00:03Claims that Cardiff Council staff have faced serious sexual harassment and assault while
00:07simply doing their jobs.
00:09According to a survey carried out by the trade union Unite, around 1 in 5 respondents said
00:13they had been sexually assaulted either at work, while travelling to work, or at a council
00:18related event.
00:19The poll which gathered around 76 responses paints a troubling picture for the council.
00:23Unite says 35% of workers reported being inappropriately touched without consent.
00:2834% said they had been subjected to sexual remarks or gestures, and more than a quarter
00:33claimed they had been shown pornography while at work.
00:36Some staff told the union they were harassed not just by colleagues or supervisors, but
00:40also by members of the public using council services.
00:43One worker said they had been repeatedly reported inappropriate behaviour from service users,
00:48but were told management couldn't take action for fear of discrimination.
00:52Unite Regional officer Michaela Gilroy said the findings show a serious cultural problem
00:57within parts of the council.
00:58She said the results are shocking.
01:00Sexual harassment in any form is unacceptable, and must be tackled.
01:04It's about dignity, accountability, and basic human rights for workers.
01:08In response, Cardiff Council insists that it has a zero tolerance approach to any form
01:12of bullying or harassment.
01:14It says complaints are acted on and investigated in line with official procedures, and that mandatory
01:19training, including sessions on tackling sexual harassment, is already in place for staff.
01:24The council added it works closely with all recognised trade unions, and will now be holding further
01:28talks with Unite over the claims.
01:31But with more than two-thirds of staff responding saying their concerns weren't properly addressed,
01:36unions say that unless meaningful change follows, confidence among council workers will continue
01:41to erode.
