00:00 Up to 150 villages, 51 towns and towns in Luzon were submerged in a state of calamity
00:09 following the floods and the floodwaters and the typhoons.
00:13 The province of Bulacan is one of them.
00:15 Some residents there have already put up a refuge for vehicles to avoid flooding.
00:21 James Agustin has a report.
00:27 As the floodwater reached the province of Bulacan, residents were trying to find a way to get out of their homes.
00:33 Even the refrigerator that was used to store styrofoam was broken.
00:37 A boat was used.
00:38 My brother is like that.
00:39 No, I'm not.
00:40 He's like that.
00:41 It's hard to walk because my feet are heavy.
00:45 This is just like a junk shop.
00:47 The owner of this place is a junk shop owner.
00:50 That's why I got this.
00:51 In this clock tower, the floodwater is only up to gutter.
00:54 It's a big flood compared to last week.
00:58 The 16 municipalities and 3 towns in Bulacan were also affected by the flood.
01:04 The province was put in a state of calamity.
01:07 There are still parts of MacArthur Highway that are flooded.
01:10 There are motorcycles that are trying to get out of the flood, but the water is still reaching them.
01:19 The Bustos Dam is still continuing to drain water even though it's at its normal level.
01:24 According to the dam's officials, the water is still continuously draining from the mountains.
01:30 In the middle of the floods in Bulacan,
01:32 the residents are worried about the possible effects of the so-called Bulacan Airport City Special Economic Zone and Freeport.
01:39 There is a massive reclamation project by the airport that is going on.
01:44 This truly alarmed me because it's just basic physics and engineering.
01:49 When something rises, it leaves something behind and that's what's left behind.
01:53 That's what's really flooded.
01:55 So this year, we have reached areas that have never been flooded before.
02:00 House Waste and Means Committee Chair Joey Salceda thinks the project will help to address the floods.
02:06 If we are replacing wetlands, I will admit,
02:10 there is a direct correlation between flooding and destroying.
02:14 But these are fishponds already.
02:16 Based on scientific studies, create more floods.
02:20 The committee level has passed the plenary and only one has passed.
02:24 The first version of the plenary was led by President Marcos.
