00:34U.S. Special Envoy Steve Witkoff has met with Ukrainian President Volodymyr Zelenskyy in Oslo.
00:41The talks are hosted by Norway in Finland as part of renewed diplomatic efforts to end Russia's war in Ukraine.
00:48Norway Witkoff is expected to travel to Moscow for talks with Russian President Vladimir Putin.
00:53The Oslo meeting brought together Zelenskyy, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Garstotter alongside Witkoff with Donald
01:03Trump's son-in-law, Jared Kushner, joining remotely.
01:07Stotter confirmed that Kiev had specifically requested the participation of the two American envoys.
01:13He described the meeting as an opportunity to put diplomatic efforts towards ending the war on a more constructive footing.
01:20Representatives from the E4 countries, the UK, France, Germany and Poland, as well as the EU and NATO, are also
01:28expected to participate.
01:30Witkoff's planned meeting with Putin is expected to address the possible release of Stephen Hubbard.
01:36The 74-year-old American citizen is detained by Russia since 2022 and was sentenced to almost seven years in
01:44jail for allegedly fighting as a mercenary for Ukraine.
01:53The EU's foreign policy chief, Gaia Kalas, has warned that suspected Russian drone strikes on civilian shipping in the Black
02:00Sea are piling further pressure on global food supplies.
02:03Gaia Kalas said vessels had come under attack six times in ten days.
02:08The strikes have hit ships off the coasts of Romania and Bulgaria.
02:12Russia is intentionally weaponizing food and undermining global food security, in particular Africa, Asia and Middle East.
02:21To avoid further deterioration of the situation, the European Council calls for the immediate restoration of safe passage for civilian
02:31shipping, merchant and commercial vessels in the Black Sea.
02:36Gaia Kalas has accused the Kremlin of trying to choke off Ukraine's income.
02:40Ukraine is one of the world's leading exporters of wheat, maize and barley, most of which leaves the country by
02:46sea.
02:47Last week, EU leaders called for safe passage for civilian shipping in the Black Sea to be restored immediately.
02:57The French government says it will impose new curfews wherever needed, Prime Minister Sébastien Léconou has said,
03:04adding that the measures introduced in several cities on Monday night had helped keep things calmer after days of protests,
03:12which at times turned violent.
03:13In Paris, the curfew applied to Place de la République and the Léhale neighborhood from 11 p.m. to 6
03:21a.m.
03:22Restrictions were also in place in Lyon, Nice and certain areas of cities in northern France, including Lille and Douai.
03:31Léconou said he had asked prefects on Monday to implement these localized curfews following the urban unrest that occurred over
03:39the weekend.
03:39High school students kicked off a series of protests in Paris last month that went nationwide, demanding a revamp of
03:48the education system and an increase in funding in schools.
03:52The demonstrations have since morphed into wider protests over rising fuel prices and a spiraling cost-of-living crisis.
04:00Some groups have hijacked the protests, leading to some of the country's worst rioting and looting in recent years.
04:08According to the government, more than 3,000 businesses have been vandalized.
04:13Meanwhile, several people were sentenced to prison terms following the first summary trials on Monday.
04:23Police in Portugal have forced protesters, demanding the right to housing, to take down their tents and banners in Lisbon
04:30and Porto.
04:32Shortly before 6 a.m. on Tuesday, the Public Security Police, or PSP, gave the protesters in Lisbon's Rocio Square
04:40an ultimatum to end the encampment.
04:42A similar operation was launched at the same time in Porto.
04:47In Lisbon, protesters resisted.
04:50They formed a human chain to delay officers and objects were thrown at police, who in turn used batons against
04:56the demonstrators.
04:58Authorities finally advanced and cleared everyone from the square.
05:01About 50 people were arrested and two injured.
05:05After the tents were removed, protesters stayed in the surrounding area.
05:09In Porto, the operation was more peaceful, with no reports of clashes.
05:15Despite this morning's police operation, the activists insist that the movement will not slow down until all of its members
05:21have a home to live in.
05:28Storm Adam is easing in eastern Spain, after leaving at least five people dead and causing severe flooding.
05:36In the Valencia region, the Civil Guard has evacuated more than 2,100 people and rescued almost 500.
05:43The town of Oliva was amongst the worst hit, with 600 litres of rain per square metre in just 24
05:50hours.
05:52Streets were left underwater and some residents had to climb onto roofs to wait for rescue.
06:01This comes two years after severe torrential rains in the same region killed more than 220 people.
06:11The storm also hit the Balearic Islands, especially Ibiza and Formentera,
06:16where flooding forced classes to be suspended for around 160,000 students.
06:23Spain's state meteorological agency is keeping warnings in place in nine provinces,
06:28with particular attention to Catalonia and the Balearic Islands.
06:37The European Commissioners in charge of the EU's external action have pushed back against proposed cuts
06:44to the budget's global Europe instrument, warning that funding must match the bloc's global ambitions.
06:50Without adequate resources, the EU risks losing influence on the global stage
06:55and being more vulnerable to external factors, reads their letter seen by Euronews.
07:01The letter replies to Parliament's lead lawmakers on the instrument
07:05after the Irish presidency of the EU Council proposed a 17.4% cut to the programme.
07:12EU leaders largely rejected the Irish proposal at last Thursday's summit.
07:18European Council President António Costa is expected to present a new compromise
07:23before a special summit on November the 26th, and the letter appears aimed at shaping it.
07:30The Commissioners warn that reducing the programme's funding could have major consequences for the EU
07:35and its partners on security, stability, prosperity and migration,
07:40and weaken the bloc's ability to forge mutually beneficial partnerships.
07:44For the five Commissioners, an ambitious global Europe budget is also key to tackling emerging threats,
07:50such as information manipulation, hybrid attacks, and maritime insecurity,
07:56while keeping the flexibility to respond swiftly to crises and shifting priorities.
08:06Canada's province of Alberta has overwhelmingly backed remaining in Canada,
08:10with early referendum results boosting Prime Minister Mark Carney's push for national unity
08:15as the country faces worsening ties with the United States.
08:18With more than 1.5 million votes counted, 76% supported remaining in Canada,
08:24while close to 24% backed beginning a process towards separation.
08:28Despite opposing independence, Alberta Premier Danielle Smith called the referendum
08:33amid pressure from separatists within her governing United Conservative Party.
08:37Separatist leader Geoffrey Rath said he will continue his push for independence despite Monday's results.
08:43You know, as far as I'm concerned, you know, we've already won.
08:46We've created a massive movement in this province.
08:49We've dominated the conversation, you know, in the last year.
08:52We've been educating Albertans on the benefits of independence,
08:54and we're continuing to move forward.
08:57Prime Minister Mark Carney welcomed the result,
09:00arguing that Canada needed stability as it confronted
09:02U.S. President Donald Trump's trade war and annexation threats.
09:07Alberta has the world's fourth-largest proven oil reserves,
09:11and much of the separatist momentum has been driven by anger over oil industry management.
09:22Australian police have charged the man over what they allege was a targeted attack
09:26on lawmaker Helen Haynes, who was critically injured when she was hit by a vehicle.
09:33The 65-year-old was struck outside her office in the town of Wangaratta,
09:38northeast of Melbourne, on Monday.
09:41Witnesses say they saw a woman pinned between two cars.
09:46Prime Minister Anthony Albanese said it's clear this was a deliberate act,
09:51after explaining that the driver made a U-turn to get her after passing by.
09:57Haynes underwent surgery overnight in Melbourne
09:59and has reportedly lost a leg.
10:03The 43-year-old driver, who was restrained at the scene by a local barber,
10:07has been named by local media as Brandon Nugent.
10:10His motive is unknown.
10:13Nugent was reportedly known to the police,
10:16and they found a knife in his car at the time of his arrest.
10:21Political violence is rare in Australia,
10:23but police have documented a steady rise in threats
10:26against elected officials in recent years.
10:29A person who, uh, she is.
10:50When we found out that this particular piece was with Hearst,
10:56and the chap who designed the Oscar called Cedric Gibbon
11:02was a frequent visitor and friend of Hearst's,
11:05and would have visited him both in St. Simeon in California
11:09and his place in New York,
11:12where he had a specific Egyptian collection room.
11:15The whole thing is supposition, in a sense.
11:19We can't prove it.
11:22It's uncannily similar
11:24and was in the right place with the right people
11:27at the right time for it to be more than just a coincidence.
