00:00Today our guest, prominent analyst, prominent Indian analyst, Dr. Sovra Kamal Dutta.
00:07Several months ago we had an opportunity to interview him online, but today we are happy
00:13to see you in person in the very heart of New Delhi.
00:18It's my pleasure to meet both of you in the heart of New Delhi, and I hope you all had
00:24a lovely and wonderful stay here during the BRICS Summit, and I guess it was very hectic
00:32for you all.
00:34So straight to the point, the BRICS Summit is over.
00:40Based on your expert assessment of the proceedings, how satisfied are you personally with the
00:48overall diplomatic execution and tangible outcomes of the BRICS Summit in New Delhi?
00:52Well, I think the success story of BRICS Summit has been fantastic and it has been really
01:01very high and it was absolutely to the point and all the issues were addressed.
01:08And the best part of the thing was like with so many countries coming, you know, and participating
01:14and the resolution itself with complete consensus without any ifs and buts and without any hiccups,
01:25that itself speaks about the success story of the BRICS Summit.
01:30And flutters and ruffles have been created in the Western world and people in the West are
01:37so jittery and they are so perturbed about the success of BRICS, you know, that itself speaks
01:43in the real story and how big how big BRICS is and what is BRICS all about, you know, when
01:53President Trump of United States of America, when he keeps on saying that BRICS is irrelevant
01:59and tries to wash away, you know, and do a wash out of it.
02:03If he thinks that BRICS is irrelevant and it is nothing but just a cosmetic exercise, then
02:10why are you talking about it?
02:12You know, the fact that you are talking about it itself shows as to how vulnerable and how
02:18jittery you are.
02:19And if you look into the editorials which have come out in the Western press and also the
02:26live and the assessment in Western press, especially like, you know, networks like BBC World, then
02:34CNN International and other Western media outlets, you know, New York Times, Washington
02:40Post, London Herald and all this, you know, the kind of venom which they tried to take out,
02:47you know, in a very sophisticated kind of a way with a lot of sugarcoating that itself
02:53shows as to how vulnerable they are.
02:56And they have realized that, yes, the Global South is a phenomenon now.
03:02It cannot be washed away.
03:04And it is a very important entity.
03:08And it is actually speaking for two third or, you know, three fourth of the world community
03:16and the world population.
03:18So that itself is a huge percentage.
03:21And it's a huge number.
03:23In terms of the territorial expense also, it is three fourth of the global, of the earth,
03:31of the landmass of the earth.
03:32And in terms of population, in terms of human resources, in terms of other natural and other
03:39important economic resources, that way also it is three fourth of the global world.
03:45So that itself shows as to how important BRICS is and what is the essence and the meaning
03:51of BRICS.
03:52How many delegations were invited and if there was someone who refused to come?
03:58I don't think so anyone had refused to come and the delegation itself was so huge that we
04:07were on our toes, you know, running around from pillar to post and to ensure that everything
04:14is done in the most beneficial way and with a super global standard.
04:21And I think everything was taken care of right from the full stop to the comma, to the apostrophe,
04:28you know, and our prime minister is so well equipped in all this.
04:33He ensures that even the dots are also taken care of.
04:37And it was taken care of in such a wonderful way.
04:40Your country had a huge delegation, you know, like, I mean, it was three century.
04:46Actually, it was three hundred in number, the delegation, which had come with his excellency,
04:52the honorable president of Russia, Vladimir Putin.
04:55And China was one step ahead.
04:58It was with double century.
05:00It was with four hundred.
05:02His excellency, the honorable president of China, Jingping ji had come with a delegation
05:07of four hundred people that itself speaks in volumes, you know.
05:12And if we have to look into the delegation from South Africa, from the BIMSTAC countries,
05:18then from Malaysia, then from Indonesia, as well as from the Latin American countries,
05:24from West Asia, Central Asia, Africa.
05:29I think it was such a huge delegation.
05:32Perhaps this huge number of delegates, even United States in its history, must have never hosted.
05:40Forget about Europe, you know, for countries like UK and other European countries.
05:47It is unimaginable for them to host in this level of delegation and such high delegation.
05:54And I think as a host country, hospitality from our side was absolutely of the highest standard.
06:03And everyone from all delegates from all over the world who had come over, from different countries,
06:11they were all praised for the hospitality provided by Bharat.
06:18Let's talk a little bit about final declaration.
06:20Looking at the summit's final declaration with specific clause or strategic directive,
06:27do you believe most strongly reinforces India's position as a leading voice for the Global South?
06:33Yes, of course, my country Bharat is the leader of the Global South now.
06:40And all the smaller countries and bigger countries of Global South,
06:44they are looking towards the Honorable Prime Minister Narendra Modi ji,
06:49to be the global voice for the Global South in all international arena and in all international associations,
06:57whether it's in the United Nations, whether it's in G77, whether it's in G21, it's no longer G20,
07:06because African Union is a part of G20 now, 51 countries of African Union.
07:13So it's G21, or for that matter, even in G7, you know, so our Honorable Prime Minister has advocated
07:21so strongly the voice of the Global South, the issues of the Global South, you know,
07:27issues concerning food security, issues concerning poverty alleviation, issues concerning environmental degradation,
07:37issues concerning, you know, like the carbon emission and all this, you know,
07:43the Honorable Prime Minister of my country, Modi ji, has raised up all these issues
07:49in the most vociferous way in all international platforms.
07:54I'm reminded of the G20 summit in New Delhi, when the G20 summit had taken place in New Delhi,
08:03all the Western countries were hell-bent upon in not including Africa in it, you know,
08:10and they were hell-bent upon in bringing in the resolution of Ukraine and Russia
08:16in the in the final declaration of G20.
08:20It was only around 4 a.m. in the morning, when our Honorable Prime Minister said that
08:27enough of sugar-coated diplomacy, now I have to put my foot down.
08:32And when the moment he did, and he said that New Delhi is hosting the G20,
08:38and therefore the Global South has to be represented in G20,
08:42and African Union has to be included, you know.
08:46So it was only because of the perseverance of the Honorable Prime Minister Modi ji,
08:52that finally Western countries, very reluctantly, almost crying foul,
08:59they had to include African Union.
09:02And today, even though they say it is G20, but in reality is G21, you know.
09:08So that itself speaks in volumes about the dynamic leadership of India, of Bharat,
09:15for advocating the cause of the Global South.
09:18And that's the reason the countries of the Global South,
09:22who all were invited,
09:24all the Prime Minister and the President of different countries of Global South,
09:29they immediately accepted the invitation.
09:32And it was so honorable on their part to come over and to be a part and parcel of the
09:39New Delhi BRICS summit.
09:41The final declaration addresses cross-border trade and the financial cooperation.
09:47How effective do you consider the proposed frameworks for local currency settlements
09:53in challenging the current dynamics of the Western-led financial system?
09:59Well, the West was very scared and United States of America was very scared
10:04that BRICS would be coming up with a resolution on de-dollarization.
10:09And perhaps BRICS would come up with a common currency.
10:13And that would have been a nightmare for sterling pound, as well as for euro, as well as for dollar.
10:20You know, and of course, Russia has its own views on de-dollarization.
10:25China has its own views on de-dollarization.
10:28And I think both Russia and China wanted that the issue of de-dollarization should be discussed.
10:36But our Prime Minister played it very smartly.
10:40What he did was like, as far as I understand,
10:43like our Honorable Prime Minister said that instead of, you know,
10:48opening up this sword and taking the West directly head-on,
10:52why not play a proper game, the game which they understand so well, the West.
10:57And then our Honorable Prime Minister advocated for trade and investment in local currency.
11:05So within the BRICS block, he has strongly advocated this.
11:10So within the BRICS block and the invited people of the different countries who were invitees in the BRICS block,
11:19they all have been requested to trade in local currency.
11:24You know, something like rupee ruble, rupee yen, you know, or for that matter, rupee real or rupee piso.
11:31So that way also indirectly it is de-dollarization only, you know,
11:37because when you are trading in your local currency and you are investing in your local currency,
11:43then it means that dollar is not welcome, you know,
11:46and it is something like doing namaskar to dollar and to pound, you know.
11:52So in an indirect way it means the same thing.
11:56So imagine the BRICS country from tomorrow if all the BRICS countries and the countries which were invited,
12:04like countries of BIMS tech,
12:06then very many African countries who are not member of BRICS or Latin American countries who are not member of
12:13BRICS
12:13or South American countries who are not member of BRICS, you know,
12:17if they start trading and if they start investment in local currencies with Bharat,
12:24with China, with Russia and other countries,
12:28then that is in a way de-dollarization only.
12:31It is in a way of breaking the global hegemony of dollar, sterling pound and euro, you know.
12:38So it is in an indirect way the same thing.
12:41So I think the process has already started.
12:45And as I said in the last interview also when you had done it with me from Moscow,
12:51that ultimate goal would definitely be BRICS common currency.
12:56And I think we are step by step moving towards that.
13:00And I guess within another 15-20 years,
13:03as I had mentioned last time also in the previous interview,
13:07in 15-20 years, probably we will finally see a common BRICS currency.
13:13But trading in local currency itself sets in the agenda towards that.
13:19In 2025, Indonesia joined BRICS as a core member
13:23and recently, correct me if I'm wrong,
13:27India and Indonesia have concluded an agreement of local currency.
13:33Yes, it has.
13:35Yes, it has.
13:36And we are also now trading not only with Indonesia in local currency,
13:41but also with Singapore and Philippines in local currency.
13:46And our rupee system and the digital currency of ours
13:55that is being accepted in Singapore, in Philippines and in Indonesia.
14:00So now people can actually pay through UPI and also through rupee.
14:07You know, so that way things are moving ahead.
14:10And I think very soon there would be more such bilateral agreements
14:15between different countries.
14:17And I think we are heading towards that direction.
14:19Countries are willingly doing this initiative to trade in local currency.
14:25Yes, in local currency and also in the Indian digital payment system,
14:30you know, because the Indian digital payment system
14:33is the most successful one now across the globe, you know.
14:36where the digital payment of all countries to be taken together
14:41is less than the digital payment of India, you know.
14:46The initiative of the Indian Central Bank is the beginning of the current year
14:50was to unite all the CBDCs of BRICS nations in one system.
14:55Yes, yes, you know.
14:56And the digital payment which is done within India, you know, the population,
15:01that population is much higher than the digital payment
15:06is done by all countries across the globe.
15:09So if you put all the countries on one basket, you know, and if you look into that percentage
15:14and if you put Bharat in one basket, and if you look into the digital payment of India,
15:19the percentage of the digital payment of India is two and a half times more
15:24than the rest of the world.
15:25You know, so that itself speaks the success of the digital mode.
15:30And I think countries across the globe are accepting the Indian success story of the digital payment system.
15:38No, I would like to touch a very sensitive topic about terrorism.
15:43The declaration includes language on global security and counter-terrorism.
15:48How adequately does this negotiated text addresses India's long-standing concerns regarding cross-border terrorism
15:58and state-sponsored extremism?
16:01Well, see, I think both the things have been addressed in a very nice way, you know, like, first and
16:10foremost,
16:11let me take up the issue of Pahalgam, you know, the horrible killings which had taken place in Pahalgam.
16:18And we all know that it was all done by Pakistan and by terrorist groups operating from Pakistan, you know.
16:24So, the first time in the resolution of the BRICS, you know, this has been condemned in strongest possible terms.
16:32And not only that, the BRICS resolution also says that those countries and those institutions and agencies
16:40which advocates terrorism, they also need to be exposed and they need to be booked.
16:46And institutions and agencies who finance terrorism across the globe, they need to be taken into task.
16:55And, you know, the global world should ban all these kind of agencies and institutions which are financing terrorism across
17:03the globe.
17:04So, I think in a way, because of this, I think the entry of Pakistan into BRICS as a member
17:11state is closed once for all.
17:15And the fact that Pahalgam terror attack has been condemned in strongest possible terms,
17:22that has exposed Pakistan and the terrorist organizations operating from Pakistan across the globe and also within the BRICS nation.
17:32You know, so that is a very big historic moment for us.
17:38And it has actually accepted what India has been saying,
17:43what my country Bharat has been saying for so long, for the last 50 years,
17:48that terrorism has no religion, it has no boundaries,
17:52and it is something which is a manance for the global world, you know,
17:57and it needs to be handled and tackled collectively, and it needs to be wiped out collectively.
18:03So, our argument in the global forum has been accepted, and we are very happy about it.
18:10I would also like to touch on one another important issue that is on the issue of tariff,
18:16you know, like the tariff which is being imposed by the weems,
18:20according to the weems and fences of President Donald Trump across the globe.
18:25You know, the fact that our Prime Minister said it very clearly,
18:28and it has been accepted in the BRICS resolution also,
18:31that no country can impose tariff on another,
18:36violating the laws of WTO and violating the laws of all international legal jurisprudence
18:43and all international legal system and legal clauses, you know.
18:50So, that itself is an indirect kind of a warning,
18:54and it is an indirect message to United States of America
18:58that enough of your global bullying and enough of you behaving like a global rogue,
19:06you know, this is something which is not acceptable to other countries.
19:10You cannot impose tariff on other countries as far your weems and fences,
19:15and if you try to do that, there would be a counter-retaliation.
19:19And if tomorrow the BRICS nation comes up for a counter-retaliation,
19:24I think it would be the crumbling of the American economy and the European economy, you know.
19:30So, I think a good sense would prevail on President Trump and his administration,
19:36and I think he would stop with this weems and fences
19:39and this daydreaming of imposing tariff on other countries,
19:43because if other countries come together,
19:46then it is going to be a nightmare for U.S.,
19:49and I think the European countries and the European Union and the NATO
19:54is also facing a lot of problems because of U.S. tariff.
19:58So is Canada, and I think the global order is actually coming together
20:02in order to fight it out with U.S.
20:06and the, you know, the hegemonistic bullying design of the U.S.
20:10for imposing tariff on other countries
20:13as far the weems and fancies of White House.
20:16Those days are gone now,
20:17and I think it is an eye-opener for His Excellency,
20:22the President of the United States of America,
20:25and also for White House,
20:26that enough of nuisance has been done,
20:29enough is enough.
20:30Now it is time to, you know,
20:34readjust to their reality,
20:35and it's time to come and accept the reality of the world,
20:43and if they don't do it,
20:45and if they continue with their game of tariff,
20:47then I think the BRICS and the other nations will retaliate,
20:51and the day they retaliate,
20:53it is going to be a disaster for President Trump,
20:56and I would also say to President Trump
20:58that you had imposed tariff on us
21:01and see our GDP growth rate.
21:04We are 7.8, highest in the whole world.
21:07So I would say that it is a boon in disguise for us.
21:11Please, President Trump, impose more tariff
21:14so that tomorrow we cross the double-digit number
21:18and we attain a growth rate of above 10%.
21:21You should realize that 1.4 billion population
21:26of a nation you cannot control,
21:29and the market of the 1.4 billion population
21:34is at least 20 times more
21:37than the market of the whole of Europe
21:40and United States of America.
21:43So if you are trying to play a game with this market,
21:46with this huge market,
21:48it is going to be suicidal for you
21:50and it is going to be a blessing for us
21:54from the Almighty.
21:55You know, in my opinion,
21:57they are not taking into consideration BRICS
22:03because they are sure that BRICS countries
22:05are too diverse.
22:07They cannot come to a common conclusion.
22:10So that's why it's not real force.
22:13If we look at foreign ministers' meeting
22:18that was in New Delhi in the mid of May,
22:23you know that, well,
22:24that they did not come to the final resolution.
22:30This time, BRICS' declaration
22:33was consensually signed by all members
22:39despite tensions between several nations
22:44that we have seen.
22:46The city was sitting one in front of other,
22:49Iran and the UAE,
22:52Egypt and Ethiopia,
22:54China and India,
22:57shaking hands continuously.
22:59But what does this consensus reveal
23:04about the international conflict resolution mechanisms
23:07within BRICS?
23:08I think it is something in the right direction.
23:12Yes, it is very true that every entity
23:16and every association has its own complex
23:19internal politics and internal dynamics.
23:23European Union has its own complexities, right?
23:26Italy has problem with Greece.
23:29Greece has problem with Austria.
23:32Austria has problems with Belgium.
23:35France has problems with Germany.
23:37Germany and Spain has problems with UK.
23:40You know, in the same way,
23:41in New World also,
23:44US has problems with Canada.
23:46Canada has problems with US.
23:48Mexico has problems with USA.
23:50So problems are there everywhere.
23:53So, like the way they have problems,
23:56BRICS nation also have their own problems.
23:58They have their own internal dynamics.
24:01But then the fact that when the West Asia is at war,
24:06you know, Iran is on one side
24:08and Saudi Arabia, UAE on the other side,
24:11Egypt on the other side,
24:13they are allies of United States of America
24:16and Iran is fighting it out
24:18with the allies of the Western countries and US
24:21to bring them under a common banner in New Delhi.
24:28And that also the heads of state
24:29of all these countries, you know.
24:31The crown prince of UAE was here.
24:34The crown prince of Saudi Arabia was here.
24:37Then the president of Iran was here.
24:41The president of Egypt was here, you know.
24:43So bringing all these excellences
24:47within a common banner
24:49and make them in a round table
24:53and then make them do a photo shoot,
24:56you know, with Honorable Prime Minister Modi Ji
24:59in the middle and all of them with him,
25:03you know, that itself was a remarkable job
25:06and it was not easy.
25:07It was something which was next to impossible.
25:11I would like to ask in President Trump
25:14or the prime minister of UK,
25:16will they be capable enough to do this?
25:20Can President Trump bring in
25:22the president of Iran into US
25:24together with the crown prince of UAE
25:27and the crown prince of Saudi Arabia
25:30and the president of Egypt
25:32and the president of Russia
25:33and the president of China
25:35and do a photo shoot?
25:37It will be impossible for him
25:39and it will be, even if he tries,
25:40it will be a zero.
25:42He tried it with his excellency,
25:44the president of Ukraine Zelensky
25:46and also with his excellency,
25:49the president of Russia,
25:51President Putin and in Alaska.
25:53And what was the net result of that?
25:55There was no consensus.
25:57There was no resolution.
25:58The only thing which President Trump
26:01could say at the end of the day
26:03in the press briefing was he appreciated
26:06the court of President Zelensky
26:10saying that last time you had come
26:12in a rag and in a T-shirt
26:15and this time at least you were
26:17decently suited and booted.
26:19That was the outcome of his meeting.
26:23So for Honorable Prime Minister Modiji
26:28to do this itself was a task
26:31which was next to impossible.
26:33But because he's the most popular leader
26:36of the whole world now
26:37and he is a global leader,
26:40that's the reason all the excellencies
26:42of all these countries,
26:44they all came.
26:45They also had bilateral
26:46and they also had a photo shoot
26:49and a round table
26:50and they also had dinner together.
26:53So that was one.
26:55The second thing is like
26:56this also shows a direction
26:58towards the complexities
26:59because the fact that
27:01they all could come here
27:02and sign in the resolution
27:04without any ifs and buts
27:06and it was a resolution
27:08which did not have any shaded lines in it.
27:14That itself speaks a lot
27:16about the direction
27:18which way BRICS is going
27:19and I think complexities will be there
27:22because it's a complex world
27:23but within that complexities
27:26the fact that this consensus could come
27:28that itself shows in that direction
27:31and I think BRICS
27:32after the New Delhi summit
27:34has emerged as a major challenge
27:38not only for the Western world
27:40but also for United Nations.
27:45India keeps its chairmanship
27:48until the end of 2026
27:50and from the 1st of January 2027
27:53China takes the chairmanship in BRICS.
27:59What are your expectations
28:01from Chinese presidency?
28:03Well, I think we have already shown
28:06the direction and the path
28:08in the New Delhi declaration
28:10what I would expect
28:12from the next summit in China
28:14is like His Excellency
28:16the President of China
28:18Sri Jinping
28:19I think he will carry this momentum forward
28:22and I might be
28:24I'm optimistic about it
28:26that in the next year's summit
28:28more important issues
28:30would be discussed
28:31and a consensus would be arrived at
28:34and perhaps
28:35we would actually
28:36be able to say
28:39with a proud way
28:41that the direction
28:42and the line was set
28:44in New Delhi
28:45and it has fruitified in Beijing
28:48and from Beijing
28:49whoever takes over in 2028
28:52I think then
28:54it BRICS would emerge
28:55as a new global order
28:57which is multilateral
28:59and not unilateral
29:01and I guess
29:02United States of America
29:04has always
29:05has already seen
29:07a challenge to its hegemony
29:09from the New Delhi declaration itself
29:11and I will not be surprised
29:13if His Excellency
29:15the Honorable President of US
29:17comes up with some new narrative
29:19based on his tantrums
29:22immediately after the midterm polls
29:24because his thing is shaking
29:27shaking
29:28shaking in the midterm polls
29:29and who knows
29:30he might even become
29:31a lame duck president
29:33after the outcome
29:34of the midterm polls in US
29:36and perhaps he will come up
29:38with a fresh volley of tantrums
29:40after the midterm polls
29:42I'm just waiting for
29:43a few more days
29:44to see that happen
29:47but BRICS countries
29:48should not look at
29:49what is happening
29:50in the United States
29:51because
29:51we are the half of the world
29:54population
29:56almost
29:58all natural resources
30:00rare earth
30:01gold
30:02silver
30:02everything
30:03we have in our country
30:05so
30:05who cares about the United States
30:07yes absolutely
30:08absolutely
30:09and as I said
30:10in my initial remarks itself
30:12that
30:12three-fourth of the
30:14natural resources
30:16and human resources
30:17of the world
30:18is with BRICS countries
30:19so sky is the limit for us
30:21and we should move ahead
30:23and we should jump ahead
30:24on this
30:25and
30:25might be
30:2719th century
30:28was the era of London
30:2920th century
30:31was the era of Washington
30:3321st century
30:34is the era of
30:36Indo-Pacific
30:37and the global south
30:38so in this
30:40era of the global south
30:42of 21st century
30:43we all should
30:44walk hand in hand
30:45and we should
30:46walk hand in hand
30:47as very close
30:49friends
30:49we will fight it out
30:51among ourselves
30:52you know
30:52and we will have issues
30:54even in families
30:55there are issues
30:56brothers and sisters
30:58and you know
30:59like a mother
31:00and son
31:00and sister
31:02and father
31:02do have issues
