00:23We arrive in Barcelona, the capital of Anzoategui, an urban center where more than 560 communal councils are active
00:32along a route that takes us to the El Carmen Parish.
00:36There, the Cacique Guaicaipurl and Ezequiel Zamora communes share an industrial warehouse
00:42to transform technical know-how into productive sovereignty.
00:46In this space, young people receive training in administrative processes and metalworking.
00:55Not only to prepare steel wire rod, but also to ensure that the communal social leadership
01:01extends beyond local work and is consolidated in productive companies.
01:09This has been support from the National Institute for Socialist Training and Education,
01:13as an institute that we started because we, as the spokespersons,
01:17are the people who defend social and political causes in the territories.
01:20We seek to solve a problem, but now we've moved beyond the local level, beyond isolation,
01:24and have reached to the productive empowerment, which is what this company represents.
01:29This company is also a pillar, not just the Ezequiel Zamora commune.
01:33There is also the Transportation Company, a company belonging to Fruto Viva,
01:37that implements the recycling initiative in collaboration with the Cacique Guaicaipurl commune.
01:43Between machines and organization, young people take the lead in putting what they've learned into practice,
01:49demonstrating that with discipline and technical training,
01:53the commune takes control of its own production.
01:56A technical rigor that requires precision in the maintenance and constant calibration of the machines
02:02to ensure the success of each operational cycle.
02:10This is the main server for the machines, since each frequency converter controls one cycle of each engine.
02:15Each engine is set to a specific point, and each one increases by two points.
02:19If an engine exceeds that value, the steel cables will begin to break, and that cannot be allowed.
02:23The variable frequency drive maintains that constant speed,
02:26one after another, one millimeter, one and a half, two, two and a half successively.
02:34In this same warehouse, the Ezequiel Zamora commune is also promoting a recycling project
02:40where solid waste collection is transformed into raw materials
02:43and enhances environmental awareness in the area.
02:51We are here sorting the plastic, which comes from the communities around the commune.
02:58We have the machinery that allows us to obtain the raw material,
03:01focusing on the final product, which is working material.
03:09This is possible thanks to the communes.
03:11We have 16 communal councils, from which we receive support.
03:17We see it as trash, but the reality is that it will benefit us in the future.
03:24This has helped the communes keep its streets clean, as well as the yards of their homes,
03:28because it's something we don't buy,
03:30but the commune recognizes the effort and the small contribution it is making.
03:39A transformation that turns plastic into eco-friendly structures and parks,
03:44turning what was once trash into public spaces.
03:50We decided to promote recycling because of the many complaints people had about trash.
03:55Back then, people would throw their trash onto the streets.
03:59You'd walk down any street and it would be filled with trash.
04:01On the corners, it was a problem.
04:04Obviously, people shouldn't throw trash on the street, on the sidewalks, or on the corners,
04:08but rather they should establish a recycling process in their homes.
04:11That is, we sort the plastic,
04:13and we do this through the technical committees for recycling and clean-up.
04:17And the impact we can have as a commune is when we arrive at a park or a school,
04:22when we arrive at a communal park.
04:23And every time we see the smiles on those children's faces
04:27and see people's reactions when we talk about our experience and tell them,
04:31look, that comes from the trash we generate ourselves.
04:39This is how the municipality is moving forward with 29 communes,
04:43strengthened by local industry, self-management, and real solutions for its people.
