Leading Valletta Through a Vision of Inclusive and Sustainable Urban Development

Olaf McKay, Mayor of Valletta, represents a model of local leadership that places people, community wellbeing and the long-term vitality of cities at the centre of public administration. As the elected leader of Malta's capital, a city internationally recognised for its extraordinary cultural and architectural heritage, he operates at the intersection of community needs, urban management, tourism, cultural preservation and sustainable development.

Since assuming office in July 2024, McKay has advanced a people-centred approach to municipal leadership, emphasising the importance of translating residents' concerns into practical action. His vision recognises that the success of a capital city cannot be measured solely by its international profile, tourism activity or architectural significance. It must also be assessed through the everyday experiences of the people who live, work, study and grow older within its neighbourhoods.

For Valletta, this responsibility is particularly important. The city must preserve its historic identity while responding to contemporary pressures involving housing and neighbourhood liveability, public-space management, mobility, environmental quality, demographic change and the relationship between tourism and local community life.

McKay's leadership agenda reflects the importance of balancing these interconnected priorities. By placing community services, social inclusion, public-space improvements, sustainable tourism and responsive governance within the wider municipal agenda, he advocates an approach to urban development that seeks to protect the city's heritage while ensuring that Valletta remains a living, accessible and welcoming place for its residents.

His contribution is particularly relevant to the global sustainable development agenda, where local governments play a critical role in translating broad principles into services, infrastructure, public programmes and improvements that people can experience in their daily lives.
