00:29Preliminary investigation is a step in criminal proceedings where prosecutors decide if there's enough evidence against the respondents.
00:36Clevano says this is the initial list and there are still more water districts under investigation and more cases in

00:42In a statement, Manny Villar says they have yet to receive copies of the complaints and adds they will respond
00:48to the complaints at the proper time.
