00:00:00 Good morning, I am Ansel Gibbs with a news update.
00:00:09 Licensing officers are continuing operations in Tobago.
00:00:13 This evening though, THA Chief Secretary Farley Augustin says their presence is ill-timed
00:00:19 and the THA was not properly informed.
00:00:23 Transport Commissioner Clive Clark says that is not true as he personally met with the
00:00:29 Chief Administrator.
00:00:30 "The exercise, normally we will come here, once we are conducting enforcement, it is
00:00:36 not the norm for us to seek permission to conduct enforcement.
00:00:41 However, on this exercise we did come here with a collaborative effort with the TTPS
00:00:48 of Tobago.
00:00:49 And once there is enforcement, we don't really get the opportunity to seek approvals
00:00:54 for such.
00:00:55 But I share the view, it might be healthy for us to start to look at the possibilities
00:01:01 of providing of level of information."
00:01:06 In sport, Nicholas Paul is now officially TNT's most decorated cyclist.
00:01:12 This after he rode away with a World Championship silver medal on Monday in the men's sprint
00:01:19 final in Scotland.
00:01:21 Paul just couldn't overcome the reigning Olympic gold medalist and five-time world
00:01:27 champion Harry Leverijssen of the Netherlands.
00:01:34 And in the weather forecast, hot and sunny conditions prevail across both islands.
00:01:39 But partly cloudy spells at times can be expected from late morning into early afternoon with
00:01:45 some isolated showers over broad areas.
00:01:49 There's also a medium chance of these showers becoming heavy and/or thundery favoring western
00:01:55 and hilly areas of Trinidad.
00:01:58 A slight chop can be expected in near-shore areas while offshore interests can anticipate
00:02:04 waves approaching 1.5 meters.
00:02:33 As of today, the forecast is for a warm and sunny day.
00:03:01 The following is a paid political advertisement.
00:03:21 That was a paid political advertisement.
00:03:25 Universal Church presents Programs of Faith, 5.30am, the hour of miracles.
00:03:36 At 5pm, it's possible.
00:03:45 Now on TV6.
00:04:09 It's Tuesday, 8th August 2023.
00:04:37 So just to tell you that we are going to have coverage, I suspect, from early morning straight
00:04:42 into the evening and possibly into the night.
00:04:46 So we're going to start off with, I suspect, reports in the morning edition and then throughout
00:04:52 the day and then we go into the night.
00:04:55 So we want you to stay with us for that entire day.
00:04:58 There's going to be coverage of the local government election.
00:05:01 So let's check out what's happening in the Daily Express today.
00:05:04 On the front page today, PM prepared to go to court over declaration of townhouse to
00:05:09 integrity commission.
00:05:10 I'm not in breach.
00:05:12 I see chairman defends decision to end investigation.
00:05:17 And sweet success.
00:05:19 Champs, National Junior Swimmers, Zarek Wilson, left, and Nikolai Blackman posed with their
00:05:25 silver and gold medals last evening after completing their events in the Trinbago 2023
00:05:32 Commonwealth Youth Games at the National Aquatic Center in Cuva.
00:05:35 Wilson placed second in the men's 50-meter backstroke, and Blackman got his second gold
00:05:40 of the games in the men's 100-meter freestyle.
00:05:44 Gentlemen, good morning to you and congratulations.
00:05:48 Home invaders shot dead, family affairs revenge, killings.
00:05:52 Let's see what's happening in sport, in more sport, on the back page of the Express today.
00:05:58 Phillips, appreciate what we have.
00:06:00 Paul takes silver, TNT speed merchant, eyeing more precious metal.
00:06:05 Nicholas Paul had a mountain to climb in Glasgow, Scotland, yesterday.
00:06:09 He couldn't quite get to the top.
00:06:11 Yeah?
00:06:12 And who's that at the top there?
00:06:13 That's Janee DeGanz securing silver.
00:06:16 Janee DeGanz leaps to her best jump of 6.07 meters in the women's long jump event during
00:06:23 the 2023 Commonwealth Youth Games.
00:06:27 Congratulations to Janee.
00:06:28 All right.
00:06:29 Well, that's it for some of the stories making the Daily Express today.
00:06:31 It's time to remind you about Trinbago, your nice feature.
00:06:33 To participate, WhatsApp your videos, images to 737-3778, displaying the beauty, talent,
00:06:39 and uniqueness of Trinbago.
00:06:41 And we have these images for you.
00:06:44 One from Mosquito Creek.
00:06:46 That's Mosquito Creek?
00:06:48 Yeah?
00:06:49 Beautiful picture there of Mosquito Creek.
00:06:52 And I suspect it is Anjali Parasaramsingh who sent that picture to us.
00:06:56 Anjali, as always, thank you very much, you know, and good morning.
00:07:00 All right?
00:07:01 So we do have a lot for you on the program today.
00:07:04 We are going to be discussing the local government election and everything that goes with it.
00:07:10 Yeah?
00:07:11 The controversy, the parties, everything.
00:07:16 We also have the police today.
00:07:18 And they are concerned about, you see this season here, this vacation period, about young
00:07:25 people going out and partying and liming and so on.
00:07:29 But there's also the introduction of drugs into that whole situation.
00:07:35 So we are going to be discussing that today also.
00:07:38 So parents look out for that.
00:07:40 And children and teenagers look out for that too.
00:07:42 So we are going to a very short break.
00:07:43 We'll be right back.
00:07:44 (BREAK)
00:08:07 (BREAK)
00:08:28 (BREAK)
00:08:56 (BREAK)
00:09:23 (BREAK)
00:09:52 (BREAK)
00:10:21 (BREAK)
00:10:49 >> Yeah, I can tell you the political tension is on the rise as we move forward to the local
00:11:14 government election to be held next week, Monday, August 14th.
00:11:19 So to discuss everything local government this morning and the election and some of
00:11:25 the issues surrounding the election, we do have on the line at this time a Senate president
00:11:29 or former Senate president, Timothy Hamel Smith.
00:11:33 Mr. Hamel Smith, good morning and thank you very much for joining us.
00:11:35 >> Good morning.
00:11:36 Good morning, Marlon.
00:11:37 Very great to be here with TV6.
00:11:38 >> Yes.
00:11:39 Thank you very much.
00:11:40 >> Good morning to all your viewers.
00:11:42 >> Thank you very much.
00:11:43 All right.
00:11:44 Mr. Hamel Smith, well, I'm sure you have been monitoring what has been happening concerning
00:11:49 the local government election to be held next week, Monday.
00:11:54 What is your synopsis?
00:11:55 >> Well, so you say local government election, but it seems that the leaders of the two parties
00:12:03 want to take it to another level.
00:12:04 And perhaps that's indicative of the fact that, yes, the tension is rising in all different
00:12:11 types of ways, but it's indicative of the fact that they are perceiving that there's
00:12:18 going to be a low voter turnout.
00:12:23 And because of that, because of that, they've started to raise the inflammatory language,
00:12:30 you know, really talking to their base alone.
00:12:33 Right now, the two parties want to bring out their base.
00:12:36 If that's all they get to come out, then, you know, they would have succeeded.
00:12:42 The fear they have is their base will not come out either, and therefore, you know,
00:12:49 the electoral turnout will be much less than what traditionally you would have.
00:12:55 And hence the reason why, you see, I mean, I think it started with Dr. Rowley, you know,
00:13:02 as the fiddler started, the first struck the chord and said, you know, the UNC want to
00:13:11 arm their members to shoot PNM members.
00:13:16 And then you have Mrs. Bissett taking it to a whole other level.
00:13:22 She danced, if you like, to the tune of the fiddler by bringing out that inflammatory,
00:13:29 absurd language in which she, you know, and I don't think she did any service to herself
00:13:35 or to the country in that close inflammatory tones where you took empty the clip and, you
00:13:45 know, light them up and that sort of thing, just plays to the song that Dr. Rowley has
00:13:53 as a fiddler, if you will.
00:13:55 And she dances to that sound by now bringing this out, and it does the country no good.
00:14:01 And I suspect the reason for that is because they themselves perceive that the electorate
00:14:10 may not turn up at the polls.
00:14:13 And this was one way to inflame and bring up the tension and get their voters aware
00:14:21 that there's about to be an election and they would like them to vote and that the issues
00:14:26 from their perspective relate not to local government, but to what is really facing to
00:14:33 the level of the people.
00:14:34 It's crime, and they're right about that.
00:14:36 You know, you don't get anything right unless you get, you can control the crime.
00:14:42 But that's not a local government issue.
00:14:45 But you know, Mr. Hamill-Smith, of course, over the past few days, the opposition leader
00:14:51 has been criticized in certain quarters and she has been praised in certain quarters.
00:14:57 And the persons who have praised her have said, well, we do have such a bad problem
00:15:03 of crime in Trinidad and Tobago that the opposition leader was right to say what she said.
00:15:11 I don't think anything that is happening in Trinidad and Tobago warrants that kind of
00:15:17 language.
00:15:18 Yes, you know, crime is an issue.
00:15:21 It's the most topical issue.
00:15:25 One should really be seeking to fight crime by reducing crime.
00:15:31 None of those things reduce crime.
00:15:35 If you like, her remedy is to arm the citizen.
00:15:39 But that's not getting at the criminal.
00:15:43 That's just setting tools for a different sort of environment.
00:15:47 I do agree that we do need to rebalance, if you like, the legislation so that civil society
00:15:56 has a better handle on crime and can better defend themselves.
00:16:03 I have no problem with that.
00:16:05 But the language she uses is inflammatory.
00:16:10 In fact, what these leaders are really, I don't know if they're aware of it, but they're
00:16:17 sowing the seeds for, you know, if 10 years from now, genocide, God forbid, were to break
00:16:24 out in Trinidad, you would trace it back to today or today's environment in which the
00:16:31 seeds were being sown by political leaders for, you know, one ethnic group to see themselves
00:16:42 in certain terms and the other as the enemy.
00:16:46 And that's what we've created.
00:16:48 As opposed to opponents, we've created, you know, enemies between two groups of people.
00:16:55 I think that's very unfortunate.
00:16:58 But there could also be the argument that the politicians are playing into the hands
00:17:03 of the electorate.
00:17:04 Because as you know, Mr. Hamill-Smith, who wants to go to a political meeting and hear
00:17:09 about a road and hear about a drain?
00:17:13 I mean, people are not going to these political meetings.
00:17:16 And we have had a history of that.
00:17:18 We are going to meetings to hear Pecón and Bacchanal.
00:17:24 So they're not playing, you say, to the electorate.
00:17:27 They're playing to their base.
00:17:29 That's the difference between what is happening now.
00:17:31 And yes, I understand that.
00:17:35 I don't know that potholes are trivial when you reach a point where pigs are wallowing
00:17:41 in the potholes.
00:17:43 But you know, there's a whole difference, which hasn't surfaced.
00:17:47 I don't know if you've seen, you know, our regional corporations have put out plans,
00:17:53 really, really good plans, to transform their communities.
00:17:59 But nobody focuses on that.
00:18:02 And those have been out for years.
00:18:03 It's not just today.
00:18:05 And how do we use local government to transform our communities, for them to achieve the optimum
00:18:13 live levels, to raise the awareness of people, and to raise the potential for bringing out
00:18:20 the best that they are?
00:18:23 And all those things have disappeared.
00:18:24 And perhaps our politicians have lost the language to get in touch with the hearts and
00:18:30 minds of people, to get in touch with the best interests, the best angels, if you like,
00:18:37 of the populace.
00:18:38 And we go for the lowest devils.
00:18:43 Is it, that's why you're saying that you do expect this low voter turnout next week?
00:18:50 Yeah, beyond saying that, I'm saying that both leaders, by their language, are indicating
00:18:59 that they themselves fear that there will be a low voter turnout.
00:19:05 And this is their attempt to whip up their own base, because that's all they're talking
00:19:11 to at the moment, to whip up their own base to come out, because they are fearful that
00:19:17 there will be a voter turnout that is even lower than usual.
00:19:23 And hence the reason you get this inflammatory language that does Trinidad and Tobago no
00:19:28 good.
00:19:29 In fact, if it were neutral, it would be fine.
00:19:33 But I think that it lays the groundwork for decimating the country.
00:19:40 And we need to do far better.
00:19:41 Our politicians need to do far, far better.
00:19:45 So I guess we can surmise from what you're saying this morning, sir, that you believe
00:19:51 that there are more important issues to be discussed in the run-up to the local government
00:19:56 election, and the electorate is not getting that.
00:20:00 They absolutely are not.
00:20:02 I don't see anybody who has focused on these really good plans that have been put out for
00:20:08 each of the communities as to how you can transform them so that people can feel proud
00:20:16 of their community.
00:20:17 And you just don't get any of that.
00:20:21 It's not that you have to focus on potholes.
00:20:24 That's part of it, because who wants to drive on potholes?
00:20:28 But how do you raise the beauty?
00:20:39 How do you focus on the things that are evident in, let's say, the Digger Martin region?
00:20:41 What are the things we feel proud of?
00:20:45 What are the things we feel proud of in Princeton or Sandy Grande?
00:20:49 And how do we raise those to another level?
00:20:53 Is there nothing within the communities which we are proud of, which we can take to another
00:20:59 level?
00:21:00 And those are the things I would like to see in a local election for local government.
00:21:06 Those are the things I would like to see focused on so that we raise a whole new awareness
00:21:14 of the electorate who can now see themselves in terms of beautifying the country, of meeting
00:21:23 the challenge to become the best version of themselves.
00:21:27 And we seem to be going in the opposite direction.
00:21:31 Do you also feel that there is a level of frustration and maybe disappointment among
00:21:36 the electorate?
00:21:37 Well, we will find that out on Monday.
00:21:41 But I can't imagine that the base of each party is being whipped up to a frenzy, I'm
00:21:49 sure.
00:21:50 And possibly because the leaders felt they wouldn't come out because there was nothing
00:21:53 for them either.
00:21:55 But that does not do the country as a whole.
00:22:00 It takes us down a rabbit hole that we may never be able to emerge from.
00:22:05 And I think that is tragic as it were, and you'll lay the seeds for what perhaps will
00:22:13 visit us in another 10 years.
00:22:16 If we keep lowering the bar, instead of appealing to people's better instincts, their better
00:22:23 angels to raise the bar above what it is now, instead we seem to be lowering the bar.
00:22:31 Perhaps it's a little more game.
00:22:33 Let's see who could go lowest.
00:22:35 I don't know.
00:22:37 Do you feel at all that the local government election is really a warm-up for the general
00:22:41 election?
00:22:42 Oh, it absolutely is.
00:22:43 And both parties recognize, on the one hand, midterm is always a difficult time for the
00:22:54 party in power.
00:22:55 So you're going to hope to, within the next two years, bring out a number of measures
00:23:03 which will see that you are doing some work in the community.
00:23:09 So midterms are very difficult.
00:23:11 And on the other side, you find that, of course, the opposition would want to take advantage
00:23:17 of that, would want to portray themselves, I would have thought, in a much better light.
00:23:24 But we have a national interest at heart.
00:23:29 We are statesmen and stateswomen who would like to take Trinidad and Tobago up to another
00:23:37 level and not descend.
00:23:38 And it seems that that's the direction in which we are going.
00:23:44 But certainly a warm-up.
00:23:45 And because it's a warm-up, really in the sense of, not in the good sense, if you like,
00:23:55 in that you're taking politics to a lower and lower level, I think it's time that we
00:24:02 give tea to the ethics that are under the purview of the Council for Responsible Political
00:24:11 Conduct, because ultimately the aim really is that you become a statutory body with legislation
00:24:19 which gives them tea.
00:24:20 In England, you will find where the election has been copied from, where our system has
00:24:26 been copied from.
00:24:29 The equivalent of the Council have a rare tea where a person could, if you like, be
00:24:37 stopped from participating in the election.
00:24:42 When you have that hanging over you, then perhaps behaviors may step in line.
00:24:49 Right now, you get a tap, if you like, for misbehavior.
00:24:55 And I can't imagine anybody wanting to attract that.
00:24:59 But obviously it's not hitting home.
00:25:02 It's not achieving its objective.
00:25:04 Do you also--
00:25:05 That comes to another level.
00:25:07 Do you also believe that the local government election, it is not only a referendum, or
00:25:15 it will not only be a referendum for the main political parties and other parties next week
00:25:22 Monday, but it is also going to be a referendum for the leadership of the main political parties
00:25:31 and other political parties that are participating?
00:25:35 I certainly think so.
00:25:36 I think you've hit the nail on the head when this is a referendum for the leadership itself.
00:25:43 I don't think they'll perform creditably, quite frankly.
00:25:48 I think people will be yearning for new leadership.
00:25:53 You know, it's one thing to talk to your base, but you don't win an election solely with
00:25:58 your base.
00:25:59 You win an election by having your base.
00:26:02 That's a good start.
00:26:04 But you have to gain another 10% from perhaps a more independent, floated voter, or else
00:26:11 you don't win.
00:26:13 And instead of trying to achieve that, you know, all right now, today, this election,
00:26:19 all we have is people, leaders trying to whip up their base, to raise attention.
00:26:26 I think it's what your calypsonian was saying, in order to bring them out.
00:26:34 And yes, we are descending to lower levels, and it is certainly a referendum on the leaders
00:26:41 and whether those parties, the two major parties, are comfortable going into the 2025 election
00:26:49 with their current leaders.
00:26:51 And that's a question for the membership of parties to determine.
00:26:57 But surely, I think this is a referendum where one would think the party base would recognize
00:27:06 the need for expanding rather than shrinking your base.
00:27:12 And everything I see seems to indicate that they are shrinking their base.
00:27:18 People are becoming, on both sides of the equation, becoming more dissatisfied with
00:27:24 their parties, and really therefore looking and hoping for something new to arise on the
00:27:30 scene where we get true leadership, where we get statesman-like leadership, where we
00:27:36 have the potential to take our people up to another level, to achieve the optimum, to
00:27:43 achieve, to fulfill the potential, because I think Tunle Abdibegu has a huge amount of
00:27:49 potential, but he's being buried.
00:27:52 And you know the scripture says, if you bury your gifts, then in fact you will lose them.
00:27:59 You need to bring your gifts to the fore, and we keep burying it, our politicians, we
00:28:04 keep burying it deeper and deeper underground.
00:28:07 The People's National Movement is heading into the local government election alone.
00:28:13 It has had a history of doing that, but you do have a coalition of parties, including
00:28:21 the UNC, the NTA, I'm sure the ILP too, heading into the election.
00:28:34 How do you feel about this accommodation between these parties heading into the election, and
00:28:41 also the return of some of the old guards, such as Jack Warner and Gary Griffith?
00:28:46 Well, I thought you were using the ILP as a synonym for Jack Warner, but yes, you see
00:28:54 that happening, that's certainly an indication, I think, that the leader of the UNC feels
00:29:03 that she cannot do it alone, she recognizes at least that, that as a solo player, she
00:29:12 cannot succeed.
00:29:13 That's a signal it sends.
00:29:16 I'm not sure, and therefore she's chosen personalities, I think, rather than parties, to try and,
00:29:24 you know, raise the image of the party to another level.
00:29:30 Time will tell whether that will succeed or not.
00:29:35 You know, I have my doubts that that will succeed, but that is what I perceive is happening,
00:29:43 where she's trying to bring personalities, and I don't think that it's really parties,
00:29:47 who have some, who have some, within the electorate, who have a certain weight, who have a certain
00:29:55 image, and she's trying to add to her image by bringing these individuals on board, as
00:30:02 opposed to parties.
00:30:04 How do you see things going over the next few days as we head into the election next
00:30:09 week Monday?
00:30:10 Well, I'm hoping the tension does not, in fact, rise, as I think perhaps is a projection
00:30:18 that it will.
00:30:19 I don't know who will, you know, are we just going to fan the flames, or are we going to
00:30:26 take it to a new level?
00:30:27 The problem is that once you go down this road, I don't think you can backtrack.
00:30:34 So my suspicions are it will get worse, the mudslinging, the whistleblowing, the appeal
00:30:44 to the basic instincts of people are all that will be focused on in this run-up to the election,
00:30:52 and therefore we would have, Trinidad and Tobago would have descended to an even lower
00:30:58 level.
00:30:59 And once it happens, it's even more difficult to emerge from, you know, the pit that I think
00:31:07 the parties are taking us right now.
00:31:10 Yeah.
00:31:11 Mr. Hamilsmith, I know that you are also associated with Hope TT.
00:31:16 It was expected when the local government election was announced that maybe your political
00:31:21 party would have participated too.
00:31:23 We have not seen that.
00:31:25 What can you tell us?
00:31:26 What's the latest?
00:31:27 Well, we stayed out of the fray deliberately, and we will wait until it just settles, a
00:31:33 local election, but I think in September you will find a new party emerging, Hope, for
00:31:39 the first time, if we intend to bring Hope for the country of Trinidad and Tobago.
00:31:45 And I think, you know, the kind of lighting up that we would want to do is to light up
00:31:50 the hearts and minds of people, and not the type of lighting up that the UNC-led leader
00:31:57 has in mind.
00:32:00 Timothy Hamilsmith, it's always a pleasure speaking with you.
00:32:03 Thank you very much for joining us this morning, sir.
00:32:04 Thank you for having me, Marlon.
00:32:05 I hope you and your viewers have a great day and a great time, and hope for a better election
00:32:14 result.
00:32:15 All right.
00:32:16 Bye for now.
00:32:17 So we do have this image for you from Shanice Charles.
00:32:21 It's a hike to Paragrant Bay.

00:54:07 All right, so welcome back, everyone.
00:54:09 So we do have time just to take a few calls.
00:54:12 So you're calling us on 623-1711.
00:54:15 The extension is $19.95.
00:54:17 Again, 623-1711.
00:54:19 The extension is $19.95.
00:54:23 There's something I have to tell you.
00:54:24 Or at 7.30 today, remember, James Saunders comes in with CPL action.
00:54:30 So look forward to that at 7.30 today.
00:54:33 All right, so the lines are free.
00:54:35 You're calling us on 623-1711.
00:54:37 The extension is $19.95.
00:54:39 I know we're just a few days now.
00:54:41 From the local government election that will be held on Monday coming.
00:54:47 All I want to tell you this morning, if you have to call
00:54:51 and you have to comment on the politics, if you want to, just be respectful.
00:54:55 All right?
00:54:57 That's all I'm going to tell you.
00:54:58 You're calling us on 623-1711.
00:55:01 The extension is $19.95.
00:55:04 One of the stories making the Daily Express today,
00:55:07 "Woman Kills Intruder in Home Invasion."
00:55:10 "Family Fears Revenge Attack."
00:55:13 Ashwagandha's family is living in fear because they believe there could be revenge killings
00:55:18 after the mother fatally shot an intruder who attempted to enter her home.
00:55:24 On July 29, 2023, the woman used her husband's licensed firearm to shoot an intruder,
00:55:30 whom she believed was armed and was attempting to gain entry into her home
00:55:35 where she and her daughter were alone, police are saying.
00:55:39 All right?
00:55:40 So you're calling us on 623-1711.
00:55:42 The extension is $19.95.
00:55:44 We do have a first call.
00:55:45 Good morning, caller.
00:55:47 Good morning, Marlon.
00:55:48 How are you?
00:55:49 I'm good.
00:55:50 Yes, my concern is the point of the oil refining, right?
00:55:53 Now, we had curriculum just for the 50th anniversary in Trinidad and Tobago,
00:55:58 and you're looking at the energy security in the region,
00:56:01 and I'm suggesting that the minister of foreign affairs, Dr. Amy Brown,
00:56:06 because he could look at that situation in terms of the energy situation with CARICOM
00:56:11 and the point of the oil refinery in terms of getting recommendations,
00:56:14 and maybe the CARICOM heads of government could speak to Dr. Rowley in terms of revisiting patriotic bid
00:56:22 in terms of the point of the oil refinery getting restarted.
00:56:25 Even the subnational resources of Guyana suggested that they would love to do work,
00:56:33 have a venture with the oil, and they're starting to build a refinery in 2023.
00:56:41 So if we really want to be in part of that business, we have to rekindle this refinery probably in 2023
00:56:46 so we can be ready in terms of that development and other developments with CARICOM
00:56:50 because CARICOM has been building oil refineries for years,
00:56:54 and they have to look elsewhere to get the petrochemicals.
00:56:57 Yes. All right. Thank you very much.
00:57:00 I know when the prime minister was here, he would have spoken about the refinery,
00:57:03 and he was speaking about there are talks concerning the refinery,
00:57:06 but really it's all talk at this time and nothing concrete as it relates to the refinery.
00:57:13 So we'll see how things develop between--well, concerning that deal.
00:57:20 That's what I want to say. All right. So we do have time for another call.
00:57:24 Good morning, caller.
00:57:26 Hi. Good morning.
00:57:27 Yes.
00:57:28 I'm a full-time caller.
00:57:30 You're calling?
00:57:31 For Marabella.
00:57:32 Yes, Marabella. Go ahead.
00:57:33 Hi. Good morning, Marlin. I'm a full-time caller.
00:57:36 Thank you very much for calling.
00:57:38 More must be done with respect to educating the public about the role of local government elections.
00:57:45 Yes.
00:57:46 And role of representatives and counselors.
00:57:49 I think a lot of people are making decisions based on colors and not educated about the rules and duties.
00:57:55 And I think it's important that the media and everyone out there start educating the population about the roles of these representatives.
00:58:02 Thank you.
00:58:03 Thank you very much. Yeah, boy. I agree with you.
00:58:05 Them colors, them colors is problem. Them colors is real problem.
00:58:09 You're calling us on 623-1711. The extension is 1995, so please call us now.
00:58:16 We just have a few minutes again to take a few more of your calls. TTPS slams, pretty pipers trend, nude images of minors online.
00:58:28 That's dangerous. Let's take a call. Good morning, caller.
00:58:32 Morning.
00:58:33 Morning.
00:58:34 [inaudible]
00:59:00 Caller, we're trying to hear you, but the connection is so poor that we are unable to hear you.
00:59:08 Change your position. Change your position a little bit for us.
00:59:12 Okay.
00:59:13 Let's see.
00:59:14 Anything better now?
00:59:15 Go ahead. We'll try again. Go ahead.
00:59:21 Okay, what I'm saying to you is that what is happening here?
00:59:27 Anything better?
00:59:29 All right, caller, we do apologize.
00:59:32 It would be it would really be a disservice if people could not hear you.
00:59:36 But thank you to all of our callers for this morning.
00:59:38 We are going to a very short break.
00:59:40 We also have the seven o'clock news headlines for you.
00:59:42 We're coming back.
00:59:49 Good morning. I am Ansel Gibbs with a news update.
00:59:54 Licensing officers are continuing operations in Tobago.
00:59:58 This even though THA chief secretary Farley Augustin says their presence is ill-timed and the THA was not properly informed.
01:00:08 Transport commissioner Clive Clark says that is not true as he personally met with the chief administrator.
01:00:16 Exercise. Normally we will come here once we are conducting enforcement. It is not a norm for us to seek permission to conduct enforcement.
01:00:27 However, on this exercise, we did come here with a collaborative effort with the TPS off the vehicle.
01:00:35 And once there's enforcement, we don't really take the opportunity to seek approvals for such.
01:00:41 But I share the view we might be healthy for us to start to look at the possibilities of providing of level of information.
01:00:51 In sport, Nicholas Paul is now officially TNT's most decorated cyclist.
01:00:58 This after he rode away with a world championship silver medal on Monday in the men's sprint final in Scotland.
01:01:06 Paul just couldn't overcome the reigning Olympic gold medalist and five-time world champion Harry Levreson of the Netherlands.
01:01:15 And in the weather forecast, hot and sunny conditions prevail across both islands.
01:01:24 But partly cloudy spells at times can be expected from late morning into early afternoon with some isolated showers over broad areas.
01:01:34 There's also a medium chance of these showers becoming heavy and or thundery, favoring western and hilly areas of Trinidad.
01:01:43 A slight chop can be expected in near shore areas, while offshore interest can anticipate waves approaching one and a half meters.
01:01:58 The following is a paid political advertisement.
01:02:04 I have a very great interest in what is happening and I want to commend you on your presentation.
01:02:10 And I think that this structure as it exists now in local government is inadequate.
01:02:14 I do agree with the proposal of the reform of the local government sector.
01:02:19 Reform of the local government system is the pathway towards fulfillment of the covenant between the government and the people.
01:02:28 Some of the core focal areas of local government reform should include structure of local government, finance and taxes, human resource and productivity, legislative reform, infrastructure and service delivery, community involvement, citizens participation,
01:02:47 and also importantly participation of women and youths, health and the environment, technology and communication.
01:02:55 I'm very happy to hear you talk about the taxes and the fact that local government will be allowed to retain taxes.
01:03:02 I must add, based on what I just mentioned, there's consensus across the political divide for local government reform.
01:03:10 With respect to the tax collections, I believe it's a good idea. But I want to guarantee you that anything that is good for this country, and what I say here today, we will support in the Parliament of Trinidad and Tobago.
01:03:22 You have to support your party. You say you support country before party, well go to hell. Go to hell.
01:03:28 It's the right choice. Local government reform is the right choice.
01:03:33 On August 14th, vote for local government reform. Vote PNM.
01:03:38 That was a paid political advertisement.
01:03:41 Dr. Abbott calls Motley Shamir Canada.
01:03:46 Shamir was started by my mom. There are almost 200 different shades of melanin in the world.

01:04:34 Alright, so the police are in the house this morning. No, they have not come for me.
01:04:38 They're here this morning to give you some tips and advice, to give parents really some tips and advice, and also the children chatting with us this morning.
01:04:47 We do have ASP Ishmael Pitt. Officer Pitt, always good to see you. Thank you very much for joining us this morning.
01:04:52 Same here. Pleasant morning, Marlon. Pleasant morning, Chairman Antobago. How are you?
01:04:57 I'm good. I'm good. Well, we are in the vacation period here.
01:05:01 Is there anything in particular, do the police have any concerns as to what they are seeing thus far?
01:05:10 Yes, well, we will always have areas of concerns.
01:05:15 At this particular time school is out, we will focus heavily on our children, our teenagers, and for that reason, seek to give advice to both children and parents regarding decisions that they can make in order to preserve their safety, in order to preserve their image, in order to preserve that future that our nation is looking forward to.
01:05:42 So I will go straight into it. A lot of teens are partying and they are enjoying the fact that school is out, but we would want that persons make the most appropriate decisions.
01:05:57 And I'm saying persons because we cannot leave it up to the child. Parents have a significant role to play and we cannot renege on that level of responsibility.
01:06:10 If the wrong decisions are made, definitely, you know, there are dire consequences that can result.
01:06:18 So first and foremost, we are accustomed hearing it. Be careful of the friends we keep, Marlon.
01:06:24 Yes.
01:06:25 Be careful of the friends we socialize with. That is very, very important. Choose our environments wisely.
01:06:33 So we know that persons may want to party, persons may want to line, and that is part of growing up. It's part of socializing, but choose the people wisely who you are seeking to carry out these activities with.
01:06:51 Drugs are being experimented with. And we know that there are so many drugs on the market, but there are some that has become more popular than others. Marijuana is there.
01:07:03 And marijuana has been around from time immemorial. And we tend to think as a society that marijuana has been legalized. Marijuana has not been legalized, it has been decriminalized.
01:07:16 And then we have the emergence of what we may call the new drugs, such as the esthese. And we know even internationally, you look at drugs like methamphetamine and all these drugs that have dire consequences in terms of the use.
01:07:34 Date rape drugs are very, very real. Date rape drugs are very, very real. And persons may tend at times to become what we may call the true portion to the wheel because of the fact that they believe that I am amongst friends and there's some false sense of security, there's some false sense of safety.
01:08:00 There's something called peer pressure. And if we are not careful, we can fall victim to these date rape drugs. And more so, our female children, our female teenagers, they may be more susceptible to that.
01:08:17 I don't mean to say that the males are exempted because we know the society in itself, there are different types of persons. Drugs impair your judgment. So we tend to think that, all right, we are going to experiment and it's going to be okay, it's going to be fun.
01:08:37 But it does impair your judgment. So the decisions that you might make as a super-minded individual would not be the decision that you would make as somebody who is on drugs. And for that, yes.
01:08:54 >> I want to, allow me to intervene here because I want to speak about, and you did touch on it, but let's speak a little bit about the importance of, or the role and responsibility of the parent.
01:09:06 Because every weekend, because of this vacation period here, you're seeing hundreds of teenagers gathering at the malls, at the cinemas, and so on. And when you look around, you're not seeing many adults at all.
01:09:21 So I want to speak about the role and responsibility of the parent, even in a small role of being a chaperone when their children are going out.
01:09:41 And that is very, very, I've spoken of, about up to this point in time. It is important that as parents, we exercise that level of monitoring, that level of supervision, that level of responsibility.
01:09:57 Because take it for granted, and I will remind persons, a child is anyone below the age of 18 years. So we may think we have a teenager who is capable of making some decisions, and for that reason, we leave it up to them.
01:10:14 But it is important that as parents, we hold to our responsibility. If it means taking our child from one point to the next and returning for our child or our children, and whoever they may be in company with, those sort of steps definitely we would encourage.
01:10:34 Because a lot of things happen in transit. A lot of things happen at the particular area or venue that they may be going towards. And it is important that the discussion is heard. Plenty of us are of the view that there are certain things that we should not discuss.
01:10:52 But a lot of discussion is taking place. And it's taking place with our children and other persons who may not be so minded as to their safety, their well-being, and their future. So it is important to have these tough discussions, it is important to have these sensitive discussions.
01:11:13 The physical damages that drugs can have to our bodies is well known. The fact that it will impair our judgment, it is well known. But it places us now in a position of vulnerability, Mark.
01:11:30 Where we can be robbed, we can be sexually abused, we can be raped, we can be kidnapped, and worse yet, we can be killed. Let us look at the serious aspects of taking these type of decisions.
01:11:55 Now, there are things that we could do and still maintain or give our children that freedom that we may think that we should be giving them at a particular age. So that freedom should not be absolute.
01:12:13 That freedom should be tempered, that freedom should be calculated, that freedom should come with terms and conditions, that freedom should come with our involvement in terms of the decision-making. Because as I said before, peer pressure is real, and if we are not having the discussion with our children, somebody else will be having that discussion with them.
01:12:34 >> Sure. Sure. >> There is a story in the Daily Express today, and it speaks about nude images of minors online. And to some, that may -- well, when I say to some, and adults too, but to teenagers, this may be viewed as a small thing, as they would say.
01:13:00 But in the eyes of the police, and also as it relates to the laws of Trinidad and Tobago, this is frowned upon.
01:13:08 Of course, child pornography straight out is an offense. Straight out is an offense, and if persons are found to be contributing towards it, or have this type of material on their phones or on their devices, other devices, then they are breaking the law.
01:13:27 And we have adopted a very robust approach to that. And again, we are asking persons, if you see something, to say something in this regard. Because the damage to this type of behavior, it goes way down the road. Because our children are children now, but at some stage, they will become adults, and with these type of activities, they can be scarred for life. So it's a very, very, very serious issue.
01:13:52 >> And these images should not be shared?
01:13:57 >> It should not be shared. It is against the laws of Trinidad and Tobago. It's a very serious, serious offense. I can tell you that they are being investigated. Our cybercrime unit is very much engaged in these investigations. And we will hold persons to account once we have the necessary evidence. So it's not something that is going to be dealt with slightly by no means.
01:14:19 >> It is not -- how do I say this? It is not enough for an individual to say, well, all I did, it came to my phone, and all I did was share it.
01:14:30 >> No. No. You have a responsibility. If it came to your phone, and it came to your phone without your consent, because some of us are part of group chats, we had friends on WhatsApp and other social media platforms, and they may send information to us without our consent, because that is the type of relationship.
01:14:53 >> So it's not just a matter of consent. It's a matter of responsibility. And from the moment you receive this type of material, you have a responsibility. And that responsibility now is to report it. That responsibility is to report.
01:15:20 >> So when you are going out to Lime and things of that nature, never leave your drinks unattended. As I stated before, be careful of the friends that we keep. Note that marijuana has not been made legal. It has been decriminalized.
01:15:33 >> It still means to say that when you are in possession of marijuana in a public space, you are only allowed 30 grams or less. You can be charged for marijuana in large amounts beyond 60 grams. Between 30 and 60, you can be ticketed for the offense. So they still carry a severe penalty. We are asking parents and teenagers, please, please make the right decisions so as to not put yourself in a situation of vulnerability.
01:16:02 ESP. Yeah, ESP Ishmael Pitt.
01:16:06 It's always a pleasure speaking
01:16:07 with you. Thank you very much

01:19:24 project. Yes. But at the
01:19:26 digital foundation end of it,
01:19:28 this is really important to us
01:19:30 to invest in what we call our
01:19:32 digital citizens. And these
01:19:34 will be the new generation,
01:19:36 this generation, which will be
01:19:38 our future technicians, our
01:19:40 coders, our programmers. These
01:19:42 are the young people that we
01:19:44 want to look at and invest in.
01:19:46 And this is like the perfect
01:19:48 way to do it during the July-August
01:19:50 vacation, knowing that it's
01:19:52 such a great model that RSC has
01:19:54 developed where it's part virtual
01:19:56 but then part in schools, in
01:19:58 session, in person, so they get
01:20:00 to get that real hands-on kind of
01:20:02 experience and exposure to all
01:20:04 things technology. What we
01:20:06 really do also like about it as
01:20:08 well, Marlon, is that, you know,
01:20:10 for the past couple of years,
01:20:12 the past 10 years, we've been
01:20:14 working with girls and young
01:20:16 people in terms of exposing,
01:20:18 even communities in rural areas,
01:20:20 to things that are all digital,
01:20:22 making sure we have computer labs that are
01:20:24 accessible, that they have internet access,
01:20:26 and finding different ways for every
01:20:28 program that we support or
01:20:30 that we implement, that they also have
01:20:32 a technology component. Because the world
01:20:34 is digital, this is where it's at.
01:20:36 So we want to invest in those kind of spaces
01:20:38 and this is the perfect thing.
01:20:40 I mean, it's more than just the camp, and Randal is
01:20:42 going to go into a bit more about all the different
01:20:44 activities that they have, but for us
01:20:46 what's really important is that
01:20:48 we're making sure that we're having
01:20:50 the right technology components
01:20:52 and having them exposed to all of these
01:20:54 different things in a fun, safe
01:20:56 and dynamic environment.
01:20:58 Mr. Sinanan, over to you.
01:21:00 Morning.
01:21:02 Restore Sense of ICANN,
01:21:04 which is what the RSC stands for,
01:21:06 is a non-profit organization and
01:21:08 we're dedicated to effecting change
01:21:10 through technology and education.
01:21:12 We were fortunate about in 2016
01:21:14 we first had exposure to
01:21:16 because we were having activities
01:21:18 in schools and they were giving us connectivity
01:21:20 to do those things because some schools
01:21:22 did not have that level
01:21:24 or even internet
01:21:26 back then. And then we met
01:21:28 these people at Digicel, and when I
01:21:30 say these people, it's Dynamic Team, Penny,
01:21:32 Cindy and Natalie at the foundation.
01:21:34 So our vision encompasses
01:21:36 exactly what Sinan is
01:21:38 saying. So we want to
01:21:40 promote awareness and enhance
01:21:42 practical technology activities
01:21:44 such as web application,
01:21:46 games development, coding,
01:21:48 robotics, artificial intelligence,
01:21:50 because it's very topical right now,
01:21:52 the internet of things, social media, digital
01:21:54 media, 3D printing, the whole
01:21:56 gamut of stuff that probably our
01:21:58 kids hear about, not necessarily exposed
01:22:00 to in more of a practical way
01:22:02 at their school. And in addition
01:22:04 we aim to raise awareness just like
01:22:06 the foundation and provide actionable
01:22:08 steps on both digital security
01:22:10 and on privacy.
01:22:12 We work closely with the Ministry
01:22:14 of Education, with the Principals'
01:22:16 Associations of secondary schools and primary
01:22:18 schools. And this
01:22:20 camp was really an implementation
01:22:22 of those things. So the camp
01:22:24 aims to empower the students because
01:22:26 the students are digital consumers.
01:22:28 So we want to move the kids
01:22:30 especially in this
01:22:32 area, in Trinidad and this part of the Caribbean
01:22:34 from being consumers of
01:22:36 technology to being producers of
01:22:38 technology. And we
01:22:40 are so happy that we can have this hybrid
01:22:42 approach with this partnership with
01:22:44 the foundation
01:22:46 so that we can have both virtual
01:22:48 and a combination of
01:22:50 events. And it's
01:22:52 going to be really powerful actually. Tomorrow we have
01:22:54 a live workshop. It's going to be
01:22:56 at the San Fernando Community Centre.
01:22:58 So those of you who have signed up already, you can probably
01:23:00 tell your friends and we look forward to seeing
01:23:02 you because we'll be there from about 8 till about
01:23:04 2. So basically
01:23:06 Mark Marlon, that is in other
01:23:08 words, we want to ensure that we continue
01:23:10 developing digital capacity
01:23:12 and this is an excellent avenue
01:23:14 truly from Asia. Cindy-Ann, who is
01:23:16 the camp for? And when I say who
01:23:18 what ages are we speaking
01:23:20 about?
01:23:22 Cindy-Ann?
01:23:26 Do we have Cindy-Ann?
01:23:28 Yes. Can you hear
01:23:30 me now Mark? Yeah, yeah. Loud and clear. Go
01:23:32 ahead. Okay, great. So the age
01:23:34 groups for the camp go from their different
01:23:36 categories. So we have them in category 8 to
01:23:38 10, then 11 to 14 and then we have
01:23:40 15 plus. And you know
01:23:42 it's all about trying to expose them
01:23:44 in a way that's appropriate
01:23:46 and that they can consume the information
01:23:48 and so it's been tailored by
01:23:50 the organization to do just that.
01:23:52 Now I have to, before I move on, I have to
01:23:54 actually tell you that this was, while
01:23:56 Digital Foundation, we're proud to
01:23:58 invest and to partner with RSC
01:24:00 because they're one of our star partners
01:24:02 when it comes to all things digital.
01:24:04 So we also got the support and the buying from our
01:24:06 team from digital business.
01:24:08 And this is a $20,000
01:24:10 US investment, which is
01:24:12 like $120,000 on our
01:24:14 behalf. So again, it just shows
01:24:16 you where we stand in terms
01:24:18 of that level of investment,
01:24:20 how much we want to support
01:24:22 our young people into discovering
