00:00 Hello and welcome. You're watching In Depth on One India English with me, Pankaj Mishra.
00:05 The scheduled meeting between United States President Joe Biden and Chinese President
00:10 Xi Jinping on November 15th in California is poised to have significant implications
00:16 not only for bilateral relations but also for the global affairs. This report delves
00:21 into the key aspects of the meeting and analyzes its potential impact on India.
00:28 What is on the meeting agenda then? Urgent global crisis, definitely there is no dearth
00:32 for it. The meeting aims to attend to the pressing global crisis including the Israel-Hamas
00:38 conflict, Russia's invasion of Ukraine and tensions surrounding Taiwan in China's vicinity.
00:45 The leaders attending the Asia-Pacific Economic Cooperation which is the APEC summit will
00:49 engage in discussions that span the regional trade, the regional stability and cooperation
00:56 on transnational challenges. There are five key aspects to this meeting. First, trade
01:04 and Taiwan. The talks are expected to touch upon trade issues and the sensitive topic
01:09 of Taiwan with a focus on maintaining open lines of communication. Managing competition
01:16 too is something which both the countries will try to navigate very crucially. The first
01:21 is the competition that finds both the United States and India head to head. Now this transnational
01:29 trade which often has paved way for many other countries to eat into is something that both
01:35 the countries are quite wary about and both US and China not directly but have faced many
01:42 issues when it comes to their own trade conflicts. The third key aspect is the channel of communication.
01:51 Well it is required for them to at least maintain an open channel of communication which as
01:57 of now wasn't there. And remember the recent visits by United States officials to China
02:04 and vice versa has somehow paved that path, given them that reason that hey look they
02:11 need to, China and United States need to at least have an open channel of communication.
02:17 The North Korea and China's influence. Now this is very crucial. Be it the Ukraine-Russia
02:23 war or for that matter be it the Hamas-Israel conflict. The role of North Korea time and
02:29 again keeps up coming and amidst the testing of ballistic missiles and the reports of North
02:36 Korea supplying munitions to Russia, Iran and Israel, Hamas war. Now Biden may press
02:42 Xi Jinping to use China's sway over Iran to prevent actions that could escalate the
02:47 Israel-Hamas conflict, given China's significant leverage as a major buyer of Iranian oil.
02:54 Now let's take a look at the US-China relationship and the context of it. The bilateral relationship
03:00 faced challenges including tensions over US export controls of advanced technology, a
03:06 Chinese spy balloon incident, remember that one made headlines, and the disagreements
03:12 over Taiwan. The meeting follows a year-long hiatus in direct talks between Joe Biden and
03:18 Xi Jinping since their last encounter in Bali in 2022. The importance of Xi Jinping and
03:25 Biden meeting is many fold. So the elections in the United States have always been a tricky
03:32 affair. Remember last time when Donald Trump came into power, there were talks that there
03:36 was Russian influence. Now this time around, the word is right that the Chinese influence
03:42 has been found, suspected rather, in the 2024 US elections which are upcoming. So this particular
03:50 incident, this particular scenario also seeks to restore military to military communication
03:56 to address rising encounters between US and Chinese ships and aircraft. And how does this
04:03 help Joe Biden? It is with the fact that Joe Biden, if he's able to tame Xi Jinping, then
04:10 that in turn would help him in the election. Because as of now, if you take a look at the
04:15 popularity charts of Joe Biden, it has been going down, nose diving almost, be it the
04:20 Israel Hamas conflict, be it the Bidenomics that people call it, nothing is working in
04:27 favor of Joe Biden as of now. But the bigger picture now, the perspective as to Xi Jinping
04:33 and Joe Biden's meeting and what it means for India. India is observing the matters
04:39 pretty closely considering its strategic relationships with both the United States and China. The
04:45 2+2 ministerial dialogue where the Indo-US relationships always have found strength and
04:53 the meeting concluded just a few days ago, the 2+2 ministerial dialogue with the US and
04:59 it covered strategic and defense ties, space and tech cooperation and people to people
05:05 contacts. The meeting involving Defense Minister Rajnath Singh, External Affairs Minister S.
05:11 J. Shankar, US Secretary of State Antony Blinken and US Secretary of Defense Lloyd
05:16 Austin. This highlights the depth of the Indo-US strategic partnership. Significance of the
05:24 2+2 meetings needs no mention. The 2+2 format involves high level representatives from both
05:30 the countries of the foreign ministry and the defense ministries and it enhances dialogue,
05:36 understanding and cooperation on strategic concerns in a rapidly evolving global environment.
05:42 The pacts that India has already signed with United States as far as the military strengthening
05:47 is concerned, both the countries have signed the logistic exchange memorandum of agreement
05:52 which is also known as LEMOA, communications capability and security agreement, Comcasa
05:58 and basic exchange cooperation agreement, BEPA. These agreements deepen military cooperation
06:04 and address shared concerns particularly in the context of an assertive China. Now India's
06:11 approach engages in 2+2 dialogues not only with the United States but also with Japan,
06:18 Russia and other countries. Now these alliances serve India's interests in security concerns,
06:23 historical ties and evolving geopolitical landscape. Well the bottom line is that the
06:30 meeting between Xi Jinping and Joe Biden will have an impact and have global significance
06:36 with potential repercussions for India. As the leaders navigate complex geopolitical
06:42 challenges, India's concurrent 2+2 dialogue with the US highlights the nation's commitment
06:48 to strengthening strategic partnerships and addressing the concerns in this dynamically
06:54 changing world. India as of now is poised at the intersection of major global powers
07:00 with the continuing to play a crucial role in shaping the evolving geopolitical landscape.
07:08 For India definitely this meeting between Joe Biden and Xi Jinping obviously is something
07:13 that will be closely monitored. There are so many issues also that India has apprised
07:18 the United States of vis-a-vis China be it the border issue, be it the student exchange
07:25 program, be it certain business issues also that always have proved to be an impediment
07:31 as far as the Indo-China ties are concerned. But United States obviously it has its own
07:36 kitty of problems, it wants to discuss a plethora of things as listed with China and there in
07:43 the Indian subcontinent the nation India obviously with its growing prowess both military and
07:50 economic, China definitely is wary of India and what is the message to United States that
07:57 remains to be seen when United States comes back from that meeting, Joe Biden comes back
08:02 from that meeting and gives India the lowdown of what transpired. That's it in this edition
