Noong 2012, tatlong taon matapos ang Bagyong Ondoy, may isang flood management master plan na binuo para sa Metro Manila at mga karatig-lugar nito, pero hindi raw ito naipatupad, ayon kay Pangulong Ferdinand Marcos Jr.
Pero 1941 pa lang, may master plan na ring tumukoy kung aling mga lugar ang hindi dapat tayuan ng establishments dahil likas na binabaha ang mga ito. Ang problema, hindi rin nasunod ang nasabing master plan, ayon sa mga eksperto.
