00:00Too often these days, we fail to recognise sacrifice and service.
00:04Whether it's hounding brave and elderly veterans through the courts,
00:09hounding police officers who try to do the right thing,
00:12or even ordinary members of the public who step in to help,
00:15only to find that they're in trouble themselves.
00:18It's no wonder the people in this country are becoming too scared to wade in,
00:22too scared to do the right thing.
00:25Well, I am different.
00:26I am not scared to wade in, and I am not scared to back the police.
00:31When a police officer does do something wrong, there should be proper accountability.
00:36I have met families who have suffered because of devastating police failures.
00:41Look at the case of Henry Novak.
00:43And I know that many police officers, many of you, like all of us,
00:47were shocked by the decisions that were made that day.
00:50We can understand why people lose faith in the police
00:52when they've watched that video footage of Henry's last moments.
00:56Often, instead of given answers,
00:59those families then have to fight to uncover the truth themselves about what happened.
01:05Something is clearly going wrong.
01:07When officers face lengthy investigations over open and shut cases,
01:12and then families are left to uncover serious wrongdoing themselves,
01:17we need a system that gets its priorities right.
01:21Accountability and fairness must go together.
01:25That is the balance that we need to restore.
01:29I want to rebuild policing around something that we all believe in.
01:34Keeping the public safe.
01:37Right now, I know that you are stretched so thinly.
01:41Many in the public feel that you are becoming a ghost service.
01:44We've got to fix that.
01:46That means giving you the time, the equipment, and the support to do your jobs properly.
01:51Now, I know that you would also like a massive pay rise as well.
01:58I'm sorry that I can't promise that just yet, at least not on day one.
02:02I am not going to stand here and promise something without a plan to pay for it.
02:07Too many politicians have done that, and it only leads to disappointment.
02:11We have to be real.
02:12We can all see our country is running out of money, and until we fix our economy,
02:18it will be very difficult to afford real pay rises, but I can promise you this.
02:23Under a Conservative government, we are going to fix our economy.
02:27We are going to be a richer country, and then we will be able to pay you more.
