00:00 Now we give the word to the Vice President of the Venezuelan people.
00:16 I would like to thank everybody present here, and I would like to thank especially to the
00:22 President Lula for creating this space for sharing concerns.
00:42 I think that it's important, after hearing the statements of my partners, I would like
00:51 to highlight what means the Hamazonic region to us.
01:09 The Hamazonic region, like other presidents have stated before, is the biggest example
01:21 of biodiversity in the world.
01:33 It represents 25% of biodiversity in the world, with thousands of different species of plants
01:41 and animals.
01:50 A place which absorbs about 10% of carbon that is emitted in the world.
02:07 All these statistics is a way of realizing that we have in our shoulders the responsibility
02:17 of preserving and saving the Hamazons.
02:27 Firstly, I would like to say the message of President Maduro and his proposal to address
02:41 this situation.
02:47 It's important to declare the emergency state that Hamazonic countries are dealing with
02:55 right now.
03:01 Because no one knows how serious the situation is better than us.
03:22 Also we need to cooperate with other organizations, and cooperate with other countries to be a
03:31ble to come up with a solution to this problem.
03:45 We need also to negotiate regarding all of these statistics that we have shared with
03:57 you, especially taking into account the amount of toxic gases that every Hamazonic country
04:06 emits.
04:09 We need to be clear in the amount of gas that each country is going to emit.
04:25 President Lula said yesterday that this region requires economic development.
04:42 We need ecological development to be able to preserve the Hamazonic region and be able
04:50 to provide for the communities who live there, especially indigenous communities.
05:00 We need to regenerate the Hamazonas, creating an organization for the preservation of this
05:16 area, as well as implementing the protection of this forest.
05:37 We need to reinforce as well the Hamazonic identity.
05:54 It's also important to control and take into account that we need to eliminate the
06:07 illegal mining and excessive mining in this area.
06:28 This has shown us that we are dealing with a massive economic crisis, and also a massive
06:41 ecological crisis, which means that we need to protect and preserve the biodiversity of
06:56 the Hamazonic region.
07:05 We need also to create and establish a Hamazonic satellite to be able to control and be aware
07:20 of what's going on in that area remotely.
07:35 We need to create a Latin American initiative that creates environmental policies that protect
07:46 the biodiversity of the Hamazonas, that protects the forests, rivers, and animals who live
07:54 there, but also the indigenous communities.
08:14 We need to do everything in our power, which includes not only governments and heads of
08:20 states, but also the collaboration of scientists, citizens, and indigenous communities, to be
08:28 able to create the solution we need.
08:45 We are dealing with a crisis that we cannot ignore.
09:03 We need to be aware of the danger that international enterprises represent to the Hamazonic region.
09:23 Because there are destroying the biodiversity that we're trying to protect.
09:47 I think that it's also important to highlight that it's the government's responsibility
10:03 to create those ecological alternatives that we need.
10:11 This is not something that we have to lay on the shoulders of the science.
10:16 We definitely need the help of scientists, but we cannot give all the responsibility
10:24 to them.
10:25 It's the government's responsibility to take action in this matter.
10:51 We need to be also aware of the presence of other countries, not only in the Hamazonas,
11:01 but in the rest of our territories as well.
11:04 It's unacceptable that there still are military bases, North American military bases, European
11:12 military bases in our countries.
11:18 We need to reinforce political sovereignty of our countries.
11:42 That's what we reject.
11:46 The economic blockade against all Latin American countries.
11:56 And also, I would like to say, President Lula, that the debate that we are having here is
12:04 the beginning for a solution.
12:11 A solution that would create finding a balance between our communities, the earth, and our
12:17 economic development.
12:33 We reject and denounce the threats and the violence or all sorts of interference with
12:45 our political affairs, not only of the Hamazonic countries, but all Latin American countries
12:52 as well.
12:58 It's our responsibility to collaborate and unite forces and efforts to be able to find
13:16 a solution to environmental problems.
13:36 Solidarity has always been the solution, has been the way and the only possibility of solving
13:45 our problems.
13:47 As Simon Bolivar, our father, stated once, "Only through unity we can achieve any goals
13:54 that we might have."
