
19:51developmental
19:52because it allowed
19:53talk about everything
19:54this story
19:55pretty plan
19:56It's 75,000
19:59of those 75,000
20:00we are around
20:01of 63,000
20:02between acquisition
20:02and lease
20:04within acquisition
20:06more or less
20:07we would be
20:08in about 60,000
20:09at the finish line
20:09and what we carry
20:11we are
20:11as I mentioned
20:12around 33,000
20:13500
20:15we have
20:16projected
20:17this year
20:17that we're going to arrive
20:19around 20,000
20:20subsidies
20:20in assignments
20:22between improvement
20:23housing
20:24acquisition
20:24and lease
20:25of those being acquired
20:27more or less
20:27we will be behaving
20:28about 14,000
20:29500
20:30of that goal
20:31of 14 thousand
20:32500 of this year
20:33We are already
20:34beyond
20:34of 50%
20:36And I believe
20:37that we're going to
20:38to comply
20:38as we fulfill
20:40the 24th
20:40and the 25th
20:42which
20:43the great
20:44The big challenge?
20:47And that's because
20:47Of course
20:48the resources
20:49are finite
20:49We all know
20:50that Bogotá
20:51And he has told us so.
20:53our
20:53to the administration
20:54district
20:55the secretary
20:55Treasury
20:55the same mayor
20:56well, obviously
20:57that we have
20:58a need
20:59to focus
21:00far better
21:01the resources
21:01that we have
21:02which are not
21:03They're not that
21:04spacious
21:05as we would like
21:06but our commitment
21:07this
21:07in following
21:09fulfilling
21:09the largest amount
21:10of Bogota residents
21:10that they need
21:11home purchase
21:12above all
21:12because we know
21:13that we are your choice
21:14because still
21:15we don't have
21:16well that
21:16precision
21:17how much
21:19it may reach us
21:19of the nation
21:20How is it distributed
21:21the offer
21:22production
21:23from BIS and BIP
21:24in Bogotá?
21:25I mean
21:25more or less
21:26of all those figures
21:27which are
21:28allocated subsidies
21:29really
21:30how are you
21:31distributed
21:32That cake?
21:33we can
21:34say today
21:34that the total
21:35of the subsidies
21:36assigned
21:36we are about
21:3720%
21:38of the total
21:39of the subsidies
21:39for offer
21:40from BIP
21:40that even
21:41is superior
21:42to any
21:44possibility
21:44from BIP
21:45that there had been
21:45given previously
21:46any scheme
21:46of subsidies
21:47now then
21:48there is a situation
21:50who called me
21:50a lot of attention
21:51But what is it?
21:52interesting
21:52And that's because
21:54apparently
21:55sometimes he got confused
21:56the percentage
21:57destination
21:58on the ground
21:58that has
21:59to allocate
21:59in BIP
22:00with the obligation
22:01of the number
22:02of initiations
22:02from BIP
22:03that should
22:03give in the city
22:04And I believe
22:05that here
22:05we have been
22:05quite
22:07rigorous
22:08in which that 20%
22:09of subsidies
22:10that are happening
22:11be for
22:11asset of interest
22:12priority
22:12There is a challenge
22:13important
22:14for production
22:14of interest
22:15priority
22:15We know it
22:16And that's why
22:16we also believe
22:18that not only
22:19is to guarantee
22:20that the standard
22:21allow in the offer
22:22from BIP
22:23It's that the demand
22:24I arrived
22:25to attend
22:25to those families
22:26which are the ones that
22:27can acquire
22:27the BIP
22:28And that's why
22:28the emphasis
22:29what we have done
22:29in which our
22:30priority population
22:31be the most vulnerable
22:33but also
22:34reach the level
22:35income
22:35of a population
22:36that you can acquire
22:37a BIP
22:37Because there's a doubt there.
22:39that many raise
22:40and if really
22:41the house
22:42of interest
22:43priority
22:43social
22:44is coming
22:45completely
22:46to people
22:46who need it
22:48because sometimes
22:48suddenly
22:49one sneaks in
22:50no
22:51has that access
22:52How are they?
22:53doing?
22:53What is the analysis?
22:54And how are we getting there?
22:55I believe that we
22:56we have been supremely
22:57rigorous
22:57in defining criteria
22:58prioritization
22:59for the population
23:00which we arrived at
23:00that is to say
23:01we verify
23:03in our
23:06prioritized lists
23:07which evidently
23:07whether they are families
23:08that do not have
23:09dwelling
23:09in prioritization
23:10of subsidies
23:11that do not have
23:12dwelling
23:12that they have not had
23:13a subsidy
23:13previously executed
23:15within the Secretariat
23:16and that additionally
23:17really have
23:18a reality
23:19entry
23:19up to four salaries
23:20That's extremely important.
23:21Sometimes they tell me
23:22It's because it has four
23:23No
23:23it's even
23:24the effort has been
23:25fairly
23:26reaching families
23:27that they have
23:271.6 salaries
23:28And I reiterate
23:29May those be the satisfactions
23:30more beautiful
23:31because that hadn't happened
23:32never in Bogotá
23:32Okay, very good.
23:34now
23:35They are very good
23:36all plans
23:37in order to acquire
23:38But there's another point.
23:39and it is
23:40where?
23:41because
23:43traditionally
23:45this type of housing
23:47the builders
23:48have preferred
23:49the periphery
23:49and so
23:50that too
23:51It has some costs
23:52additional
23:53but
23:54There are some efforts
23:55or at least
23:56in the speech
23:57to try to
23:58take that house
24:00to places
24:00much more central
24:02Where is that process going?
24:03and that effort
24:04to treat
24:06so
24:06the people who buy
24:07social housing
24:09not remain
24:11practically
24:11at the foot of the Bogotá River
24:12but closer
24:13of the centers
24:14employment?
24:15Yeah
24:16I completely agree
24:17And that too.
24:17has been our
24:18our
24:19our interest
24:20important
24:21to be able to move forward
24:22forehead
24:23regarding the issue
24:24accessibility
24:26and of the capacity
24:27of a family
24:28to be able to find
24:29real options
24:30more central
24:31And I believe that
24:33There are two topics
24:33The first thing is
24:34the commitment
24:35that we have
24:35with subsidize
24:37or accompany
24:38efforts
24:39in projects
24:39that comply
24:40with urban quality
24:41so
24:42Here's a topic
24:44important
24:45that the housing
24:46formal
24:46not only
24:47be it the house
24:48but have
24:48or accessibility
24:49to transport systems
24:50or that has
24:51a reality
24:52also
24:53of spaces
24:55public
24:56equipment
24:57nearby
24:57that they have
24:58principles of
24:59construction
24:59sustainable
25:00and also
25:01of course
25:02that they have
25:03a tranquility
25:04of being close
25:05to projects
25:07let's say
25:07that these projects
25:08They are close
25:09to the systems
25:09transport
25:10we have done
25:10an effort
25:10important
25:11because right now
25:12also handles
25:13of the recovery
25:14of those spaces
25:15public
25:15in neighborhoods
25:16have
25:16leverage
25:17And then he tells me
25:18the story
25:19We have more
25:20of 80 interventions
25:21in 80 neighborhoods
25:22that precisely
25:22what they are doing
25:23is to recover
25:23public spaces
25:24and most
25:25They are close
25:26to systems
25:26transport
25:28to stations
25:29systems
25:29transport
25:30so
25:30we made an effort
25:31important
25:32to prioritize
25:33our resources
25:33in projects
25:36that are
25:37located
25:37nearby
25:38to the stations
25:38both of the cable
25:39of the stations
25:40of the cables
25:41of the stations
25:42of the subway
25:43and of future ones
25:43subway stations
25:44and Transmilenio
25:45Today we can say
25:46that we have
25:46more than 4,400
25:48subsidies
25:48already delivered
25:49in projects
25:50that are
25:51nearby
25:52to those stations
25:52and it seems to me
25:53interesting
25:54because it's very pretty
25:55to see that not only
25:56It's a topic
25:56planning
25:57which is already being done
25:58I was fortunate
26:00to go more or less
26:01I think it was
26:02on Monday
26:02or Tuesday
26:03Let's see one of these
26:03projects
26:04that are located
26:04two minutes
26:06from the Bronx
26:06Creative District
26:07and in a minute
26:08of a future station
26:09seven
26:09of the Bogotá metro
26:11we also have
26:13accompaniment
26:13in projects
26:14that are
26:15nearby
26:15to the stations
26:16future
26:16of the subway
26:17of the 26
26:18so
26:18I think that's it
26:20an interesting topic
26:20It's not just
26:21to plan what comes
26:22future
26:22but reality
26:23because we already have
26:244,400 subsidies
26:25of projects
26:25that are already
26:26walking
26:26that they have
26:27social housing
26:28social
26:28or housing
26:29of interest
26:30priority
26:30in any
26:31nearby
26:32to the stations
26:32systems
26:33transport
26:34And that's what
26:35we are doing
26:35now in Habitat
26:36now then
26:36all the effort
26:37what is done
26:38from planning
26:38with what it was
26:39the exercise
26:39production
26:40of the metropolitan areas
26:41because it provides an opening
26:42much bigger
26:42And this is in charge
26:44of the Secretariat
26:44of Planesia
26:45Why is it so difficult?
26:47generate that type
26:47housing
26:48in many places
26:49nearest
26:50in the city?
26:52I can talk to you
26:52of how we did it
26:53because that hadn't happened
26:54done before either
26:55we have never had
26:56such a large number
26:57of subsidies
26:58that have been delivered
26:59for projects
27:00housing
27:00of social interest
27:01and priority
27:01that it is not
27:02renewal encore
27:03but twice
27:03Bis
27:05in central areas
27:06I can talk to you
27:07of the challenge
27:07and how we have given it
27:08and it is
27:08achieve calibration
27:10that the families
27:11that can access
27:13to this type
27:13of projects
27:14may have
27:14a reality
27:16of a subsidy
27:17that accompanies them
27:18for purposes
27:19of arriving
27:19to this type
27:19of projects
27:20in the center
27:20prioritize our
27:21programs
27:22in these areas
27:23that are close
27:24to the systems
27:26transport
27:27and also
27:28This has been
27:28a joint effort
27:30next to the
27:33let's say
27:34effort
27:34so that the builders
27:35also
27:36prioritize
27:37projects
27:37that they have
27:38closures
27:38nearby
27:39to those areas
27:39And that's why
27:40the fairs
27:40housing
27:40for us
27:41have been
27:41super useful
27:42because not only
27:43the families
27:44that I can now tell
27:45that we have
27:45more than 100,000
27:46Bogota residents
27:46who have attended
27:47to fairs
27:48and each one
27:49of these fairs
27:49has already had
27:49each one
27:50of these fairs
27:51of the two big ones
27:51has had
27:52more than a trillion
27:52of pesos
27:53in pre-credits
27:53and credits
27:55so
27:56the effort
27:57It has also been
27:58that is found
27:58housing route
27:59and that the families
28:00also have
28:00the largest amount
28:01of projects
28:02and construction companies
28:03at the fairs
28:03that they provide
28:04the best option
28:05location
28:06that they want
28:08And I think that
28:09This is the first time
28:09that arrives
28:10at the subnational level
28:11in a reality
28:12of a policy
28:12subnational
28:13with a number
28:14of subsidies
28:14so important
28:15for units
28:16housing
28:16that they will be
28:17nearby
28:17to systems
28:17transport
28:18at this level
28:19in the city
28:19had not been seen
28:20the builders
28:21They complain
28:22a lot
28:22above all
28:23of the loads
28:24of the current
28:25plan
28:25of ordering
28:29they think
28:30make some adjustments
28:31to treat
28:31how to speed things up
28:32either
28:34I believe
28:35that the administration
28:36And I reiterate
28:36It's a little more
28:37It's in the effort
28:39as a district
28:39We have done it
28:40But it's in the effort.
28:41of the Secretariat
28:41District Planning
28:42and obviously
28:44I know that
28:45the effort
28:46what has he done
28:46my colleague Ursula
28:47within the Secretariat
28:48Planning
28:49has been precisely
28:50more than talk
28:51of the flexibility
28:52It's about to arrive
28:53to the balance
28:54so that they occur
28:54projects
28:55that really
28:56satisfy
28:57the needs
28:57of the people of Bogotá
28:58And I know that
28:59the effort
28:59that has been done
29:00in the matter
29:01of the adjustments
29:01to the annexes
29:02of a land-use plan
29:03that come
29:03hand
29:04planning
29:05but also
29:06adopt
29:07those new ones
29:07tools
29:08well it's part of it
29:09to guarantee
29:11that it happens
29:11a greater supply
29:12on the ground
29:12for housing
29:13of the people of Bogotá
29:14were made
29:15a project
29:15What is the Bank?
29:16of Soils
29:17in Bogotá
29:18so that I can
29:19boost
29:19that guy
29:20of constructions
29:21in areas
29:21more central
29:23What balance
29:24they have so far
29:24of that...?
29:25Yes, we
29:26within the strategy
29:28that we have
29:29to generate
29:30the program
29:31of soil
29:32for my house
29:32have
29:33several efforts
29:34that have come
29:35doing time
29:36one is
29:37guarantee
29:38that we are
29:39receiving
29:40offers
29:40of soil
29:41on the part
29:41of the operators
29:42urban
29:42renewal
29:43and accompanying
29:45to what it has
29:45to advance
29:46the box
29:46for purposes
29:47to obtain
29:47a number
29:48of soils
29:48important
29:48that allow
29:49trigger
29:49BIC and VIP
29:50in the city
29:51the effort
29:52has been done
29:52required
29:53a bit
29:53further
29:54of effort
29:57additional
29:57in order to be able to
29:58guarantee
29:58that they are
29:59arriving
29:59some floors
30:00a lot more
30:03ready
30:03Let's call it that
30:04in order to move forward
30:05but it's not that
30:06we have agreed
30:06stay still there
30:07We have also taken out
30:08a declaration
30:09developmental
30:09and construction
30:09priority
30:10that very soon
30:10will be progressing
30:12for purposes
30:12to leave
30:12to offer
30:14higher ground
30:14for the city
30:15in terms
30:15BIC and VIP
30:16we have worked
30:17also with an exercise
30:18in the resolution
30:19from the FCO
30:19that precisely
30:20what it does
30:21is to search
30:21not only
30:22a participation
30:23on the ground
30:23but
30:24the operators
30:25in particular
30:26renewal
30:26may have
30:27a participation
30:28in rights
30:30trustees
30:31in rights
30:31real estate
30:32in projects
30:33that they advance
30:33BIC and VIP
30:33in order to accelerate
30:34the process
30:35and let's not forget
30:36also
30:36that are
30:38tools
30:39by renewal
30:40in which
30:40we accompany
30:43Ministry of Environment
30:43And that's the whole point.
30:45transfer
30:45rights
30:45construction
30:46in order to move forward
30:47in two topics
30:47at the same time
30:50the enabling
30:52of meters
30:52in areas
30:54strategic
30:54as SIBO
30:55but the commitment
30:56to the acquisition
30:57and to conservation
30:58of environmental areas
30:59on the part
31:00of the Secretariat
31:01Environment
31:01and renew
31:01for purposes
31:03of some periods
31:04of the Van der Hamme
31:04I had
31:05a fact
31:07that it generates in me
31:07as
31:08that offered you
31:09that he would explain to me
31:09a bit
31:10is
31:11have been given
31:12more home
31:13construction
31:13but the issue
31:15of the licenses
31:15It seems they are
31:16decreasing
31:17falling
31:17in recent years
31:20that
31:20because it happens
31:21and what are they?
31:22really
31:22the goals
31:23of this year
31:24in the matter
31:24licensing
31:25in order to be able to
31:25trigger
31:26that guy
31:26I think that
31:28This is important
31:29understand
31:29what we were talking about
31:31previously
31:31the chain
31:33of value
31:33It has several moments
31:35adoption
31:36of the license
31:37the beginning
31:38of the work
31:39and previously
31:40It has all the exercise
31:40marketing
31:41monitoring and closure
31:42so
31:43I think that
31:45It is important
31:46point out
31:46which evidently
31:48licensing
31:48It's tied up
31:49to the programs
31:51our
31:51demand
31:52that attend
31:53the offer
31:53but also
31:54an exercise
31:54important
31:55urban standard
31:56then I think
31:57that
31:58yes ok
31:59There is an exercise
32:00in licensing
32:01who is responding
32:03what I came here to say
32:04of the efforts
32:05of the 24th
32:05and from the 25th
32:07I think
32:08which evidently
32:09the increase
32:10of the number
32:11licensing
32:11of what's going to happen
32:12on the 26th
32:13and the 27th
32:13He will also respond
32:14to the efforts
32:15of what was done
32:15on the 25th
32:17because we remember
32:17that this has
32:18a preliminary section
32:18planning
32:19and I insist
32:20the effort
32:20what has he done
32:21the Secretariat
32:21Planning
32:21What is the role?
32:22and the head
32:23of course
32:24of planning
32:25Well, it has been
32:26enough
32:27important
32:29in recent times
32:30in order to move forward
32:31in licensing
32:32now then
32:33People sometimes
32:34He points us out
32:35if initiation
32:36It's the same
32:36that the licensing
32:37It is not
32:38because the initiation
32:39precisely answers
32:40to the exercise
32:41post-licensing
32:42But the point is
32:44that when there is an indicator
32:45high starting
32:45means
32:46that in practice
32:47They also moved
32:47the licensing
32:49And that's why
32:49It's very interesting.
32:50the record of Bogotá
32:51of the 25th
32:52in December
32:52which was
32:53the year
32:54in which
32:54more were produced
32:55initiations
32:56both in BIS
32:57BEEP
32:57as in NOVIS
32:58in Bogotá
32:58in the last 20 years
32:59but then
33:00with the fall
33:00licensing
33:01The years will come
33:03a fall
33:04not necessarily
33:06because that's what it's for
33:07We are working
33:07in programs
33:08to the demand
33:08which also
33:09They attend to the offer
33:10in order to guarantee
33:11that is generated
33:12the closing
33:12in order to be able to mobilize
33:13licensing
33:14that
33:14plus the efforts
33:15what has he done
33:16the Nation
33:16advancing in instruments
33:17that allow
33:18the increase
33:18licensing
33:19Secretariat
33:20Let's talk about this
33:21new government
33:23arrives
33:23how are you
33:24how the relationship
33:26in this
33:26housing issue
33:29because
33:30well
33:31it is supposed to
33:31the district
33:32He can't just do it
33:33as you say
33:35the silver
33:35is
33:36We could do more
33:37if the Nation arrives
33:38and at this moment
33:39How are the talks going?
33:40if there is a conversation
33:41fluid
33:42to reinforce
33:43the plans
33:44housing
33:45in Bogotá
33:45I believe that
33:46Well, I already did.
33:47They've already discussed it
33:48the president
33:49and the mayor
33:51and it is evidently
33:52the house
33:53enter
33:53as part
33:54from the conversations
33:55that are
33:57strategic
33:57within the Nation
33:58and the city
33:58on the other side
34:00I have had
34:00fortune
34:02to be able to talk
34:03with the minister
34:05and let's hope
34:06that with the future
34:07already president
34:08from the National Fund
34:09of the designated Savings
34:10And I believe that
34:11We agree
34:12on the topics
34:13which are important
34:14the house
34:14like an engine
34:15of social transformation
34:18economic reactivation
34:20and the need
34:21to prioritize efforts
34:22for quickly
34:23continue to attend
34:23to the Colombians
34:24and to the people of Bogotá
34:25And let's hope so.
34:26which very soon
34:27we can already have
34:28keep moving forward
34:29in that precision
34:31in that prioritization
34:32specific
34:32for Bogotá
34:33But I want to thank you.
34:34that opening
34:36and I emphasize
34:37well the
34:37synergy
34:39on the topics
34:39that we have already had
34:40in the different meetings
34:41both the mayor
34:42with the president
34:43as in myself
34:43in my case
34:44with the minister
34:45and the future president
34:46from the National Fund
34:46Savings
34:47because Capacol
34:48has pointed out
34:49that is needed
34:50how to contribute
34:52a lot more
34:52to continue
34:53in that reactivation
34:55Yeah
34:55which I reiterate
34:56I think that
34:57I think there's an issue
34:57beautiful
34:58and it is the way
34:59in which we present it
35:00and the form
35:01in what
35:01in which we have discussed it
35:02and it is
35:03We have done it alone
35:04a lot
35:05but we could do
35:06a lot more
35:07joining efforts
35:08And this has been
35:09our motto
35:09We start with 23
35:10construction companies
35:11in the plan
35:12housing
35:13We're coming!
35:13with 155
35:14construction companies
35:15more than 351
35:16projects
35:17in pipeline
35:19we have worked
35:20with a shape
35:21very satisfactory
35:22with the boxes
35:23compensation
35:24the National Fund
35:25Savings
35:26in the historic
35:26of our plan
35:27housing
35:27has been an ally
35:28We would love to
35:28that it would continue to be
35:29and more
35:30and of course
35:31that the nation
35:32in this new effort
35:33then continue prioritizing
35:35or reprioritize
35:36better
35:36to Bogotá
35:37in matters of acquisition
35:38and improvement
35:39Secretariat
35:40out of everything
35:41this plan
35:42housing
35:42there is another part
35:43and it is
35:44the
35:46What's its name?
35:48the neighborhoods
35:48irregulars
35:49the gift-giving
35:51of neighborhoods
35:51as
35:53those goals
35:54Have they been fulfilled?
35:56Have they increased?
35:58Yeah
35:59That's a topic
35:59very important
36:00I would like to highlight
36:02two topics
36:02Bogotá
36:03It has a history
36:06informality
36:07important
36:08that is to say
36:08we have a number
36:09important
36:09of polygons
36:10informality
36:10in the historic
36:12and we
36:13the effort
36:13what we have done
36:14not only
36:14is to pass
36:15of a monitoring
36:16much more rigorous
36:17to the characterization
36:18of the households
36:19but also understand
36:20What's going on?
36:20with public services
36:21from those areas
36:22because many times
36:23what we have had
36:24It's a reality
36:24probably understand
36:26in that historical debt
36:27over 30 years
36:28that Bogotá has
36:29in the informal sector
36:30What happens?
36:31with public services
36:32and what else
36:33reality and certainty
36:34may have
36:35these families
36:35So I think
36:36that I highlight
36:37the effort
36:39of the characterization
36:40and the diagnosis
36:41what we have done
36:41in the area of public services
36:42and informality
36:43But of course
36:45the effort
36:46in matters of legalization
36:47mud
36:47It is important
36:48us
36:48we continue to move forward
36:50and achieving the goals
36:51to this day
36:51in matters of legalization
36:53I reiterate
36:54the national conversation
36:55It is very important
36:56to have those efforts
36:57with the Ministry of Housing
36:58and the CAR
36:58in terms of being able to move forward
37:00in those concepts
37:01that we need
37:01in order to close
37:02the legalization processes
37:03mud
37:04that we have pending
37:05and of course
37:07pose in an exercise
37:08national
37:08the bet
37:10of a great program
37:11resettlement
37:12because really
37:12I reiterate
37:13It is a historical debt.
37:14from Bogotá
37:14that requires
37:16Well, an exercise
37:17much more powerful
37:18however
37:19all this effort
37:20that we also do
37:21to advance
37:21in a program
37:22improvement
37:22true and real
37:23that they receive
37:24to the families
37:24assertively
37:26and much faster
37:27Well, we've done it.
37:28And that's why we are
37:29with the program
37:29improve your home
37:30and the program
37:31since we launched
37:32at the fair
37:33but what do I have
37:34a call
37:34ready
37:35I'm going to get embarrassed
37:36no Pau
37:37in September
37:38which is the one that improves your quota
37:40precisely so that families
37:41may have access
37:42to home improvement
37:43much faster
37:44between allocation
37:46construction and completion
37:47of the work
37:48and finally
37:49all this effort
37:50which advances the box
37:50affordable housing
37:51in the area of qualifications
37:52The goals are there.
37:54will always be needed
37:56more resources
37:56but we have
37:57the programs
37:58and the structure
37:59in order to continue moving forward
38:00if you would ask yourself questions
38:02to conclude
38:02of course
38:04a
38:04I know that Bogotá
38:06is contributing
38:06your experience
38:07in the process
38:09of what it is
38:10reconstruction
38:10or attention
38:11in the areas
38:12affected by the earthquake
38:14How will it be added?
38:16Bogotá
38:16to that process
38:18and what is the experience
38:19as if they are taking advantage
38:20to share
38:21with these areas
38:23that ended
38:24beaten
38:25because of the natural disaster?
38:27Well
38:28us
38:28of course
38:29we are understanding
38:30that this is a
38:31is in a role
38:33of a system
38:34which has a very robust
38:35Colombia
38:36in management matters
38:36of the risk
38:37It's like a system
38:38Colombia has a system
38:39very robust
38:40risk management
38:41and we
38:42as
38:43as administration
38:44we follow the lines
38:45of that national system
38:46that it is already
38:47which is already given
38:48and of course
38:48headed by LIDIJER
38:49has been accompanied
38:50like all that
38:51that action
38:52and this has been
38:53below the line
38:53from the mayor
38:55specifically
38:55in the matter
38:56from the experience
38:57that we have
38:58to share
38:58from Bogotá
38:59well we
39:00we have offered
39:01at
39:02at
39:05entities
39:06subnational
39:06that's what they asked us to do.
39:07that up to now
39:08and by guideline
39:10from the mayor
39:10but also
39:10in knowledge
39:11Well, it's been
39:12the governorship
39:12from Chocó
39:13and now
39:14the city
39:14from Cali
39:15accompany
39:16and share with them
39:17a bit
39:17from these experiences
39:18that we have
39:18from the plan
39:19housing
39:20and also
39:20attend
39:22with a team
39:23our
39:24well accompany
39:25those efforts
39:26that have been
39:26very liftable
39:27and they are coordinated
39:28also with the nation
39:29and with the same
39:30governorship
39:31well, attention
39:32of engineers
39:34and architects
39:34who have gone
39:35to accompany
39:37the effort
39:37to understand
39:38What's going on?
39:39with these homes
39:40in this area
39:42We have done it
39:42I think that
39:43with the greatest
39:44of respect
39:44with the
39:45with the families
39:47but also
39:47in need
39:48of a coordination
39:49that it has to be
39:50fundamental
39:51in that sense
39:52well we
39:53we are accompanying
39:54with the experts
39:55in the Chocó
39:57We look forward to the week
39:58also incoming
39:59to be accompanying
40:00also
40:00to the city
40:01from Cali
40:01and in the efforts
40:03punctual
40:03of information systems
40:04for banks
40:05of materials
40:06and share with them
40:07a bit
40:08such as the initiative
40:08of what they have been
40:09the programs
40:11housing
40:11for purposes
40:12association
40:13and quickly
40:14mobilize pilots
40:16next to
40:17together with the sector
40:18private
40:19to Camacol
40:19in very specific instances
40:21to mobilize
40:22dwelling
40:22and hopefully
40:23before
40:24finish
40:25these administrations
40:26districts
40:26and subnational
40:27so they can be seen
40:28housing
40:29But of course
40:30in the largest
40:31of respect
40:32and thanks
40:33really
40:33that opened for us
40:34the door
40:34to these entities
40:35territorial
40:36and under the coordination
40:37national
40:37because we know
40:38that this is an exercise
40:39that has to be articulated
40:40and coordinated
40:41from the nation
40:42Secretariat
40:43Well, there's less time left.
40:44year and a half
40:44to end the process
40:46one year four months
40:47and three days
40:49counted
40:50in the end
40:51I mean
40:52if I had to commit
40:53with a figure
40:54of how many Bogota residents
40:56they're going to finish
40:57really
40:57with housing
40:59through the pass
41:00of this administration
41:02What would it be?
41:03that figure
41:04in which one can
41:06evaluate it
41:06in the end
41:07of his administration?
41:10I would like to say
41:11I hope
41:12let's arrive
41:13to the closest
41:14of the goal
41:15that we set out to do
41:16in the development plan
41:17and let them tell
41:18what are we doing
41:19all our efforts
41:20to treat
41:21of arriving
41:22the closest
41:22possible to that goal
41:23But if it were
41:24a specific figure
41:25Which one would it be?
41:26That's the point.
41:26if I leave
41:27with a minimum
41:28That's what I'm saying.
41:28I could now
41:29It could be a little more
41:30So what I
41:30I'm trying to say
41:31is
41:32we would like
41:32that we were
41:33the closest
41:34to that figure
41:34acquisition
41:35and lease
41:36that is
41:37about 63,000
41:38but those who
41:39they remain with housing
41:40is written
41:42already
41:42Let's remember
41:43What's going to happen?
41:44by program
41:45started
41:46by reagent
41:47and reduces
41:48with the families
41:52moving forward
41:53in its process
41:54acquisition
41:55with preferential offer
41:56savings
41:57for my house
41:58That's why I'm telling you
41:59I think that's beautiful
42:00I would be
42:01to support families
42:02then
42:02in which they
42:03need it
42:04because there are some
42:04What are they going to say?
42:05I don't need
42:05still the writing
42:06what I want
42:06Let me save
42:08in order to be able to register the deed
42:08on the 28th
42:09then my reflection
42:11is
42:11Hopefully we'll make it
42:13to the largest number
42:14of families
42:15attended
42:16and giving them
42:16this possibility
42:17a real subsidy
42:19nearest
42:19to the goal
42:20of the development plan
42:21which is 63,000
42:22where to find
42:23more information
42:23above all
42:24these plans
42:25of the district
42:26and how to access
42:26clear
42:26for everyone
42:28the counter
42:29we have
42:29one thing
42:29which was an obsession
42:30that I had
42:31from the beginning
42:31and it was
42:32that when people
42:32go to the page
42:33habitat
42:34saw exactly
42:34in real time
42:36allocated subsidies
42:37by program
42:37There you have it.
