00:57Hello and welcome to From the South. I'm Alejandra Garcia from Telesur Studios in Caracas, Venezuela.
01:03We begin with the news, so stay with us.
01:19Luis Nassol Lula da Silva has won Brazil's presidential runoff, securing a fourth term as president.
01:26With all votes counted, Lula has secured 51.79% of valid votes, defeating far-right senator Flavio Bolsonaro.
01:35Turnout was high, with nearly 80% of eligible voters casting ballots.
01:41Supporters across the country and abroad are celebrating Lula's victory.
01:46Lula secured on Sunday his fourth term after massive popular mobilizations in support of the Workers' Party's historic leader.
02:03And Lula has welcomed the re-election of Brazilian presidentialist Lula da Silva, highlighting his key role in strengthening bilateral
02:12ties and expanding BRICS cooperation.
02:14Kremlin spokesperson Dmitry Peskov condemned President Lula's diplomatic efforts, stating that the Brazilian leader has contributed significantly to deepening his
02:24strategic relations between Moscow and Brasilia.
02:27The Kremlin emphasized that Brazil under Lula remains a crucial pillar within the BRICS alliance and multipolar global forums.
02:37And also Russian authorities expressed confidence that Lula's victory will foster continued integration, trade expansion and sovereign economic development across
02:46the Global South.
02:57Also Brazilian residents and social movements in Argentina gathered in Buenos Aires to celebrate the re-election victory of President
03:04Lula Lula da Silva, following Brazil's presidential runoff.
03:08Demonstrators and members of the Workers' Party assembled outside the headquarters of the Argentine Workers' Central to mark the electoral
03:16triumph which secured a historic new mandate for President Lula.
03:21The mobilization, fissure cultural expression, trade union support and solidarity messages calling for Latin American integration and regional sovereignty.
03:30Organizers emphasized that the active participation of diaspora communities across the globe reflects popular commitment to defending democracy, social welfare
03:40and multipolar cooperation across the Global South.
04:02And also one day after the victory of Lula we go live once more to Rio de Janeiro with our
04:08special envoy Belen de los Santos.
04:10Hello, Bel, what do you have for us at this hour?
04:15Hello, Ale.
04:16Well, it's such a pleasure to meet you once more here from Rio de Janeiro with the aftermath of this
04:21historic election.
04:22We have been truly following not only what is happening here, the repercussions across the world.
04:28You were just talking about some of the messages that are coming and analysis.
04:33For example, we saw earlier today the message and the gesture from Mexican President Claudia Sheinbaum and so many others,
04:42right?
04:43That are not only greeting the victory of Luis Néstor Lula de Silva as its commonality between the heads of
04:50states, but also just highlighting the importance of this for the region.
04:54I wanted to share with you just two things. First, some of the numbers that make this victory so historic
05:04because we're saying that it was such an important achievement.
05:09But to put in contrast and so that the audience can truly understand, first of all, Luis Néstor Lula de
05:15Silva with this election broke a record being the president that was elected in Brazil with the highest amount of
05:25votes.
05:25over 64 million votes. That is the most amount of votes that a president for Brazil elected has ever gotten.
05:36So that is the first record. But also he got 10 over 10 million votes in the last three weeks.
05:44So the difference between that first round and the second round meant an enormous increase beyond what any analysis could
05:52expect.
05:53Also, and how did he do this? Because we've been talking so much during this week about the importance of
06:00the people who had not gone to vote.
06:03And calling them over for the election, how Lula de Silva could win support on that regard.
06:09And also capturing the votes of the third, fourth and fifth candidates in the first round.
06:16Although they were ideologically not so close to what Lula de Silva represents, still trying to appeal to those voters.
06:24Well, let me tell you, Ale, that from the people who had not gone out to vote in the first
06:30round, more than 2 million decided to do so.
06:34And a majority of those went and voted for Luis Ignacio Lula de Silva.
06:38Also, there was a lot of the other votes that were that were around, both going to the third, fourth
06:46and fifth candidates in the first round.
06:48But it also those who had voted no or had voted as a blank vote.
06:53They also decided to shift that vote and vote for Lula.
06:58With all of this, he managed to turn around the election, of course, at the national level.
07:04But that was billed by a turnaround that meant one state.
07:09Only one state majority had voted for Flavio Bolsonaro in the first round and shifted to Luis Ignacio Lula de
07:20Silva in the second round.
07:21That state is Minas Gerais. And it is important because political analysts here in Brazil, those journalists who follow the
07:29election know that Minas Gerais is a state that is particularly followed and analyzed by journalists, by researchers,
07:39because it has been a trend for the past elections that whoever Minas Gerais chooses as president is the one
07:48elected for the entire nation.
07:50It is the state that has had, of course, it's just a statistic number, right?
07:55There's no rule regarding that. But it is a fact that that has been happening.
08:01And curiously, it's the only state that shifted from the first round to the second.
08:07So maintaining that that trend that Minas Gerais is the state, one of the largest states in terms of the
08:14electorate after Sao Paulo and Rio de Janeiro, the one that chose the presidency.
08:19But besides that one state, Rio de Silva shifted the vote and turned around the election in over 210 cities.
08:29So that is the amount of activism of mobilization.
08:34When we were saying during the past weeks that there were a lot of activity on the ground, people going
08:41out, speaking, starting up conversations, thinking about different ways in order to do this.
08:47So with all the important electoral campaigns that also happened with the activity and social networks as well, well, that
08:56had one objective and it manifested itself in that turnaround in over 210 cities.
09:03So that is a little bit of the numbers to understand this election, but also, Alex, the importance for the
09:10region.
09:11It is a country that facing an election where a candidate was proposing a complete alignment with the United States.
09:20We know that the Bolsonaro family stands for that.
09:23One of the Bolsonaro's sons is actually in the United States.
09:27We have had during the past year this controversy over the tariffs and how they had asked for more tariffs
09:37for Brazil in order to pressure the government of Luis Nacional de Silva.
09:42Well, that candidate did not win. And in a region and in a context in which the United States is
09:50increasing pressure on the region without a signed plan that has the main objective to enforce that control.
09:58The fact that this election went the other way around, it is of major importance for the entire region.
10:05Well, also, Lula has the challenge now of governing for the whole population of Brazil, regardless of political ideologies.
10:15I want to ask you, what are the people saying about their expectations regarding the future of the country?
10:25Well, I think that we need to first understand that we continue to be at a very polarized society, right?
10:31You're talking about a two point difference in this election is a lot because of where it came from, right?
10:38You were two point difference below and you went to two point difference above.
10:42So that is a large, large gap, much larger, much, much larger.
10:48Alea, I don't know if you can hear me.
10:50Much larger than the one that that was for the 2022 election, for example, but it is still a very
10:58divided society.
10:59However, this election managed to catch the attention and to catch the vote of many who were not strictly aligned
11:07with Lula Silva.
11:08This is important.
11:10Every person who did not vote for Lula Silva in the first round and now decided to vote in the
11:16second round is someone who is saying that they do not want the return of the far right to the
11:21country, but they also want to see more achievements and they will have more demands of the current government as
11:29well.
11:29So that process of mobilization, that is why Mr. Lula Silva has said that he is shifting his way of
11:35government now that he will be closer to the basis, closer to the leadership, closer to what the people are
11:42demanding.
11:43And we will definitely see he will have a far right government, a far right Congress. I'm sorry. So definitely
11:50that will be the main challenge.
11:52The far right Congress and the people on the streets giving legitimacy to this new mandate of losing us for
11:58Lula Silva.
11:59Thank you very much. We will keep in contact with you throughout the day to know more details in this
12:05post electoral victory for President Lula.
12:09Thank you so much.
12:10Thank you so much, Helen.
12:11Now we are going to stay on topic because Brazil's President Lula Silva achieved a historic victory and will lead
12:16the country for a fourth mandate after turning around the first round result.
12:22Our special envoy, precisely Belen de los Santos, brought us the following story from Rio de Janeiro. Let's see.
12:31The day started with high expectations and anxiety. Everyone knew how much was at stake.
12:37The expectation is that Flava will win, even if only by an hour margin, so we can get the country
12:42out of the mood.
12:43Brazil has been thrown into a deep abyss.
12:46I hope we can turn this around and Lula can be relieved.
12:49As voting progressed, news came from different states that transportation had not been properly guaranteed.
12:55The Workers' Party was the first to ask for a voting extension, which was later on granted.
13:03The information we have is that there were some problems with public transportation across the country that hindered many people's
13:10ability to vote.
13:12This information reached us through the mainstream media and because of that the TSE decided to extend the election.
13:21Finally, official counting began at 7 p.m. with spirits running high. And then what seemed impossible started to happen.
13:29Lula da Silva, who had ended the first round in second place, was now in the lead. The turnaround dream
13:35began to feel like a reality.
13:38I believe so because he opened up a lead of more than 1% here in Brazil. Boat counting is
13:43very fast.
13:44So, I don't know, in half an hour we already have more than 90% of the votes counted.
13:49I think the Brazilian population managed to unite between the first and second rounds.
13:53They should go to the streets and say what they wanted. The Brazilian people say what they wanted.
13:56And I think that's it. This is just the result.
14:01In Rio de Janeiro, San Salvador Square, Lula supporters cheered every time new data came in. And with the victory
14:08was announced, everyone, old and young, celebrated.
14:13I am very happy Lula turning around. There was a turnaround there.
14:19I'm very happy because my mother and my grandmother feared for their jobs. They got their jobs. I'm very happy.
14:25Lula deserved this victory. I'm from the Northwest, so I'm very proud to vote here in the city to build
14:30up the numbers here.
14:31And that is, it's Lula. Four more years of democracy. That is it. History is right there.
14:37The students are out in the streets and they are not going to get away with running run-shoot over
14:42everything because we won't allow it.
14:45Mobilization both in the streets and in social networks marked a process that now adds to Lula da Silva's exceptional
14:51political career, a new term in office, the fourth one.
14:55And it comes at a crucial time for Latin America.
15:03He's not someone who's eating up there. Should I wait in a castle? He knows how to give someone a
15:08hug. He knows where the knee is.
15:09So, he's a typical Brazilian representative. We're going to have to work very hard to find someone to replace him.
15:14And I feel sorry that he's 80 years old. I wish he were 50. He'll be our president for many,
15:18many years.
15:29And now we have a short break coming up. First, remember, you can join us on TikTok at TeleSUREnglish where

16:22by an accumulated sector investment exceeding $5 billion since 2007.
16:28The country is currently deploying its first 30 megawatt lithium battery storage system, part of a 100 megawatt project aimed
16:37at stabilizing the electrical grid against climate disruptions and shifting industrial demands through the expansion of 3,800 kilometers of
16:46transmission lines.

17:43higher wages and infrastructure improvements.
17:46Pleasing to maintain indefinite mobilizations until their demands are addressed.
18:08A new international study reveals that late terminating class years are melting up to 57% faster than those ending
18:15on land and driving global sea level rise.
18:18The research published in Nature Communications by scientists from the Universities of Birmingham and Leeds analyzed over 260,000 glass
18:28years worldwide.
18:29The finding indicates that while water terminating class years represents only 3.2% of all globalized formations, they accounted
18:39for over half of totalized mass loss between 2000 and 2019.
18:43Glaciologists explained that surrounding lake waters accelerate glacier retreat through continuous iceberg calving and underwater thermal melting below the water
18:55line, highlighting the severe impacts of global climate change on freshwater reservoirs.
19:10Also representatives from Turkey, Saudi Arabia and Pakistan arriving in Iran to promote regional security.

20:58And Russia has called on Ukraine to uphold a localized fire agreed upon for the city of Aleshky in the
21:05Kherson region scheduled to take effect on October 29th.
21:09Kremlin spokesperson Dmitry Peskov stated that Moscow expects Ukrainian forces to strictly observe the humanitarian truce which was negotiated with
21:18direct participation from U.S. diplomats.
21:21The temporary arrangement aims to establish a safe corridor for delivering essential food, medicine and fuel supplies, while facilitating as
21:30well the evacuation of civilians from the frontline town on the Dniper River.
21:35Russian officials also welcomed Washington's diplomatic involvement in coordinating the corridor, noting that the agreement could serve as a model
21:43for forcing humanitarian understandings.
21:55Russian officials also welcomed Washington's diplomatic efforts to take effect on any of these issues.
21:56In other topics, a head-on collision on Kenya's main highway connecting Nairobi and Mombasa has left at least 24
22:03people dead and 24 others injured.
22:05The fatal crash occurred when a long distance passenger bus collided head-on with a heavy cargo truck during an
22:12improper overtaking manoeuvre along the heavily traveled corridor.
22:16The victims were returning to the coastal city of Mombasa after attending a funeral in Western Kenya when the tragedy
22:23occurred.
22:24The incident marks the second major mass casualty crash on the same highway within three weeks, prompting road safety officials
