00:16Being able to make decisions at a more local level that actually fit the circumstances of that region or that

00:23So mayors can decide what to do on this.
00:25I have to say, it is something that's used around the world.
00:28I mean, if you go to France, you often pay a little tax on your hotel stay or if you
00:33go to New York, similar things there.
00:35So this is not unusual, but it is a discretion that the mayors will be able to exercise.
