00:21The leaders of Germany, Italy and Belgium have called for a mechanism to halt new EU legislation deemed excessively burdensome
00:30for businesses as part of a broader push to strengthen the bloc's economic competitiveness.
00:35German Chancellor Friedrich Merz, Italian Prime Minister Giorgia Meloni and Belgian Prime Minister Bart Deweyver have proposed an emergency break
00:44in a letter sent on Monday to European Council President Antonio Costa seen by Euronews.
00:50The proposed mechanism would act as a last resort and additional safeguard against unnecessary bureaucratic costs stemming from new EU
00:59laws.
01:00Its modalities and scope remain unclear with the issue expected to be discussed at Thursday's EU Leaders Summit in Brussels,
01:07according to diplomatic sources.
01:09The three leaders are also calling for faster planning and approval procedures for investments in key sectors, including decarbonisation, energy,
01:19artificial intelligence and defence.
01:20Under a proposed system dubbed the priority rule, certain regulations in these areas would be temporarily suspended to accelerate the
01:30development and deployment of new technologies.
01:33Cutting companies' reporting requirements is another key priority outlined in the letter as the three countries seek to reduce red
01:41tape across the EU.
01:46Two ships have been struck off the coast of Bulgaria, one of them by drones, according to Prime Minister Ruman
01:53Radev.
01:53The incident follows a similar one from just one week ago when drones struck commercial vessels near the Balkan country's
02:00coast and the Black Sea.
02:02Radev detailed that a Ukraine-owned cargo ship was hit by three aerial drones, and shortly after, another ship was
02:09hit and sank.
02:09The Bulgarian premier also said he plans to summon the Russian ambassador over the attacks he called.
02:40Radev identified the first vessel as the multi-flag cargo ship named Chelsea 3,
02:45and said all 15 crew members, seven Ukrainians and eight Azerbaijanis had been rescued.
02:51He added that a second vessel was struck and one crew member had been rescued, but gave no further details
02:57of the incident.
03:05Hungary is allowed to rejoin the Erasmus Plus Student Exchange Programme and the Horizon Europe Research Initiative.
03:11It follows the decision of the Council of the EU to bring to an end the conditionality mechanism imposed on
03:18Budapest to address corruption risks in the country.
03:21The EU has also decided to unfreeze 4.2 billion euros in funding to Hungary.
03:27A new chapter starts today for Hungary and for Europe.
03:30European Commission President Ursula von der Leyen posted on social media.
03:35The bloc had introduced the conditionality mechanism for Hungary in 2022,
03:39and the former Prime Minister Viktor Orban making access to EU funds dependent on respect for the rule of law.
03:46New Prime Minister Peter Magyar has adopted several anti-corruption and transparency measures to unblock the funds.
03:54The centre-right leader has also agreed with Ursula von der Leyen on the release of a total of 16
04:00.4 billion euros
04:01in exchange for reforms and investment plans.
04:04If the evaluation is positive, Budapest could gain access to the rest of the money by the end of the
04:10year.
04:17On October 12, Madrid held its traditional National Day Parade, presided over by King Philip VI and Queen Letizia.
04:28More than 4,300 military personnel, 183 vehicles and 82 aircraft participated in an event that left a historic image.
04:38For the first time, several Eurofighter jets drew the Spanish flag in the skies over Madrid.
04:45The celebration took place against an exceptional political backdrop,
04:49with Parliament dissolved and Spain on the brink of an election campaign.
04:53Amid the tense atmosphere, President Pedro Sanchez was met with boos and insults as the royal couple's arrival was awaited.
05:01Also notable was the absence of Vox leader Santiago Abascal.
05:06And a heartwarming act.
05:08A soldier proposed to his girlfriend in the middle of the celebration,
05:11a moment shared by the Ministry of Defence that gave Hispanic Heritage Day a romantic finishing touch.
05:24As pressure mounts on Ukraine to make concessions to Russia, including over its own territory,
05:30the head of one of the country's occupied towns has warned that the experience of communities already under Moscow's control
05:38should not be ignored in negotiations for a peace settlement.
05:41Tetiana Asanenko, head of the Oleshki city military administration in the southern Kherson region,
05:47told Euronews that Russian occupation has left her city devastated
05:52and those still living there facing increasingly desperate conditions.
05:57For Asanenko, the situation in Oleshki is directly relevant to the debate
06:02over whether Ukraine should surrender further territory as part of a deal to end the war.
06:07We can't do any actions with faith. You know, the smell of the blood, the head of the Oleshki,
06:13so it will want to be more.
06:15Our war with Russia has been over 12 years and no actions have led to any consensus,
06:23not led to peace that would have guaranteed a certain period of a guarantee.
06:29So the head of the Oleshki wants to be more and more.
06:31And Russia in this case is such a head of the Oleshki.
06:34Residents face severe shortages of food and drinking water,
06:38while access to electricity, gas and medical care is extremely limited.
06:43She said residents are forced to survive on a single meal a day,
06:47sometimes consisting of only a few spoonfuls of grain.
06:51The worst situation, of course, is for the children, Asanenko said.
06:55This will remain in their memories forever, she added.
07:03The French Navy has boarded an oil tanker suspected of using a false flag
07:07and taking part in illegal fuel trade, President Emmanuel Macron said.
07:12The DF peak was stopped in the Indian Ocean around 450 nautical miles south of Réunion.
07:18In his social media post, Macron shared a video that appeared to show troops lowering themselves onto the ship.
07:24He said France was determined to fight the so-called Shadow Fleet wherever it operates.
07:30Armed Forces Minister Catherine Votrin said the Navy was escorting the tanker for further checks.
07:37Ukraine's military intelligence says the vessel is involved in transporting Russian crude oil
07:41and is linked to shipping firm Sovconflot.
07:45Russia's Shadow Fleet uses complex ownership structures and flags of convenience
07:49to get around Western sanctions on its oil trade.
07:52France also intercepted another suspected Shadow Fleet tanker, Deliver, of Sicily in June.
08:07In a brief 21-word statement, the White House effectively announced Kimberly Guilfoyle's departure
08:13from her post at the United States Embassy in Athens.

08:21revealed that Guilfoyle had already been asked to resign.
08:23She added that Guilfoyle had been an outstanding member of Donald Trump's team
08:27and wished her well in her future endeavours.
08:29The US president had signalled his intentions a day earlier,
08:32saying he was dissatisfied with Guilfoyle and was considering removing her from her post.
08:37Leading up to this decision was a series of revealing reports by the Wall Street Journal,
08:40which brought to light several incidents that had cast Guilfoyle in a negative light.
08:44Among other allegations, the newspaper reported on a number of controversial actions,
08:48including an alleged threat against the Greek official, the acceptance of inappropriate gifts
08:53and services, and an offer to use her influence in exchange for having a large credit card bill paid off.
09:00Guilfoyle denied all the allegations, but this was not enough to save her job.
09:09Portuguese authorities say they have seized nearly 4,000 kilograms of cocaine off the coast of Faro in the Algarve
09:16region
09:16following an international operation against drug trafficking.
09:20According to the Portuguese police, the speedboat carrying the drugs was located at nearly 150 kilometers south of Faro.
09:29Most of the cocaine was inside a container and another part was already hidden in the ship's hold,
09:35Portugal's judiciary police said.
10:05A police statement said one of the crew members was critically injured during the operation and later died.
10:12According to the statements, the crew operating the boat did not comply with the authorities,
10:18leading to a collision during the chase.
10:46We hope that everything will be fine.
10:49and we wish him a very quick cure, because we need people who continue to pray for the peace,
10:58and he is strong as Papa Francesco.
11:02So we wish him all the health of the world and peace for everyone.
11:13The Holy Spirit has wanted to share with us all his problems,
11:20and as usual, he teaches us the vision he has of the world,
