Betty insists she shouldn’t be responsible because California has no leash law for cats but Judge Judy quickly finds a problem with that logic.  Judge Judy explains that the absence of a specific cat leash law doesn’t automatically shield an owner from responsibility when a roaming pet causes unprovoked injury or damage.
