00:04I'm Akshita and I'm the Kopa. We've got lots lined up for you over the next 60 minutes
00:07as we focus on the big headlines emerging from the southern states.
00:11So what have we got in store for you on this edition of Super 6?
00:14We're going to be talking about a couple of stories coming in from Tamil Nadu.
00:17First, that the TVK government, much like Andhra, has decided to incentivize those who have more children.
00:24So in Tamil Nadu's case, it's not really a financial incentive, but rather 365 days of maternity leave
00:31for women government employees who are having their third child, one year of maternity leave.
00:38Remember, there's a whole lot of politics over delimitation.
00:40And the question that will be asked is whether this is essentially an attempt to counter
00:45the problem of fertility rates following the problem of a lower population compared to other states now
00:51by Tamil Nadu after Andhra.
00:53Also on the show, we'll talk about the big announcement made by Chief Minister Vijay
00:58of luxury cars for all MLAs.
01:0375,000 rupees for, in fact, a car driver plus 25,000 maintenance charge.
01:10That will be the money allocated for every MLA with a car provided by the government
01:15for them to travel to their constituency and back.

03:14Union Home Minister Amit Shah will be in Chennai tomorrow
03:17and will be chairing a meeting with all the southern chief ministers.
03:21This is a crucial meeting because all of the south chief ministers
03:25except for the Telangana CM will be in attendance.
03:27The Telangana CM is currently abroad and so you'll have the Deputy CM Bati Vikramarka attending in his presence.
03:34All states will be represented.
03:36This is an important meeting because each state in that meet with the Home Minister
03:40will put forth their demands, their wish list on what really they want from the central government.
03:45This is a meeting that's happening on the outskirts of Chennai in Mahabalipuram.
03:50And you will see all the south chief ministers except for Revant Reddy.
03:54So Chandra Babu Naidu, V.D. Satishan, D.K. Shiv Kumar, all of them will be present in Tamil Nadu
04:00along with Chief Minister Vijay for this meeting with Home Minister Amit Shah.
04:05I want to put the focus though, state by state and talk about what really is the agenda
04:10for each of the chief ministers who will be attending this meet,
04:15what they'll be putting forth on requirements on a wish list from their state
04:18to the central government, to Home Minister Amit Shah.
04:21I'll bring in Nagachun Twarkana from Bengaluru, from Odmadav, from Chennai.
04:25Apoorva will be getting us the latest on Andhra, Abdul Bashir from Hyderabad
04:29and Shibhimol from Tirvanantapuram.
04:31As we in fact get all these details coming in, Naga, I'd like to begin with you
04:36on what really Karnataka's wish list will look like.
04:39D.K. Shiv Kumar, we understand, will be attending this meeting tomorrow.
04:42It's also important to highlight here that we've been seeing tensions
04:45between Karnataka and Tamil Nadu.
04:46And at such a time, D.K. Shiv Kumar will be in Tamil Nadu for this meet.
04:55Akshita, can you hear me?
04:56Yes, go ahead.
05:01In fact, D.K. Shiv Kumar will be meeting the Home Minister tomorrow.
05:05He's in Delhi today to meet the CWC, the Congress Working Committee
05:08and directly fly to Chennai tonight and be in Mahabalipuram in the morning.
05:12He's also accompanied by the Karnataka Home Minister, Mr. Priyank Karge.
05:16The agenda of Karnataka in front of the Home Minister would be
05:18first is the interstate water dispute.
05:21The Kaveri, the Mahadai, the Krishna, all the rivers are having some of the other issue
05:26that the Karnataka is facing and hence, this would be discussed is what we are told.
05:30And also, the irrigation department needs more funds from the central government.
05:34The Aparbada project, in fact, the union government had said that in the budget,
05:395,000-odd crores would be given to the state and has not been given that one.
05:42And delimitation, that concern also will be raised in front of the Home Minister.
05:47And finally, development issues that we need more support or hand-holding
05:51from the central government in terms of schemes, especially in the Mandrega.
05:54Remember, the rules have been changed.
05:56The government in Karnataka is pressing this issue in front of the union Home Minister tomorrow.
06:01Naga, just quickly a follow-up.
06:03Considering that D.K. Shiv Kumar is going to be in Tamil Nadu at a time
06:07and we've been seeing friction between the two states,
06:10is there any sort of meeting between D.K. Shiv Kumar and Chief Minister Vijay?
06:17No, as of now, nothing is plotted, at least officially.
06:20They might shake hands and talk to each other informally when they meet in this meeting,
06:26but nothing has been scheduled officially between the two heads of the state.
06:30Okay. Pramod Madhav is also live with us on this broadcast
06:33to tell us what really Tamil Nadu's perspective is going to be.
06:36Tamil Nadu is also the host state for this particular meeting.
06:39It's happening on the outskirts of Chennai.
06:41And Pramod, the issue of Kaveri, the issue of Mekedatu, the issue of delimitation,
06:46all of these are contentious issues,
06:48either between Tamil Nadu and Karnataka or between Tamil Nadu and the central government.
06:52Will these come up in the meeting tomorrow?
06:57Akshita, it's going to be a very interesting meeting that is going to happen
07:00in Mahabaliburam at the outskirts of Chennai.
07:02And just like you mentioned, the Home Minister is also the Minister of Cooperation.
07:05And we have the entire nation converted into five zones,
07:08and this time it's happening in the southern zone,
07:10where the Home Minister is also the Chairman for this particular meeting,
07:13where Vice Chairman for this meeting is going to be C. Joseph Vijay,
07:17the Chief Minister of Tamil Nadu.
07:18And it is a kind of like, you know,
07:20every certain period there is another new Vice Chairman,
07:22and that's why it's happening in Tamil Nadu.
07:24Very clearly, this is about Team Bharat.
07:27However, just like you mentioned,
07:28this kind of meeting has earlier helped
07:30in resolving issues about water dispute between two states
07:34and quite a lot of issues.
07:35And just like you mentioned,
07:36the highlights, we believe,
07:37even though we haven't been received,
07:39provided an agenda so far,
07:40it's going to be about getting the funds
07:42for the urban and rural areas as well.
07:45And then delimitation, of course,
07:46and definitely the water dispute is being expected to be brought in
07:49because even after multiple times,
07:51the CWRA and other authorities have stated
07:53that water must be released.
07:55Tamil Nadu has not been provided
07:56or the water has not been released
07:58in the acquired amount from Kaveri, from Karnataka.
08:01So we believe that it is going to be definitely raised as well, Lakshita.
08:04It's going to be very much packed
08:05because tomorrow we're expecting,
08:07this is a period of the Assembly session amidst which
08:09we're going to see this particular meeting as well, Lakshita.
08:12Okay, so interesting to see what will be the takeaways of that hurdle.
08:15For Karnataka and Tamil Nadu, the agenda is clear.
08:17One of the issues will be water sharing
08:18and the dispute that's played out over that.
08:21Remember that there are three new Southern Chief Ministers.
08:23DK Shrifkumar, Chief Minister Vijay
08:26and Chief Minister V.D. Satishan in Keralam.
08:28So let me take this across to Shibhimul
08:30from Tirvanantapuram joining us live.
08:32Satishan will be there for that meeting tomorrow.
08:34Shibhi, what's on the agenda?
08:36What will Satishan be pushing for?
08:42Well, Lakshita, the main demand will obviously
08:44regarding the disaster relief activities,
08:46the aid from the centre side for all these activities.
08:49After the UDF government took over also,
08:51you know, we have had two issues
08:53like a floodlight situation recently
08:54and before that a landslide in Vyanat.
08:57And if you see in the previous,
08:58during the previous LDF government's time also,
09:00this has been a constant issue with the centre
09:02regarding the centre's aid for disaster relief activities.
09:06So that will be one demand.
09:08And the UDF government's main project
09:09has been Mission Samudera
09:11and the efforts to develop Tirvanantapuram as a port city.
09:14So that's been a dream project of the UDF government
09:16that they announced right after they took charge.
09:20So that will also be put forward is what we are learning.
09:23And of course, since it's a southern meeting,
09:25the Mullapiria Dam, of course,
09:26there's no visible tension right now.
09:28But the UDF government has also maintained
09:31that the stand remains the same.
09:33Safety for Kerala and water for Tamil Nadu.
09:35So if that topic comes up,
09:37because we saw when, you know,
09:39in Tamil Nadu assembly,
09:40the Mullapiria Dam being discussed,
09:41the issue being discussed.
09:42So if that topic comes up,
09:43then of course the UDF government
09:46is also likely to stress on the same point
09:48that the policy remains the same,
09:50whether it's LDF or UDF,
09:52that it will always be water for Tamil Nadu
09:54and safety for Kerala.
09:55So these are the three points
09:56that will be mainly raised
09:57is what we are learning at this point.

10:03in Chennai, the outskirts of Chennai actually.

10:14He'll instead have his representative,
10:16the deputy chief minister,
10:17Vikramarka, present there.
10:18But we understand that Telangana
10:20is not boycotting this event.
10:22They have representation.
10:23Rewanth Reddy simply happens to be abroad.
10:30Well, yes, chief minister,
10:31Rewanth Reddy is likely to travel today abroad.
10:34United Kingdom is on a 10-day visit.
10:36Well, on his behalf,
10:38the deputy chief minister,
10:39Bhatti Vikramarka,
10:40has already landed in Chennai,
10:41is what we are learning.
10:42He's prepared for tomorrow's meeting.
10:44The main issues,
10:45the long-pending issues
10:45that have been there,
10:47especially the Polavar Bankacharla project,
10:50the link project
10:51that has been proposed by Andhra Pradesh,
10:53that will be opposed by the Telangana state,
10:55is what we are learning.
10:56The other is the environmental clearance
10:58to Palamuru and Rangaredi lift irrigation project
11:01that also will be asked
11:03from the central government,
11:04is what we are learning.
11:05Apart from that,
11:06a long-pending issue,
11:08that is the AP Reorganization Act issue,
11:11the bifurcation and water issues
11:13between the states, Andhra and Telangana,
11:16that will be the major focus.
11:17The delegates, the leaders,
11:20are going to more press on resolution
11:22on these long-pending issues
11:24of AP Reorganization Act
11:26as to what the Telangana shares
11:28have to be given.
11:29And the water issues
11:31between Krishna and Godavari
11:33will also be discussed
11:33is what we are learning.
11:34So this is a big, you know,
11:37approach from the Telangana state
11:38where long-pending issues,
11:40especially the bifurcation
11:41and the water disputes
11:42will be discussed
11:43is what we are learning.
11:44And it will be pretty much,
11:45I'm sure, the same issues
11:46that will be brought up by Andhra
11:48and Apoorva Jai Chandran
11:49is joining us with details on that.
11:51You'll have the TDP,
11:52Chandrababu Naidu,
11:53attending this particular meeting,
11:56Apoorva,
11:57and considering that the TDP
11:58is part of the NDA,
11:59maybe the demand list
12:01could be shorter
12:01than the other states.
12:02Run us through
12:03what Shri Chandrababu Naidu
12:04will pitch for.
12:09Well, the demand list
12:10might be shorter,
12:11but let's not forget
12:12the kind of, you know,
12:13importance that
12:14Andhra Pradesh Chief Minister
12:15will be going ahead
12:17and taking forth
12:18for the agenda
12:19for the state of Andhra Pradesh.
12:21We already have
12:22the capital Amaravati
12:23that is being constructed there.
12:25So there will be, you know,
12:26funds that will be requested
12:27for the same.
12:28Not only that,
12:29like our neighbouring state,
12:30Telangana,
12:31there will be discussions
12:32regarding the
12:32Bankacharla Polovaram project
12:34as well.
12:35The Andhra Pradesh government
12:36plans to complete
12:37the Polovaram project
12:38by 2027.
12:39So all of these
12:40should be smooth sailing
12:41for the project there
12:42before next year.
12:44So that's also one
12:45on the agenda
12:45that the Chief Minister
12:46will be discussing
12:48with, you know,
12:49Union Home Minister Amit Shah.
12:50Not only this,
12:51we will also be seeing
12:52yet another discussion
12:54that will be taking up
12:55regarding the
12:56AP Reorganisation Act.
12:58So, you know,
12:58it's been 10 years,
13:00almost a decade
13:00since Telangana
13:01and Andhra Pradesh
13:02have bifurcated.
13:03But we are still seeing,
13:05you know,
13:06it's still going to
13:07have some bumps
13:08that needs to be
13:09smoothened out
13:10and that's something
13:11that Chandrababu Naidu
13:12will be going ahead
13:13and speaking
13:14and discussing
13:15with the, you know,
13:16Union Home Minister
13:17as well.
13:18All topics
13:18related to Andhra Pradesh,
13:20specifically Amravati Capital
13:22as well as
13:23Polovaram project
13:24and several others
13:26including funds allocation
13:27from the central government
13:27to help the development
13:28of Andhra.
13:29That will essentially
13:30be the highlight
13:31and what the spotlight
13:32that Chandrababu Naidu
13:34will put on really.

14:08where the Chandrababu Naidu
14:10government has announced
14:11incentive after incentive,
14:12largely financial,
14:13for those having
14:14more children.
14:15Now the Vijay-led government
14:17has also made
14:17a similar move.

14:50from her family
14:50to go ahead
14:51and have more kids
14:52when they don't
14:53have the means
14:54for it.

18:51that sort of
18:52a concept.

18:54we need not
18:55need more population
18:56in Tamil Nadu.
18:57Already 8 crore
18:58population is there

18:59And there's no place
19:00in the government
19:01hospitals,
19:02there's no place
19:02in the buses,
19:04there's no places
19:04in the offices.
19:06So it is just
19:07brimming with
19:08the population.
19:09So the Tamil Nadu
19:10government should go
19:11on a population
19:12stabilization concept
19:13which it has been
19:15going on for
19:16all these years.
19:16We have to go
19:17on track
19:17to that leg.
19:18There is no necessity
19:19to increase the population
19:20in Tamil Nadu
19:21right now.
19:23Moving on.
19:24Remember that
19:25the Vijay government
19:26has just about
19:27completed 100 days
19:28in office.
19:29And already
19:29there are some
19:30within the TVK
19:30who are pitching
19:32for Vijay
19:32as India's
19:33next prime minister.
19:35You've had
19:36comments being made
19:37about this
19:38by ministers
19:40in the assembly
19:41and outside.
19:43There's been a lot
19:43of chatter about it
19:44in Tamil Nadu.
19:46But for obvious
19:47reasons it's leading
19:47to also friction
19:48between the TVK
19:49and the Congress.
19:50Congress of course
19:51isn't playing along.
19:52They're saying
19:52very clearly
19:53our PM face
19:55is Rahul Gandhi
19:56and so they've
19:56completely rubbished
19:57all of these claims
19:59being made
19:59by the TVK.
20:00But what explains
20:01TVK ministers
20:03so brazenly
20:04naming Vijay
20:05as the prime minister
20:06as an ex-prime minister
20:07of India
20:08knowing full well
20:09it would lead to them
20:10headed into a
20:11collision course
20:12with the Congress.
20:13Is this serious talk
20:14with a mission 2029
20:16already being firmed up
20:17by the TVK
20:18or is this some attempt
20:19at political messaging
20:21where they're sending
20:21across a message
20:22to the Congress
20:23to their own ally?
20:24We'll decode
20:25all of that
20:26but first take a look

21:09round-the-clock
21:10work ethic.

21:38public works minister
21:39Adhavarjuna
21:40had laid the groundwork
21:42with a subtler
21:43regional argument
21:44at the India
21:44Today round table
21:45insisting India's
21:47next prime minister
21:48must emerge
21:49from the south.
21:50A leader,
21:51he said,
21:51who would treat
21:52every citizen
21:53equally.
21:54And the prime minister
21:56will emerge
21:56from the south
21:57maybe not now
22:00in future.
22:03He will represent
22:04every Indian
22:05and will treat
22:07every Indian
22:08equality.
22:10My primary
22:11preoccupation
22:12was at view
22:13every citizen
22:14has taken
22:15in the country
22:16and it's a future.
22:19The timing
22:20isn't incidental.
22:21No Tamil Nadu
22:22leader has ever
22:23held a top job
22:24and it's been
22:25nearly 30 years
22:26since the southern
22:27prime minister
22:28H.D. Dewegolda
22:29led the country.
22:31But the TVK's
22:32own ally
22:33isn't playing along.
22:34Congress leader
22:35Karti Chitambaram
22:36has downplayed

34:03about the money spent

34:56with 75,000 rupees per

35:00driver's salary and
35:01vehicle-related expenses
35:02and then an additional
35:0325,000 monthly to hire
35:06an assistant for each
35:07MLA's office.
35:09So this means essentially
35:10that the amount of
35:14expenditure really, expense
35:16on this is about 1
35:17lakh per MLA.
35:19It's to help these
35:20MLAs is what the
35:21government says.
35:221 lakh per MLA at
35:24about 233 MLAs right
35:27now, you go ahead and
35:28do that math.
35:30So it's a big splurge,
35:31there's no doubt about
35:31it and there's already
35:32been a conversation in
35:33Tamil Nadu about the
35:35debt burden in the
35:36state and whether really
35:37the government can be
35:37loosening its purse
