The "Two Sessions," China's most important annual political event, is underway, bringing together thousands of politicians and political advisors to discuss new laws, policies and other state affairs, in an event that is both a showcase of the Chinese government's policy direction for the coming year and a largely symbolic ceremony, where major government reforms are expected to be announced. teleSUR

00:00 In China, the two sessions are the most important annual political event that are taking place
00:04 at this moment.
00:05 The session is crucial for the analysis and evaluation of China's performance in the different
00:09 sectors.
00:10 Let's see more details in the following report.
00:13 The two sessions are China's most important annual political event.
00:17 They refer to the meetings of the Chinese People's Political Consultative Conference
00:22 and of the National Popular Congress.
00:25 The consultative conference is an advisory body made up of more than 2,000 people divided
00:31 into 34 groups that, in addition to the Chinese Communist Party, include representatives from
00:38 the other eight parties present in China, and sectors ranging from science and technology
00:45 to religion.
00:46 For its part, the Congress is the legislative body of China and has almost 3,000 members.
00:53 Both have five-year terms.
00:56 In addition to the annual national meeting, popular congresses are held at different levels
01:01 such as township, county, city and provincial levels throughout the year.
01:07 In different villages, towns, there are different liaison offices, deputy liaison offices.
01:13 So there, people can go to those offices, meet their deputies and bring their issues
01:20 to them.
01:22 And also, most of the deputies live among the people, they live in the villages, they
01:26 know what's going on.
01:28 So I can give you a number.
01:29 By the end of 2020, 2.6 million people have worked as a deputy to the people's congresses
01:39 at all levels.
01:41 And more than 90% are at village and township levels.
01:46 That means most of the deputies across China are at grassroots levels.
01:52 They know the concerns of grassroots people.
01:56 So it means think of the number and think of the level they are at.
01:59 They can reflect the problem from bottom to up.
02:05 The two sessions are democratic and unified.
02:08 Why do I say that?
02:09 Because I see representatives of China's 56 ethnic groups meet here to discuss national
02:15 issues.
02:16 We set the tone for new policies and changes at the national level all year long here at
02:20 the sessions.
02:21 This allows us to have an overview of the development of the entire country and society,
02:27 and is very important for us.
02:29 We are representatives at the community level and our participation is part of true democracy.
02:38 Forecasted by a range of economic experts, China's GDP growth target for this year was
02:44 set again at 5%.
02:46 The most topical issue in these two sessions has been the priority of the concept of new
02:51 quality productive forces.
02:53 In a press conference, Jiang Yuzhuo, president of the Assets Supervision and Administration
02:59 Commission of the State Council, highlighted that the goal is to modernize and not abandon
03:05 traditional industries.
03:09 The most important thing is to advance industrial modernization.
03:13 Many state-owned enterprises have a relatively large presence in traditional competitive
03:17 industries.
03:21 Now is the time to use new technologies to transform traditional industries, improve
03:25 their efficiency and make them smart, high-end and green.
03:33 There have been many significant achievements in this regard.
03:36 We have more than 100 smart factories.
03:42 Recently some central state-owned enterprises have cooperated with Huawei to achieve automation
03:47 and unmanned and intelligent operation in coal mines.
03:53 As a result, there is no need for human labor in coal mining, ensuring fundamental safety.
04:01 Journalist and political analyst Li Jingjing points out that the economy is not the only
04:05 priority in the two sessions.
04:07 Several deputies proposed that we need to build a stronger workforce to take care of
04:13 the elderly.
04:15 And now what happened?
04:17 The government has sent a group of staff to more than 20 provinces and 42 villages across
04:26 China to do field research, to do what's happening, what we need to do, how to build a stronger
04:33 workforce for the elderly.
04:37 These deputies do make a difference because all their bills, all their proposals will
04:41 be carefully reviewed at the national level and will be carefully deliberated, reviewed
04:48 and carried out.
04:49 I think that's a perfect chance for everybody to understand China's real political system.
04:55 From Beijing for Telesur, Mauro Ramos from TVT Brazil.
04:59 We have come to the end of the newsreel.
