00:41but persisting insecurity and lack of dialogue could remain potential obstacles to nationwide pause.
00:47It would have been better if all oppositions groups and the government set down for a dialogue
00:56to address the differences and concern from different oppositions.
01:03That thing did not happen because the peace agreement itself was partially implemented
01:09and that is why opinions are still divided as to whether election be held or not.
01:17The government has failed to implement almost any of the preconditions set out in a 2018 peace agreement,
01:24including voter registration, the unification of rival armies and a complete constitution.
