Xia Lu, Associate Professor at Renmin University of China, spoke to CGTN Europe about the 5th Plenum and the role of Party governance in implementing China’s national development priorities. He said stronger governance and coordination are important to turning policy goals into tangible improvements in areas such as employment, healthcare, education, housing and environmental protection. Xia also discussed how full and rigorous Party self-governance can provide an institutional foundation for implementing the 15th Five-Year Plan and supporting China’s broader economic and social development goals.

00:00Hello, he is an associate professor at Renmin University of China.
00:03Professor, welcome, good to see you.
00:05To Westernize, this gathering might look rather opaque.
00:09What's its significance?
00:13Thank you, thank you very much for having me here.
00:15Well, I think this full and rigorous party self-governance,
00:19if I may use the word party governance or party kind of a building,
00:23is a very important fundamental channel
00:26for the implementation of China's social development
00:30and even economic progress.
00:31For example, the 15th five-year plan,
00:33well, that would be kind of conducted under the leadership of the party.
00:37So if the party cannot figure out what is wrong,
00:41then the implementation would be unlikely.
00:45If party self-reform and governments are key issues of this plenum,
00:51what might that look like for ordinary people
00:54if its work is successful and things change?
01:00Yes, because, you know, the Communist Party of China,
01:03the ruling party of China, always, you know, stand with the people
01:06because it is a leftist party, if we may say so.
01:08In terms of the political spectrum, it is a leftist party.
01:11And this is a governance standard, not a slogan.
01:14So it means officials are judged not by, you know,
01:17how impressive their report looks,
01:19but by whether the livelihood of the people can really be an improvement.
01:23For example, the job seeking, for example, the medical care,
01:26for example, the education and housing, the rural revitalization,
01:30and even the environmental protection,
01:32and even those kind of, you know, the city garden and city parks improvement.
01:35So these are all the standard or the criterion to be judged by the people.
01:41So I think this party building is not only for, you know,
01:44anti-corruption or those kind of slogans,
01:46but for the improvement and the better and better of the people's livelihood.
01:50What's the significance of the timing then?
01:52I mean, why is this important now, China beginning its 15th five-year plan?
01:59Yes, like I mentioned in the first question,
02:02the 15th five-year plan just starts this year
02:05and for the next five years consecutively.
02:08And I think this 15th five-year plan,
02:10it will cover almost everything of China.
02:13For example, the re-industrialization, the technological innovation,
02:17and even the green transition to a common prosperity and even the national security.
02:22So I think how to turn the blueprint into reality,
02:25into the real thing requires a political system and a political process
02:29that can coordinate, that can discipline, and that can be trustworthy.
02:34So that is why the party building, this meeting,
02:37this plenary session places the full and the rigorous party governors at the center
02:41because it is the institutional guarantee for all this kind of the 15th five-year plan
02:46to be succeeded and to be implemented.
02:49Shialo, lovely to see you and thank you so much for your analysis.
02:52Shialo, the associate professor at Renmin University of...
