00:00It's really hard to believe that the sort of the the referendum that we sort of held
00:04was over 10 years ago now um and of course the experience of that was somewhat chastening and
00:11remember of course Joe Cox he was murdered during that sort of campaign not directly as a result of
00:15Brexit but of course it happened in that sort of that somewhat febrile sort of crisis um that that
00:20was uh well produced the sort of the Brexit vote which of course we always sort of have to recognize
00:25was 48th to stay in the sort of the um or remain the point i make about all this is
00:30that we sort of
00:31took a leap into the unknown because of course it was a sort of an advisory vote and that is
00:34important
00:35so the government of that time which of course was the sort of conservative government then led by
00:40uh david cameron well of course cameron after the result he sort of jumped out and left it teresa
00:45may to try and sort of pick up the pieces burnham's government is pursuing closer cooperation with the
00:51eu on trade security and industrial policy including efforts to protect british manufacturers from being
00:59excluded from the eu's proposed made in europe rules labor's 2024 manifesto ruled out rejoining the
01:08single market or customers union and also ruled out a return to freedom of movement during this parliament
01:17burnham has not overturned those commitments asked whether a future labor manifesto could promise to
01:24rejoin the eu he said that was a question for another day no referendum has been promised research by
01:33british future suggests support for closer practical cooperation is stronger than support for reopening the
01:41brexit question itself with voters still divided over another referendum and the trade-offs involved
01:49now one of the people that was involved in sort of um being anti sort of uh leave was keir
01:55starmer and
01:56i think he was very effective in that put lots of good arguments but i think this of the whole
02:00process
02:00for him was personally sort of uh you know difficult and therefore of course i think it was hardly
02:05surprising he didn't want to revisit that so of course brexit under keir starmer or certainly any sort of
02:10prospect of sort of rejoining was off the agenda andy burnham i think is is a little more sort of
02:16savvy and recognizes that according to the polls that we see it's not clear-cut but there seem to
02:22be a majority of people who want to join now does that mean i think there's going to be a
02:25referendum
02:26anytime soon no i think it's it's probably early days and nonetheless of course even if we wanted to
02:30join i think they would be sort of somewhat sort of um worried about sort of letting us back in
02:36only for
02:36sort of perhaps a new government to come in in the future who would take us back out so we
02:40they don't
02:40want to be engaged in some form of hokey-cokey but what burnham does also recognize is that we need
02:46to
02:46produce economic growth and sort of cutting off if you like trade and i know it's not exactly as
02:51clear-cut as that but making it difficult you know effectively imposing sanctions upon ourselves to do
02:56trade with our nearest partners which of course is the the largest trading block in this of the world
03:01has been economically suicidal so andy burnham i think he's trying a softly softly approach but of
03:07course he's not going to sort of nail his colors to any sort of mass anytime soon so even if
03:11there
03:11were a sort of sudden shock election either this side of christmas and i don't see that but maybe
03:16early next year i suspect it would be sort of um a form of words which is no commitment to
03:22rejoin
03:22which of course he can't guarantee anyway but perhaps um making the relationships with the eu
03:27more effective in terms of trade and sort of travel and so on and so forth and i think perhaps
03:32perhaps to sort of conclude there would be a lot of sort of sympathy for that from sort of people
03:36who recognize that going abroad and we've heard a lot about this um in recent years you know the
03:40fact that we have to pay to use our mobile phones but also this summer in particular that the fact
03:45that we've had the biometric system and the cues of people because of course we become when we enter
03:50in the eu as british citizens no different to anyone else in the world which of course has not worked
03:55particularly well but people have missed planes and it causes queues and it's been sort of really
03:59problematic and of course the sort of the technical issues may get solved but hey wouldn't it be great
04:04in my opinion to be able to sort of go back to sort of the um a system where we
04:08could sort of go in
04:08but of course what we have to also remember when we left the eu you know we left on a
04:13very preferential
04:14sort of trade terms and it may be that so the e would demand us to sort of to have
04:19um to abide by their
04:20terms which of course would include the freedom of movement of people which is different difficult
04:24and maybe and this is would be could be a real um game change or might be sort of a
04:29uh a game end
04:31as it were the fact that we would have to sort of to revert to using the eu's currency the
04:36euro i don't
04:37think that sort of people would want that or not sort of attuned to it so i still think it's
04:41a
04:42generational thing but you know if andy burnham is trying to sort of get us back to sort of to
04:47better working relationships which is benefits us um well culturally perhaps socially and
04:54economically then that is no bad thing but hey a long way to go yet so the immediate question is
05:00not
05:00whether britain reverses brexit but how much closer it moves towards europe burnham has left the long
05:08term door open while keeping labor's existing commitments unchanged
05:13and then that is the new one to be arranged
