00:19In a statement, the Ministry clarified that Bhumiputra equity ownership matters
00:25fall under the Economic Planning Unit, under the Economy Ministry, and said the explanation was intended
00:31to ensure accurate and clear information was conveyed to the public.
00:36The issue surfaced after Petaling Jaya MP Li Qiancheng highlighted Education Ministry guidelines
00:42requiring tuition centres to have 30% Bhumiputra equity to renew their licences.
00:48The Melaka Action Group for Parents in Education opposed the requirement,
00:52arguing that Bhumiputra participation should instead be encouraged
00:56through measures such as financing, training and grants.
01:01Independent scholar Sharifa Munira Alatas also opposed the rule,
01:05arguing that it was unfair to existing operators
01:08and that it did not encourage Bhumiputra entrepreneurship.
01:12Meanwhile, former Deputy Education Minister P. Kamalanathan said
01:16licensing should not be used as a tool for equity restructuring.
