00:00As voters in South Africa ready for Wednesday's local elections, basic services are top of
00:07their concerns.
00:09Residents of cities across the country say municipalities are failing to deliver water,
00:15electricity and rubbish collection.
00:20In Durban, parts of the city routinely see the taps run dry.
00:25For change, in most communities there's no water, there's no electricity, people are
00:31struggling, so we are definitely going to vote for change.
00:34I'm hoping for more of the youth to be voting, so that's what my hope is.
00:41Local authorities blame overconsumption, ageing systems and a lack of funds.
00:48But for many voters, it's a sign that government isn't working.
00:54Everything is collapsing, honestly, so this government that we've been voting for has been in power
01:02ever since, but the country is deteriorating, it's going down on its knees, so we have to
01:09do something about it.
01:10On Wednesday, voters will get the chance to do something about it.
01:16The results, which are due from Sunday, are likely to reinforce a growing trend towards
01:21coalitions and test whether they can produce stable local councils.
