00:00Well, it goes without saying, these past two years, Donald Trump has brought fear,
00:04he's brought anxiety, disruption, and stress to our immigrant communities. So today,
00:08I signed a number of bills to strengthen transparency, to strengthen accountability
00:13and oversight around federal immigration enforcement and civil detention in our state.
00:19We will be implementing a 25% tax on any private detention facilities currently operating in
00:26California. If we can't kick out private facilities, we'll go after their profits and give them back
00:32to the communities that deserve them. We're also banning the Orwellian practice of using
00:37shock gloves in enforcement activity, as well as further protecting access to our court system.
00:44We're going to be safeguarding critical family assistance. We may not be able to dictate federal
00:50immigration enforcement policy, but we can make clear that activities taking place
00:54in California will be subject to California law. This is about stepping up, stepping up where
01:00the federal government has failed our diverse communities. California will continue protecting
01:05our people, upholding the rule of law, and being clear that federal government must operate
01:12in our state with accountability and transparency that we all deserve.
