01:14A liquidator's report said MacArthur Energy owed more than $3 million to 79 unsecured creditors,

01:25MacArthur Solar's director, Matthew Cox, did not respond to the ABC's interview request or questions.
01:33Energy Minister Chris Bowen said the taxpayer rebate could not be claimed until the battery was installed
01:39and the government has zero tolerance for poor behaviour.
