00:00OCR VA – Digital Check-ins for Voters
00:03Imagine turning up at a polling station, presenting your MyCard, and having your attendance recorded automatically.
00:11That is the idea behind OCR VA, or Optical Character Recognition Voter Attendance,
00:17a system the Election Commission, or EC, is introducing to modernize Malaysia's elections.
00:22But while the technology promises greater efficiency, it has also raised questions about transparency, reliability, and public confidence.
00:32How does it work?
00:33Unlike the manual process where names are crossed off a paper,
00:37the OCR VA scans information on a voter's MyCard to record and mark their attendance digitally.
00:44After that step, the process is the same as the current practice.
00:47The voter's finger is marked with indelible ink before they are given a ballot paper to vote.
00:53The aim is to speed up verification, reduce manual errors, and allow election officials to monitor voter turnout in real
01:00time.
01:01Importantly, it does not involve casting or counting votes.
01:05Existing voting procedures remain unchanged.
01:08So, why the controversy?
01:11The system was first tested during the Negeri Simbilan state election on August 1st,
01:16covering seven polling streams in Ampangan.
01:19But the pilot project drew criticism over how it was introduced.
01:24Party leaders claimed that candidates should have been briefed beforehand about the procedures before being rolled out.
01:31Others had bigger concerns.
01:33Some political leaders called for clearer safeguards on cybersecurity, personal data protection, and system reliability.
01:41According to the EC, the system performed well during its initial trial.
01:45But evaluations of its technical performance, data security, and effectiveness are ongoing.
01:52Soon, the OCR VA will face a bigger test.
01:56It is set to be used across all 28 constituencies in the Melaka state election on November 14.
02:02It boils down to this.
02:04The question is not simply whether technology can make voting faster.
02:08It is whether it can do so without compromising transparency, excluding voters, or undermining trust in the electoral process.
02:17Because in a democracy, efficiency matters.
02:20But public confidence matters just as much.
02:23It is not always.
02:23I don't know.
