00:08L'Europa punta a recuperare competitività in un momento in cui tecnologia e intelligenza artificiale stanno ridisegnando l'economia globale.
00:17Ma per competere nel campo dell'AI servono anche più investimenti nella connettività e nelle infrastrutture digitali di tutto il
00:24mondo.
00:24E allora ne parliamo con Xavier Pujol, General Secretary di Cellnex, società spagnola che detiene infrastrutture per le telecomunicazioni.
00:34Thank you so much for being here.
00:35Thank you for having me.
00:36So Europe is trying to close its competitiveness gap with the United States and China, while at the same time
00:44is trying to win the race of AI.
00:48So what needs to change in Europe's regulatory framework?
00:53Okay, yeah, Europe needs to become sovereign against the U.S. and China, as we are discussing in this magnificent
01:02forum all these couple of days.
01:04And to be that, we need to recover our competitiveness.
01:07In order to get it, we need to have a brave agenda in terms of regulation, as Mr. Letta was
01:14telling us this morning.
01:16First of all, in terms of telecommunications and for our industry, we think that it's critical that the different states
01:25have a different policy in terms of the spectrum allocation.
01:29In the past, the spectrum was one of the highest investment for our clients, the MNOs, and probably they need
01:37to look for a formula in which they commit in terms of investment to better have quality in our network
01:44instead of having those amounts of investment at the beginning of the process.
01:49Second, we need certainty for having a good market, we need certainty, the rule of law needs to prevail, and
01:58that's what will attract the capital in order to invest and finance all the infrastructure that is needed.
02:07And last but not least, probably what we need to resolve is the energy crisis that we are facing in
02:16Europe.
02:17So, CELNEX has argued that the European debate should shift from market access toward investments and competitiveness.
02:26So, what does that mean in practical terms?
02:30Well, in practical terms, what it means is in the past, all what Europe has been doing has led that
02:37all citizens in Europe have now access to a mobile, and the results are good.
02:43And this is something that we need to be happy of.
02:46The thing is that now with the usage that we are doing with the mobile and the AI and the
02:52new applications that we have, what we need to improve is the quality of the network in order to enable
02:58all of us to take advantage of those items.
03:02So, that's when we talk about not access, about quality, and that's why it's so important to invest on the
03:09quality of the network.
03:10So, telecom consolidation is once again at the center of European debate.
03:17Do we need fewer and stronger telecom operators in Europe to increase investment capacity and compete globally, or not?
03:28In an industry like this one, size matters.
03:32So, we think that consolidation should be the good trend if that is reflected in more investments.
03:40As I was saying, here what we need to do is to increase, to close the gap that we have
03:45vis-a-vis other countries or other geographical areas like China or the U.S.
03:52In Europe, there is a huge fragmentation in the telecom industry, so the consolidation should be one of the different
03:59ways to solve that.
04:01If that consolidation implies that those actors will invest more in our networks.
04:09So, yes, I mean, we embrace that, and we think that we are one of the key enables in order
04:14to facilitate those processes.
04:17And how important are independent operators in this context, and what's the role of CellNets?
04:24Independent operators have been important since the beginning of this industry, because at the time that the MNOs had some
04:33restrictions for the capital cost to invest on the infrastructures,
04:37were when we appeared and when we started this industry.
04:41And now, what we think is that we are key because we are European.
04:46We are the European champion on digital towers.
04:50Second, we have the capital.
04:52We have the capital in order to invest.
04:54We have the expertise.
04:56We are an industrial company.
04:58We know what we do.
04:59Clients value that.
05:01And we are working with all operators across Europe.
05:05So, our market penetration, our expertise, our knowledge, and our European way of doing things,
05:14I think that enable us to be super well positioned to help our clients, the MNOs, in this revolution.
05:20You just said you are a digital champion.
05:24So, how important is artificial intelligence and what Europe should do in these trades?
05:32Europe should look for a way to lead on the conversation.
05:36There are many projects.
05:38All of us are aware of many different initiatives across the different countries in Europe that are related to artificial
05:46intelligence.
05:47probably one of the things that Europe needs to do is to get some size on it.
05:53So, what we need to do is to avoid the fragmentation, to look for opportunities, to more collaboration,
05:59in order to have European champions that will give us sovereignty against the U.S. or China.
06:07To sum up, so, what are the priorities for Europe today?
06:13There are many.
06:14There are many priorities.
06:17But to mention one that, for me, has been one of the motives of this conference is that to accelerate
06:27on the number of reforms
06:29that the Council and the Commission approved after the different reports that Mr. Draghi and Mr. Leta provided some time
06:39ago.
06:39So, the agenda has been defined after what happened last year in Greenland, I think that Europe has wake up
06:50and has accelerated the agenda.
06:52And I think that if we are able to deploy all the reforms that are already in discussion in Brussels
06:59and in the different state members,
07:01I think that we have the opportunity to lead the transformation.
