00:00So, of course, you know, Canadian Muslims, like all Canadians, stand in solidarity with Americans who lost their loved ones
00:07on that tragic day 25 years ago.
00:10And since those 25 years have passed, we've seen our communities continue to deal with racial profiling, with suspicion, with
00:19having to explain ourselves and having to defend our identities and our religious freedoms and our freedom of expression.
00:25Thank you, everyone, for being here today. My name is Ahman Al-Qadi. I serve on the Government Affairs and
00:29Public Policy team at the National Council of Canadian Muslims.
00:33We're here to welcome the government's announcement on a categorical ban of products emerging from illegal Israeli settlements.
00:40Although this step should have been taken long ago, September 8, 2026 will mark a monumental day in Canada's history.
00:47Future generations of Canadians will use this state as a precedent for Canada's commitment to upholding values of human rights,
00:55sovereignty and territorial integrity.
00:57Values that the Prime Minister spelled out clearly during his Davos address.
01:01The ban on products emerging from illegal Israeli settlements demonstrates that, indeed, as the PM stated, Canada is not powerless.
01:10We have the capacity to build a new world order that respects these values.
01:14Just as Canadians today look to Canada's principled leadership in taking concrete steps against South African apartheid,
01:23Canadians of tomorrow may look at the decision to ban trade with illegal Israeli settlements as a moment of pride.
01:30On behalf of the NCCM and the leaders who stand with me here today, we commend the government for recognizing
01:35that Canada's responsibilities do not end at our borders.
01:38And we thank Prime Minister Carney and Minister Adnan for moving this ban forward.
01:42So let us be clear, Canadian businesses operating internationally have a duty to respect human rights and ensure that activities
01:50do not contribute to adverse impacts.
01:54And this ban ensures that that responsibility will be fulfilled.
01:57For Canadian Palestinians like myself and many other communities across Canada who have for so long advocated for Canadian policy,
02:07foreign policy to be consistent with our values, Canadian values,
02:10this is a meaningful development in the midst of a brutal campaign targeted at decimating any dreams of a Palestinian
02:17state.
02:18Lastly, we once again want to thank and appreciate the ongoing efforts and important advocacy of the Canada-Palestine Friendship
02:26Group,
02:26and we look forward to constructively working with the government as it builds on this announcement.

02:37My name is Amira al-Ghawabi, and I had the honor of serving as Canada's special representative on combating Islamophobia.
02:44The decision to ban the trade of goods from Israeli settlements in the occupied West Bank is grounded in clear
02:50principles of international law,
02:52including the Fourth Geneva Convention and numerous other United Nations resolutions and international court findings.
02:59Alongside the UK, France, and a coalition of European allies, our government has unwaveringly affirmed what international law has long
03:09held,
03:09that settlements in the occupied West Bank are illegal and that they stand in the way of Palestinian sovereignty, human
03:17rights, and any credible path to peace.
03:20Canada, along with these allies, has sent a clear message.
03:24They refuse to be complicit in the violation of international law.
03:29When a dozen governments move together, it sends an unmistakable signal.
03:34This is not a fringe position.
03:36It is the mainstream of international law finally being enforced through policy.
03:41It is a move that many Canadians support.
03:45The polling is clear.
03:47Far more Canadians oppose illegal settlements than support them,
03:51and far more Canadians support banning settlement products than oppose that step.
03:55It is a position shared by Canadians from every background who believe our foreign policy should reflect our values, not
04:03contradict them.
04:04Products from illegal settlements are produced on Palestinian land under occupation.
04:09Refusing trade under that reality does not weaken our economic relationships.
04:15It strengthens our credibility.
04:18But I want to speak, too, to what this means for Canadian Palestinians.
04:22For years, many in this community have watched their government speak the language of human rights,
04:28while their own experience, the erasure, the dehumanization, the exhaustion of having to justify their own dignity, went unaddressed.
04:37Anti-Palestinian racism is real.
04:39It shows up in our discourse, in our institutions, in whose grief is treated as legitimate and whose is not.
04:46Today's announcement will undo all of this.
04:49And not all of it at once.
04:52But it is a signal that this government is capable of matching its words on human rights with action.
04:58And that matters enormously to a community that has far too often been asked to wait or remain silent in
05:07the face of unimaginable horror and pain.
05:09Canadian Palestinians have been watching their loved ones being killed, maimed, injured, or displaced over the past three years in
05:17what international experts and the UN Commission have called a genocide.
05:21And even before that, they have directly or indirectly experienced the ongoing ethnic cleansing that began decades ago and continues
05:29to this day in Palestine.
05:32Canada's responsibilities do not end at our borders.
05:35Upholding international law consistently and without exception is how a country like ours earns the right to speak about human
05:42rights at all.
05:43I have heard from Canadian Muslims and their allies that they look forward to working with this government to ensure
05:50this step is just the beginning.
05:51The beginning of a more consistent policy.
05:54One where Canadian Palestinians, like all Canadians, can trust their government to stand up for international law, proudly and without
06:03fear.
06:16Good afternoon.
06:18My name is Imam Sikandar Hashmi, and I serve as the Executive Director of the Canadian Council of Imams.
06:26Imagine your childhood home, your safe space, your memories, your belongings, your family.
06:36One day, strangers begin harassing you as you go about your daily life, in your neighbourhood, in your streets.
06:45Then they begin threatening your family.
06:49One day, they prevent you from entering your own land, land that generations of your family have tended.
06:57They cut down your trees.
06:59Then they claim part of your land as their own.
07:04You report them to the authorities.
07:07No one comes to help.
07:10The problem only gets worse.
07:13Often, the very people who are supposed to protect you are supporting those harassing you.
07:20And when there are consequences, they usually amount to little more than a slap on the wrist.
07:27For many Palestinians, Muslims, and Christians, facing settler violence and dispossession in the occupied West Bank,
07:35this is no imaginary scenario.
07:38It is their lived reality.
07:41Now imagine discovering that people around the world are buying goods produced on the land taken from you.
07:49Our trade should not help sustain the dispossession and abuse of another people.
07:57This is why we welcome the steps announced by Canada and 11 other nations to restrict trade with illegal Israeli
08:05settlements.
08:06This action is overdue.
08:10I also want to be clear.
08:12Islamic teachings do not prohibit doing business with people because of their ethnicity or religion.
08:20The Prophet Muhammad, peace be upon him and upon all the messengers of God,
08:25himself conducted business with Jewish people and others.
08:30Honest and respectful trade can benefit everyone.
08:34It can build relationships and bring communities together.
08:39But trade that sustains injustice demands a different response.
08:44Refusing to support dispossession is a matter of basic fairness and human dignity.
08:51Palestinian families deserve the same safety, freedom, and protection that we would want as Canadians for our own families.
09:01Canada's trade, our trade, should always reflect that principle.
09:16My name is Aisha Shirazi, and I am a local educator, writer, and chaplain for youth.
09:22Like many Canadians, I've watched the expansion of illegal settlements in the occupied West Bank,
09:30been troubled by the rise in violence against native indigenous Palestinians,
09:35and even the rise in violence against journalists who've been trying to cover the story.
09:40As someone who works with youth, I know that when news networks cover stories,
09:46young people are exposed to even more horrors online,
09:51with activists and citizen journalists covering further stories of bloodshed and hardship.
09:58This impacts them deeply.
10:00The decision to ban trade with illegal settlements is principled in international law and in Canadian policy.
10:08It is a way of reminding students in classrooms studying history
10:13that the laws we created together following World War II matter, and they mean something.
10:20Our youth aren't simply viewing what unfolds overseas as passive viewers,
10:26nor do they view it solely from the lens of being Canadian.
10:30Our youth have grown up in a world connecting with and interacting with peers online
10:37and see themselves as global citizens.
10:41When we join with international partners to condemn illegal activities
10:46and take concrete actions against them,
10:48it reassures youth that governments like ours aren't out of touch with reality
10:54and helps restore trust.
10:56We model what cooperation looks like,
10:59and this resonates with young people interacting with others virtually.
11:04We teach children that we have far more in common than we do than divides us,
11:10and I hope this effort will signal to them that we are all rooted in common decency,
11:16fairness, and compassion towards others.

11:43Thanks for taking questions today.
11:45I just wanted to ask about how this is going to actually happen.
11:50We've heard from the government that they'll take steps in the coming months.
11:54I'm wondering if you have any reflection on the free trade agreement we have,
11:59given the fact that it's gone beyond Israel into the territories for so long.
12:03You know, is there any method the government should be using here,
12:08especially when we're hearing detractors saying that this will harm, you know,
12:13actual Palestinians and not just the settlers themselves?
12:17Thank you for the question.
12:19There's a few different points to touch on.
12:23Namely, you know, the ban on trade with illegal Israeli settlements does not address the SIFTA
12:31because, as demonstrated in the Katenberg decision in 2019,
12:37products emerging from those illegal settlements cannot be shipped
12:41or should not be shipped as product of Israel
12:43because they're not a product of Israel.
12:45They don't originate from Israel.
12:47Regarding your next point on, you know,
12:50some people saying that this is affecting Palestinians is, frankly, incorrect.
12:56There is well-documented cases of human rights abuses,
13:01cases of forced labor, child labor of Palestinians in these settlements.
13:08This has been documented as early as 2015, maybe even earlier.
13:12You can point to a Human Rights Watch report that was tabled in 2015
13:18that addresses this exact abuse of Palestinians in the West Bank.
13:30And I just wanted to get your reflection on possible retaliation that we might see from Israel.
13:37The decision yesterday, you know, targeted the UK.
13:40It seemed like they might not be aware that Canada was going to join this.
13:44You know, blocking access to the West Bank for British diplomats,
13:50kicking the UK out of the Gaza monitoring center.
13:55I'm just wondering if you have any reflection on what we should brace for here
13:59and what kind of trade-offs, if this is sort of the tactic that Israel might start applying to Canada.
14:05I mean, I won't speculate on any sort of, you know, retaliation,
14:09but the bottom line is this is something that, first of all, is in line with international law,
14:14is in line with our own policy, is in line with Canadian wishes.
14:18And we've seen, you know, unfortunately, Israeli officers already act aggressively towards Canadians.
14:25We'll point to the trip that a number of Canadian MPs took in 2026, earlier this year,
14:34where they were not allowed entry into the West Bank.
14:39And one of them was even physically assaulted at the border.
14:42So, you know, while we can't speculate on what sort of retaliatory measures
14:46that the Israeli government may take,
14:48we know that this is a principled decision that the Canadian government has taken.
14:52And without question, we should absolutely stick with it.

15:00I always have more questions.
15:04I just wanted to also touch on, you know,
15:09what can be done economically for Palestinians,
15:13given the type of restrictions that we've seen,
15:16you know, post-October 7th restrictions on employment,
15:20the tax revenue issue that the PA has been very public about,
15:24the PA saying these reforms, you know,
15:28that Canada has asked for are basically impossible
15:31if they can't actually use consumption tax revenue collected from Palestinians.
15:36Just given the fact that Israel is increasingly talking about,
15:41oh, this will economically punish Palestinians,
15:44how should we be thinking about the economic situation,
15:47you know, in the West Bank and our response?
15:51Thank you for the question.
15:53You know, it's almost September 21st,
15:58which would mark a year since Canada recognized Palestine as a state.
16:02So, you know, we've been saying this for a long time.
16:05The next step should be to ensure that that work is continued.
16:09It's no longer just a recognition of statehood.
16:12It's a formalization of relationships with Palestinians,
16:17formalizing trade, you know,
16:19any sort of steps that would normally be taken to formalize,
16:23you know, with a state.
16:26That's the obvious next step.
16:29But, you know,
16:30you can't really speak on any sort of specifics at the moment.
16:35And also just welcoming any reflection from any of the guests on the U.S.
16:42and our relationship with the U.S.
16:44You know, we saw some rhetoric about states like Florida
16:47taking economic action based on legislation
16:51for any state that, in their saying, would target Israel.
16:55At the same time, you know, we're not the first to do this.
16:59There has been other restrictions from European states.
17:01I guess I'm just wondering what can we learn from others
17:05and how should we navigate things
17:07given the Trump administration, you know,
17:10initially said they don't really have any statement on this.
17:14What should we look for and how should we think about this?
17:18We should remember why we did this in the first place,
17:21which is, again, it just comes down to the fact that
17:23this is an obligation under international law
17:27to ensure that our trade is not supporting the disposition
17:30of another group of people, of another country,
17:34that this is something that Canadians themselves are in support of.
17:37This is something that affirms our policy
17:40of acknowledging that these settlements are illegal under international law.
17:44You know, in the case where there is retaliation,
17:47whether it be from the United States or Israel,
17:51you know, democracy, diplomacy is difficult,
17:54but these are the decisions that will inform our policy,
17:59our human rights policy for years to come.
18:02You know, when the Prime Minister talks about building a new world order
18:04that encompasses values of human rights,
18:07territorial integrity, sovereignty,
18:09this is the time when, you know,
18:11those statements and these commitments are tested
18:14and we have to see it through.
18:16I want to, as well, I don't want to,
18:18if anyone wants to share any thoughts, please go ahead.

18:26I think what's really important to emphasize here
18:29is that governments have a responsibility
18:33to ensure that their domestic markets and corporations
18:37are not economically supporting, profiting from,
18:40or legitimizing territorial annexation
18:44and the displacement of local populations.
18:47That's what we're talking about.
18:48It's not only that we are upholding international law,
18:52but that we are also ensuring that there is no complicity
18:56in what is, in essence, illegal actions being undertaken
19:02by these settlement expansions in the West Bank
19:06impacting the lives of millions of people across the region,
19:11including the Palestinians themselves who are suffering.
19:14So I think that's the bottom line,
19:16is that this is not only a moral duty,
19:19but a legal international obligation,
19:22and Canada stands shoulder to shoulder
19:24with other states that take these obligations seriously.

19:39Are we going to tolerate bullies,
19:42or are we going to stand up to bullies?
19:44Whether it's bullying from across the border,
19:47or whether it's bullying of innocent people
19:50halfway around the world,
19:52are we going to be intimidated,
19:55or are we going to take a stand?
19:57And what we're seeing today is the government taking a stand.
20:02And as Canadians, that's the question for us.
20:11And just my last question,

20:18You know, 9-11, the anniversary is this Friday.
20:21And just wondering if any of you have reflections
20:24as, you know, Muslims who are Canadian,
20:27Canadians who are Muslim,
20:28you know, this is a pretty marking date.
20:32Any reflection on what Canadians who are Muslim
20:36are thinking right now?

20:42Well, obviously, you know,
20:44the day of 9-11 is a horrific anniversary
20:47for Americans, but Canadians alike.
20:49Canadians also lost their lives on that day.
20:51And, you know, it was a devastating event.
20:56Yeah, we'll leave it at that.
21:03Sorry, just to clarify what we saw since then,
21:06and in terms of rhetoric around,
21:09you know, Muslims in Canada.
21:12If you don't want to weigh in, that's fine.

21:19Yeah, so, I mean, 9-11 kicked off a lot of things
21:22that we saw and a lot of rhetoric
21:24about Muslims in Canada.
21:25And I'm just wondering if any of you have any reflections
21:28as we mark this 25th anniversary.
21:32Well, you know, there's been definitely a spike
21:35of Islamophobia not just after 9-11,
21:38but in the past, you know, 20 years.
21:41We've seen Canadians be killed in mosques on the street.
21:45And, you know, it's the idea of hate against Muslims
21:50is something that unfortunately is growing.
21:53And, you know, like, we as a country
21:56need to stand against all forms of hate.
21:57And we're happy to, you know,
21:59continue to work with the government to address that.
22:03And, yeah, I don't know if you would like to offer anything.

22:12So, of course, you know, Canadian Muslims,
22:14like all Canadians, stand in solidarity with Americans
22:17who lost their loved ones on that tragic day 25 years ago.
22:22And since those 25 years have passed,
22:25we've seen our communities continue to deal
22:28with racial profiling, with suspicion,
22:31with having to explain ourselves
22:32and having to defend our identities
22:35and our religious freedoms

22:37and protect and uphold our civil liberties.
22:40And unfortunately, over the 25 years,
22:43rather than continue to see improvement
22:46along those lines of inclusion and human rights,
22:50unfortunately, Canadian Muslims have experienced
22:53ongoing discrimination and Islamophobia.
22:56But what heartens many of us
22:58is that the vast majority of Canadians
23:00are committed to social equity, inclusion, human rights,
23:04and have stand shoulder to shoulder
23:06with Canadian Muslims
23:08in pushing back against dangerous narratives
23:10about who we are.
23:11And the vast majority of Canadians know
23:14that Canadian Muslims are serving
23:16in their communities in so many ways
23:18as teachers, doctors, engineers, artists, professors,
23:22and give every single day
23:25to the betterment and progress of this country.
23:27And Canadian Muslims are deeply attached to Canada
23:29and deeply believe in this country
23:31and its freedoms.
23:32And so while it's been a difficult 25 years
23:35on so many levels,
23:36and specifically with the rise of Islamophobia
23:38and hatred,
23:40Canadian Muslims continue to have a strong sense
23:42that Canada is a place
23:44that they are proud to live in,
23:46proud to contribute to,
23:47and on a day like today
23:48we're mentioning and here
23:50to highlight this latest move
23:52by the government
23:53to address international law
23:55in an area that impacts
23:57so many members of our communities.
23:58It is a day we are proud
24:00as Canadian Muslims
24:01and members of our society.
