00:06rough sleeping increase under his time as the mayor of Manchester so we need to
00:10see a reduction in rough sleeping. I just wonder whether or not this plan which
00:14seems to be lifted wholesale from Manchester will actually have the
00:17desired effect or whether it's just throwing good money after bad in an
00:21attempt to grab a headline rather than having a look at what are the actual
00:23root causes of rough sleeping which is a failure for people to get into the jobs
00:27market a fair people to stay in education or training all driven I'm afraid by
00:31decisions taken by this government over the last two years to increase the cost
00:34on business preventing business from taking a risk and getting new people
00:37through the door that's what we need to see get people into work then they can
00:41you know establish homes for themselves and then we won't have any any more
00:44rough sleep.
