02:07To discuss a little bit the hype and the very high expectations
02:11Jorge, you know why this speech is important
02:13Because you're here in the bristles bubble
02:14But tell our viewers why it is
02:16Well, I think it's important by default
02:18Because it's the only big EU speech that we have every year
02:21So the tradition began in 2010
02:24So relatively new to improve relations between the European Commission and the European Parliament
02:29So it happens in mid-September
02:31This is the start of the legislative cycle
02:34The European Commission President goes to Strasbourg
02:37Addresses the Parliament
02:38And basically sets the agenda for the next 12 months
02:41So the speech is known for its duration, about one hour
02:45And also its scope because it covers multiple topics
02:49It's a combination of announcements, new ideas
02:52And also reflections on the state of Europe
02:55Our challenges, the direction we're going
02:57And what topics should we look out for?
02:59I guess this sanctions story will feature as well
03:01I think this one for sure
03:03I think support for Ukraine sanctions on Russia will be high on the speech
03:07Because we know, I mean, there's a new escalation that Russia is launching against Ukraine
03:11The situation is very dire on the ground
03:13We can also expect things about reforming the enlargement process
03:18We can expect defence readiness after the strain of hybrid attacks we have seen across Europe
03:24Many of them attributed to Russia
03:25And we can also see other topics
03:27For instance, the social media restrictions for children that you mentioned at the beginning
03:31We can expect, for instance, climate action after the devastating wildfires
03:36And the record-breaking heatwaves that we had this summer
03:39We can expect migration to be there in the speech after the Ceuta border crisis
03:44And of course, China
03:46Because we know there's a deadline looming in October to really rebalance these straight relations
03:51And I have to say there will be a section specially dedicated to our relations with Canada
03:56Canadian Prime Minister Mark Carney will be there in Strasbourg watching von der Leyen give this speech
04:30And he'll be speaking then on Thursday, won't he?
04:32And let me tell you, Maeve, the European Union has never seen a far-right France
04:36We don't know what a far-right France can do, can say, and how much it can paralyze our political

05:34Just tell us, what are you looking out for in this State of the Union speech tomorrow?
05:47So we're joined from Strasbourg by Roxana Minsatou
05:50That is the Executive Vice President of the European Commission
05:53We seem to be having a little bit of a technical glitch trying to cross over to her
05:57But I'm still here with Jorge in our studio
06:00Who can give us more of a teaser of that speech that's coming up tomorrow
06:03I mean, as you said, Canada will feature greatly
06:07And there was a bit of a confusion over whether or not, as well, Ursula von der Leyen
06:10Would be sticking around in order to watch the speech by Justin Trudeau
06:14Which will come, or Mark Carney even, which will come on Thursday
06:17Yes, indeed
06:18Initially, the spokesperson of Ursula von der Leyen said that she will not stay for his speech on Thursday
06:24But then after the backlash, you know, they changed the line
06:27And now she is indeed staying for his speech
06:30So I think this is reciprocity
06:32It is indeed

07:13So we can expect to look at the steps that we have done as Commission
07:18And what we plan next for the incoming year
07:22And it will for sure be an inspirational message
07:27One that will speak directly to each of the 450 million Europeans
07:32That will be, I hope, a lot of them listening to the State of the Union speech
07:37Well, that's a good point
07:38Because often this is a very policy-heavy speech
07:41Not really focused on the millions of Europeans
07:42But of course, we'll have to tune in tomorrow to have a listen
07:45But today, of course, you're presenting the much-anticipated
07:48Fair Labour Mobility Package, Commissioner
07:51That's the biggest proposal of your mandate
07:53Can you just tell us in practical terms
07:55What will change for European workers here?
08:01Yeah, it's a game-changer
08:03I expect looking at a simple sentence
08:07That wherever you choose to travel in Europe
08:10To study in Europe, to work in Europe
08:12Your social rights and your skills and your qualifications
08:16Can travel with you
08:17And that's the cornerstone of the single market
08:20But also of the European social model
08:22What we have seen in practice for decades in Europe
08:26And at the same time now as we speak
08:28Is that maybe in order to get your professional qualifications recognized
08:33When you move from your home state to another EU state
08:36You have to make a lot of trips to different institutions
08:40You have to wait for months
08:42Sometimes more than a year
08:43Before you can get into a profession
08:46Even though you have the training
08:48You have to pay for that
08:49It's also very complicated for employers
08:52Especially SMEs
08:54To get the talent that they need
08:55I have met so many talented people
08:59That, you know, have wasted simply their skills
09:02Their training for months, for years
09:04That have worked in underqualified jobs
09:08Because they couldn't get their skills recognized
09:11So what we will do with this package
09:13Is include digital, AI, common frameworks
09:17Through legislation, through regulations and directives
09:21This will be a strongly legislative package
09:23So that we will make it faster and easier
09:26For EU nationals to have their diplomas recognized
09:30We are looking at actually moving everything that we can
09:34Into an app with all the technical background that is needed
09:39But we're also going to look at social rights
09:42So workers that are posted
09:44Workers that are working cross-border

09:49They need to have a safe, digital, social security pass

10:13Have promised to stop strikes on energy targets
10:16As fuel prices continue to spike across the world
10:19This comes after a weekend of Russian attacks
10:21That even struck a Ukrainian gas station
10:24Just by the Polish border
10:26For more, we're joined now here on set
10:27By our very own Sasha Vakilina
10:29Good morning, Sasha
10:30So just tell us, what exactly has President Donald Trump said
10:33And do his words really carry weight?
10:36Well, they do, certainly
10:37But they did come as a surprise
10:38Not only to those who are covering the situation
10:40As journalists covering and following Russia's war against Ukraine
10:43But even to the Ukrainian officials, maybe
10:44For whom that statement came in as a surprise
10:46Because for them, that was a rather idea
10:49A proposal on the table
10:50But not at all a done deal
10:52When President Donald Trump said that the deal is done
10:55And he posted on his social media
10:57And Truth Social
10:58Ukraine has agreed not to hit Russian energy targets
11:01Russia has agreed to do
11:03Likewise
11:03The world's diesel price rise is mostly caused by the Russia-Ukraine war
11:08Not Iran
11:09I think it's fair to say that, you know, it came as a surprise to everybody
11:12Whilst it was interesting to watch how it was taken
11:15And commented upon in Moscow
11:18With Russian officials saying that
11:19It was Ukraine promised not to target Russia's energy site
11:23But there was not a single word about whether Moscow agreed to do the same
11:27And how significant would it be if Ukraine did stop striking Russia's energy infrastructure
11:32And of course, vice versa?
11:33Would be very significant indeed
11:35This is something that Ukraine has been offering for months
11:37This so-called energy truce
11:40Now, it's important to differentiate the different strategies
11:42Russia is targeting Ukraine's energy infrastructure
11:46Civilian energy infrastructure
11:47Trying to put pressure on the Ukrainian population
11:50Specifically, and to force Ukraine into surrender
11:53When it comes to Ukraine
11:54Ukraine's strikes on, specifically Russia's oil facilities
11:58Have a different aim
11:59They are there to stop the money-making machine
12:03The oil industry that is financing Russia's war against Ukraine
12:06And those attacks had huge effect
12:08Recognized also, according to Romanian presidents
12:12Our colleagues by Euronews Romania
12:13Spoke exclusively to the president of the country, Niku Shordan

14:34Just tell us how serious is the situation
14:37And what does it mean for Europe?

14:42Because these three pressure points are all connected
14:44And we may be seeing the formation of a perfect storm for global energy markets
14:48You have the Strait of Hormuz on one side of the Arabian Peninsula
14:52Which is already extremely difficult for shipping
14:54Saudi Arabia has an alternative
14:56The East-West Pipeline
14:57Which allows oil to move across the country through the Red Sea
14:59Avoiding the Hormuz altogether
15:01But that is now shut due to recent drone attacks
15:04And we now understand it could take three to five weeks for it to repair
15:06And that's significant
15:07Because it was pumping out four million barrels of oil per day
15:10And then on the other side you have the Bab al-Mendab
15:12The gateway from the Red Sea to the Indian Ocean
15:16The Houthis have been advancing there
15:18Taking two strategic islands
15:19So essentially the main route, the main alternative
15:22And the Red Sea are all under pressure at the same time
15:25And Europe is clearly concerned
15:26European Commission President Ursula von der Leyen
15:29Has condemned the attack on Saudi Arabia
15:30And she said
15:31We will continue working with our partners for safe, free navigation
15:35Through the Strait of Hormuz
15:36And for stability in the Middle East
15:37We all have a stake in this
15:39Now oil prices rose 2% on Monday
15:41And if this continues, Maeve
15:43That can eventually filter through to fuel prices

16:27I think we need to be worried
16:29Because these are real risks that exist
16:33The risk of loss of control
16:34We should not underestimate them
16:38And also we should not overestimate them
16:41In the sense that we have the technical capabilities
16:44To put guardrails
16:46To slow down the pace in a way that is safe
16:49We need the political will to do it
16:52And I want to underline that the European Union
16:55Already has legislation to actually act in this sense
17:00To investigate the risks of the most powerful models
17:05These are the powers that the AI act
17:08At the beginning of August this year
17:10So just a few weeks ago
17:13As given to the European Commission
17:15To actually play a public governance
17:18Public safety role on the risks of the most powerful models of AI
17:23So we have been leading the effort globally on safety
17:27And now everybody's talking about it
17:30Now we need the political will to actually put this in place
17:35To actually work with the powers we have given the public institutions
17:39And we need international cooperation
17:40We need the US
17:41We need China
17:42We need the European Union to work together

17:45I mean we heard last night
17:46President Donald Trump saying
17:47This is a hoax
17:48These latest warnings
17:50Do you think we really need
17:51It's time for a global rule book
17:53One rule book on AI
17:57Well I want to be clear
18:00We have in a few months
18:04A vote in US
18:06That will change the political balance
18:08And I think that President Trump
18:10Will need to take that into account
18:12His reactions for now
18:15Are we can say
18:17A bit in another direction
18:20Than the leaders of the main companies
18:24But also of prominent voices on AI regulation
18:28From academics like Professor Benjo
18:31To Senator Sanders
18:33That have said it clearly
18:34We need a global treaty on this
