00:44With respect to the recruitment of temporary workers. The lights are first and foremost, and certainly the school office.

01:27All of this is preceded by the so-called zero bulletin, that is, the bulletin which regardless
01:35ensures educational continuity. We are talking about thousands of appointments made to ensure
01:44to students with disabilities the teachers of the previous year. Therefore, both in terms of timing and number
01:55This year certainly started with some positive things. The thing to note, for that matter,
02:07as I was saying before, the structural problems are those specific to our recognition system
02:13on which we as Cislo Scuola have been fighting for years for an increase first of all in the levels
02:21of stabilization which also lead to an increase in the quality level. From this
02:27point of view, so giving some numbers, it is true that in Lazio there have been, so
02:33the regional classical office has ensured approximately 4 thousand teacher appointments among the various
02:41disciplines and among these over 500 appointments of support teachers who therefore ensure
02:49precisely the continuous one we mentioned before. On the other hand, it should be noted
02:55that are missing, it was not possible to carry out a significant number, some hundreds of
03:05appointments, for example on disciplines, the so-called STEM disciplines, therefore all technical subjects,
03:13scientific due to lack of aspirants. This, for example, is a clear example of a given
03:22It is essential to entrust the recognition system to competitions only, I remember that
03:31we come from a raffia of competitions, three PNRR competitions, that is the implementation
03:36of the national recovery and resilience plan, three in a row, which however
03:43they do not cover and in reality there is a need for the cards of the vacant positions, which are then filled with temporary workers.
03:48So this is an important fact that makes us say, it makes us as CIS the school further
03:56to reaffirm what is an urgent need of our recruitment system, namely
04:01return to what was a system of the 90s, that is, to support competitions, a system
04:05of encumbrances for titles, in this we have the GPS and therefore a so-called double channel
04:13of recruitment for which to exhaust the burdens of the competitions one goes to take from the burdens
04:18of those who have qualifications and first of all professional experience, then of those who actually
04:24then he works daily in our classes and therefore deserves to be recognized
04:31of one's professionalism and possibly in one's stabilization.
04:34Last thing about precarious workers and this always speaking about the number, because then the number

05:05ensured through a mechanism that was introduced by this government, which however does not
05:12enough, then we say to give continuity we have to stabilize, because to return to stability

05:23precisely they guarantee first of all the inclusions on the most varied fragilities, you see a difference
05:32abysmal between the legal organic, the one on which emissions can be made and the so-called
05:36derogation positions, not to get into technicalities, but the positions that are essentially needed
05:42to ensure the service but are never considered in the stabilizations, which are
05:46annually filled by temporary staff, here's how there are schools on this too
05:50our proposal is clear, that is to adapt the legal staff of the support to that
