00:00California Governor Gavin Newsom has signed 10 gun control bills into law, including SB 948,
00:07which would require new gun owners as of July 1st, 2028, to take and pass a gun safety course.
00:14It would also require people moving into California to take the gun safety course if they want to keep their
00:20firearms.
00:20Now, SB 948 is almost certain to be challenged in the courts by Second Amendment advocates,
00:26just like every one of Newsom's major gun control laws has been challenged.
00:30He has a mixed record in the courts.
00:33Some of his laws have actually been upheld, some of them have been struck down,
00:36and many of them are still making their way through the legal system.
00:39But the point here for Gavin Newsom, especially with the 2028 presidential contest looming,
00:44is to show that he's willing to do whatever it takes on gun control.
00:48And his primary audience is the Democratic Party presidential primary electorate.
00:53He is less concerned with what is actually constitutional and likely to stick around
00:57with showing that he is a leader on gun control.
01:02Recall that a few years ago, Newsom proposed calling an Article 5 Convention of the States
01:08to consider amendments that would change the Second Amendment.
01:12An Article 5 Convention is a procedure that has never been used before
01:16to call a Convention of the States together to propose constitutional amendments.
01:20It can be called with the approval of two-thirds of the states.
01:24Conservatives have pushed for Article 5 conventions for a few years now,
01:28led by radio host Mark Levin.
01:30They say that they want to pass constitutional amendments
01:33to shore up the original structure of the Constitution.
01:36Newsom wants to use the Article 5 Convention for gun control.
01:40It's not going to happen, at least not without the support of the Democrat-run blue states,
01:44who have been rather cool to Newsom's idea.
01:45But once again, Newsom wants to show that he is a leader on gun control.
01:49And with signing these 10 bills, including SB 948,
01:52he is doing just that right before he declares a likely presidential run in 2028.
