00:45to more than 300 Saudi airstrikes.
00:51Hello, welcome from the South. I'm Luis Alberto Matos from the LESU Studios in Caracas, Venezuela. We begin with the
00:57news.
01:10Colombian President Alberto de la Esplera announced new security protocols authorizing police forces to enter university campuses nationwide,
01:17threatening institutional autonomy. During a national address, the head of state claimed that academic freedom must not override public order,
01:25alleging that higher education institutions have become shelters for criminal activities.
01:31The announcement sparked immediate criticism from academic communities, student movements and legal experts,
01:36who want an executive intervention risk criminalizing legitimate political assembly and student protests.
01:43Human rights advocates emphasize that Colombia's constitutional court explicitly guarantees university autonomy
01:50to safeguard academic institutions from state interference and military or police intrusion.
02:05That is why I have issued clear instructions to establish a national protocol for action that allows us to distinguish
02:13between the legitimate exercise of the right to protest and actes of violence,
02:17flagrant crimes, flagrant crimes, danger or extraordinary disruptions to public order that unquestionably require the intervention of the authorities.
02:26The national police will be the primary operational authority to address these situations and may take action when vandalistic or
02:38terrorist acts are being planned from within universities.
02:40I will not allow public universities to continue to be sanctuaries of violence under any circumstances.
02:51In Venezuela, more than 6 million students are returning to classrooms on Monday for the 2026-2027 academic year following
02:59intensive rehabilitation efforts.
03:01According to Education Minister Hector Rodriguez, 84% of the educational infrastructure damage by two earthquakes in central states, including
03:10La Guayra, Caracas, Miranda and Aragua, has been fully restored.
03:14Authorities reported that out of more than 27,000 schools nationwide, 900 sustained structural damages from the seismic events.
03:22Rebuilding efforts have been especially focused on La Guayra, where 239 out of 290 affected schools were prepared in less
03:30than two months.
03:31Educational guidelines for the start of the term emphasize emotional support and student well-being as primary priorities alongside academic
03:40activities.
03:49And in this context, during the official launch of the 2026-2027 school year from the Elias Toro National Elementary
03:55School in Caracas, Venezuela's acting president Rodriguez, accompanied students and faculty back to the classroom alongside Education Minister Hector Rodriguez.
04:04Executive authorities confirmed that nationwide restoration programs continue to rehabilitate the remaining affected schools, prioritizing emotional support networks, updated academic
04:15guidelines and fully equipped facilities to guarantee free, quality public education for millions of Venezuelan children.
04:29And on Monday, Cuba's Foreign Minister Bruno Rodriguez denounced the energy blockade imposed by the United States has had devastating
04:37consequences for the island's population.
04:39The Cuban official noted that threats, pressure and blackmail against international shipping companies have succeeded in limiting and disrupting foreign
04:47trade with the largest of the Antilles,
04:49emphasizing once again that at least 7,000 containers remain detained in various ports around the world carrying cargo that
04:57was previously contracted and paid for in accordance with international trade regulations.
05:01For the most part, these cargoes contain food, medicines and medical devices that the Cuban population needs and that are
05:08essential for better living conditions on the island.
05:17And in Chile, the Mapuche people paid tribute to the 171 members of their community who were executed or detained
05:24and forcibly disappeared during Augusto Pinochet's dictatorship.
05:28The commemorations took place at the Fallon Tua Aliguan Memorial in the city of Temuco, considered the first Mapuche memorial
05:35site and designated a national monument in 2018.
05:38The memorial was initially created to honor 159 victims, but a subsequent investigation updated the figure to 171 documented cases,
05:49ranging in age from a one-year-old child to a 73-year-old woman.
05:52During the tribute, representatives of human rights organizations recalled the operations in the communities and pointed out that several of
06:01the missing persons have still not been located.
06:22In the Ecuadorian capital, Quito neighborhoods remain under preventive monitoring due to the presence of smoke generated by the forest
06:29fires recorded on Sunday.
06:30During the emergency and the operations carried out in the neighborhoods of Itchimbia and La Vicentina, a heavy presence of
06:37smoke was detected.
06:39The mayor of Quito reported that five hectares were consumed by the fire in these two areas.
06:45Bomberos Quito said the blaze was brought under control and that more than 70 personnel and 27 vehicles remained deployed
06:52on cooling operations.
06:53Quito's Secretariat for the environment warned that the smoke and particles produced by the fires can remain in the atmosphere
06:59for several hours and move according to the wind and weather conditions.
07:04Authorities recommended wearing a face mask, staying indoors and keeping doors and windows closed, as well as reducing outdoor activities
07:12and exercise.
07:20In the West Kalimantan province in Indonesia, a thick smoke from forest fires has disrupted airline flights as an intensifying
07:29El Nino water pattern and a prolonged dry season.
07:32Since Friday, a thick white and yellowish haze has blanketed the city of Pontianak, reducing visibility to less than 1
07:39km and hampering firefighting efforts.
07:41The air pollution has also affected several areas on the Indonesian island of Sumatra, forcing schools to suspend learning activities
07:48at school.
07:48The Forestry Ministry recorded more than 202,000 hectares of burnt land between January and July, an area nearly three
07:57times the size of Singapore.
07:58Indonesian authorities have intensified firefighting operations across several provinces in an effort to contain the blazes.
08:11An oceanographic indicators detect unprecedented climate changes in the Pacific Ocean setting off international alarms for prevention.
08:19An analysis by the World Meteorological Organization review irregular warming of sea surface temperatures, which threatens to exceed by 2027
08:27all recorded figures since records began.
08:30They predict that the next year will be the hottest on record with peaks of 1.8 degrees Celsius above
08:36pre-industrial levels.
08:38In its regard, the United Nations warns of threats to health, disruptions to agricultural cycles and losses in production, which
08:47could cause global prices to skyrocket.

09:21Welcome back.
09:22The leaders of Scotland, Wales and Northern Ireland signed a landmark declaration affirming their nation's right to self-determination and
09:30calling on the British government to prepare for constitutional change.
09:33The agreement was signed in Cardiff by Scottish First Minister John Sweeney, Welsh First Minister Rune Abbeirworth and Northern Ireland's
09:41First Minister Michel O'Neill, along Sinn Féin President Mary Lou Macdonald.
09:47The leaders stressed that no government in Westminster should be able to block the democratic right of their peoples to
09:53determine their own future.
09:54The declaration also commits the parties to greater cooperation on issues including the economy, energy and international relations.
10:03The move increases pressure on Westminster as independence and constitutional change once again takes centre stage across the United Kingdom.
10:14The situation which for the first time in history, there are First Ministers in Scotland, Wales and Northern Ireland who
10:23believe that their countries should decide their own future.
10:27And that principle of self-determination is absolutely fundamental to the discussions that we have had today and that are
10:37fundamental to the discussions that we will have in the period to come and all that lies ahead.
10:43Because that principle of self-determination is an inalienable right for our peoples to express.
10:51Now we will each individually be responsible for our own journeys, but we are absolutely united by that principle of
10:59self-determination.
11:00And I think it is not an exaggeration to say that this meeting today and the signing of this memorandum
11:07is historic.
11:09It is that moment where we assert collectively our inalienable right to decide our futures.
11:16And what an exciting project that is for Scotland, for Wales, for Ireland.
11:23And in the United States on Sunday, a second federal judge blocked President Donald Trump's administration from implementing a new
11:30postal service rule that would time mail-in voting requirements.
11:33Washington-based U.S. District Judge Carl Nichols' decision comes as Trump's Republicans' battle to retain control of both houses
11:41of Congress in the November 3rd midterms.
11:43Nichols granted a request from the Democratic Party for a preliminary injunction blocking rule.
11:48Let's recall that, in a separate case, Boston-based U.S. District Judge Indira Talawani blocked the rule on September
11:554th at the behest of Democratic-led states and voting rights groups.
11:59However, the U.S. Supreme Court is still weighing the administration's request to overturn a separate order blocking the rule.
12:06Trump, who falsely claims that his 2020 presidential election defeated was a result of widespread voter fraud, has stepped up
12:12his campaign against voting by mail ahead of midterms.
12:31China is strengthening its role as a leading force in the Global South during the 18th BRICS Summit, which concluded
12:37this weekend in New Delhi.
12:39Today, President Xi Jinping outlined the bloc's new priorities. Our correspondent Bruno Falsy in Beijing has more.
12:47The 18th BRICS Summit, held in New Delhi on September 12 and 13, concluded with new agreements and proposals to
12:56strengthen cooperation among its member countries.
13:00During the meeting, Chinese President Xi Jinping presented China's priorities for the bloc's next stage.
13:07President Xi Jinping's proposal for the BRICS countries to take on the four pioneering roles left a deep impression on
13:16me.
13:16In particular, it called for efforts to build a more just and equitable global governance system and enhance the voice
13:24of the Global South.
13:25I believe this shows how China's four global initiatives are being translated into a more concrete action through BRICS operation.
13:35For countries of the Global South, this provides a broader platform to participate in the global governance and promote common.
13:42On the sidelines of the summit, Xi Jinping and Narendra Modi agreed that China and India should be partners rather
13:50than rivals,
13:51and highlighted the importance of strengthening bilateral cooperation and coordination within BRICS.
13:58China is engaging not only through the BRICS mechanism but also through other international cooperation platforms involving the Global South,
14:05where the majority of the world's countries, where the majority of the world's countries are represented.
14:08Through these mechanisms, China has accumulated extensive practical experience.
14:12We hope China can draw on this experience to provide concrete and effective support and assistance to countries around the
14:18world.
14:18China will assume the BRICS presence in 2027 and host the bloc's next summit.
14:25With 11 member countries, the group represents nearly half of the world's population and around 40% of global GDP.
14:36China led BRICS three times during the first quarter of the 21st century.
14:42Now it is essentially its turn to open the door to the second quarter of the 21st century.
14:47This second quarter is full of great challenges and profound shifts,
14:51with the values that have been built up through global solidarity entering a new era,
14:56where the impact of fundamental technologies such as artificial intelligence and green technology is calling for a leap forward.
15:03So I see a very strong interaction between the global South, China's leadership proposal for change toward the future,
15:10and a common acceleration toward shared growth.
15:18The New Delhi declaration also endorsed greater participation by developing countries in global governance and reform of the multilateral system,
15:29two of the main priorities defended by China during the summit.
15:34Bruno Fauci, Beijing, China for Telesur.
15:40And the World Jewel Festival is underway in Yekaterinburg, Russia, bringing together more than 10,000 delegates and young leaders
15:47from 191 countries.
15:50Operating under seven strategic thematic pillars, the International Summit aims to foster
15:55intercultural dialogue, scientific exchange, and sovereign cooperation among emerging economies.
16:01Organized through seven strategic pillars, the festival gather social activists, researchers, and environmentalists focused on sustainable development for emerging economies
16:11and the global South.
16:13Delegations are participating in working groups on technological innovation, energy transition, and social welfare,
16:18while engaging in cultural exchange routes designed to foster sovereign cooperation and defeat unilateral geopolitical barriers.

17:10Welcome back.
17:11On Monday, the Yemeni Armed Forces started Saudi Arabia's King Khalid Air Base with ballistic missiles and drones in response
17:18to more than 300 Saudi airstrikes.
17:20According to the spokesperson for the Yemeni Army, Brigadier General Jaya Sadi, the country's military units carried out a large
17:27-scale operation against a major air base in Saudi Arabia's southern region of Asir.
17:32This way, dozens of domestically manufactured ballistic missiles and combat drones hit military installations and infrastructure aircraft hangars,
17:41air systems, runways, arms depots, and other designated targets inside the Saudi location.
17:46Sari stressed that the action was in retaliation for the latest bout of Saudi military aggression and reaffirmed the Armed
17:54Forces' commitment to continue their military operations deep inside Saudi Arabia as long as attacks continue.
18:05An amid clashes with Yemeni Armed Forces Saudi Crown Prince Mohammed bin Salman requested assistance from Israel and other countries
18:12in the region to confront Sana'a's retaliation.
18:15The dramatic sources in the region explained that the request included access to intelligence information with the aim of preventing
18:21Yemen from closing the Bab al-Mandeb Strait.
18:24For this part, Rajat turned to the Gulf states and Egypt after receiving no response from the United States following
18:30its request for direct military intervention.
18:39And Iran officially denounced on Monday a war crime committed by the United States against the southern city of La
18:44Mergue.
18:45Precisely, Foreign Ministry spokesperson Ismail Baguia stated during a visit that Washington's March 1 missile attack on the southern city
18:53was carried out with four Lockheed Martin cluster missiles,
18:57each packed with 180,000 sharpened fragments whose use constitutes a war crime according to international humanitarian law.
19:06The strikes killed 21 residents and injured 180 more, leaving several children to live with disabilities and pain six months
19:14on as tungsten pellets from the missiles remained lodged in their bodies.
19:19Baguia called the attack a deliberate experiment on civilians and said Iran would gather testimony, medical records and physical evidence
19:26to build a case and demand justice in international forums.
19:35And according to local agricultural authorities, military operations and blockade restrictions have damaged more than 85% of farmland across
19:44the Gaza Strip, severely impacting local food production.
19:47Ministry official Baja Aga reported that 87.6% of agricultural lands have sustained damage while livestock and fishery production
19:57have recorded losses between 85% and 90%.
20:00Destruction has affected soil quality, water wells and irrigation networks, leaving approximately 3% of agricultural land safely accessible and
20:10cultivable.
20:11Resuming farming operations remain restricted by shortages of essential agricultural inputs, including seeds, fertilizers and pesticides blocked from entry, contributing
20:21to supply scarcity and increased food prices throughout the territory.
20:31And in the Gaza Strip, five Emirati 8 convoys carrying 819 tons of relief supplies entered the city from Egypt
20:39in the last week as part of the United Arab Emirates Gallant Night Free operation.
20:44Dozens of 8 trucks moved through the Rafa crossing while teams from the operation supervised the delivery.
20:49The five convoys comprise 63 trucks carrying food and other relief supplies, according to the Emirates news agency, which said
20:59the shipment was intended to help meet basic needs inside Gaza.
21:03The delivery follows another five Emirati 8 convoys that entered Gaza a week earlier carrying 533 tons of supplies.
21:11The UAE launched Operation Galant Night Free on November 5, 2023, on the instructions of President Sheikh Mohammed bin Sayyid
21:20al-Najnan to provide humanitarian support to Palestinians in Gaza after October 7, 2023.
21:33And in Israel, the human rights organization SALAM has published a report alleging coordinated actions by state authorities and sector
21:40groups undermining Palestinian collective life in the occupied West Bank.
21:44The report states Israeli measures are part of a systematic and accelerated project to dismantle the foundations of Palestinian existence
21:51and to install a permanent system of Jewish supremacy across the territory.
21:56Likewise, the group accuses the open cooperation between state authorities and armed settlers, including the use of state-supplied weapons
22:03and vehicles in attacks on Palestinian communities.
22:05In this context, the report shows that as of July, nearly one-fifth of the West Bank have come under
22:12control of armed settler militias.
22:18As we sit here in Jerusalem, a catastrophe is unfolding across the West Bank.
22:24Every day, Israel kills Palestinians, drives communities from their homes, seals towns and villages, cuts families off their land, and
22:35pushes the Palestinian economy and public institutions deeper into crisis.
22:41We wrote this report because looking at this development separately no longer captured the totality of the violence.
22:51For nearly three years, Israel has been systematically dismantling the conditions for Palestinian collective existence in the West Bank, while
23:02making Israel's control and Jewish presence increasingly permanent.
23:07This is the elimination project.
